At home in postwar France
After World War II, France embarked on a project of modernization, which included the development of the modern mass home.At Home in Postwar Franceexamines key groups of actors - state officials, architects, sociologists and tastemakers - arguing that modernizers looked to the home as a site for social engineering and nation-building; designers and advocates of the modern home contributed to the democratization of French society; and the French home of theTrente Glorieuses, as it was built and inhabited, was a hybrid product of architects', planners', and residents' understandings of modernity. This volume identifies the \"right to comfort\" as an invention of the postwar period and suggests that the modern mass home played a vital role in shaping new expectations for well-being and happiness.
Social Housing in Transition Countries
This volume intends to fill the gap in the range of publications about the post-transition social housing policy developments in Central and Eastern Europe by delivering critical evaluations about the past two decades of developments in selected countries' social housing sectors, and showing what conditions have decisively impacted these processes. Contributors depict the different paths the countries have taken by reviewing the policy changes, the conditions institutions work within, and the solutions that were selected to answer the housing needs of vulnerable households. They discuss whether the differences among the countries have emerged due to the time lag caused by belated reforms in selected countries, or whether any of the disparities can be attributed to differences inherited from Soviet times. Since some of the countries have recently become member states of the European Union, the volume also explores whether there were any convergence trends in the policy approaches to social housing that can be attributed to the general changes brought about by the EU accession.
An exploration of concepts and polices on ‘affordable housing’ in England, Italy, Poland and The Netherlands
The term ‘affordable housing’ has been rapidly gaining currency over the last decade across Europe, both in policy and research circles. While it is often used as a synonym or close relative of the term ‘social housing’, more recently it is finding its own definition and policy instruments in specific cities and countries. However, boundaries between both concepts remain unclear. To shed light on recent developments of each of these terms, this paper presents findings from a study commissioned by the European Investment Bank, which investigated current trends in definitions, programmes and policies both in social housing and affordable housing. This paper focuses on findings for England, Italy, Poland and The Netherlands. Methods used included desk research and interviews with key informants in each of the four countries. In addition, in-depth information about Italy and The Netherlands was gathered through stakeholder workshops carried out between September and November 2016. Findings show that affordable housing in all four countries is becoming a more distinct field, in parallel to developments in social housing. In addition, the paper describes some innovative policies undertaken to develop affordable housing solutions. The paper concludes with a reflection on scenarios for future policy developments and an agenda for further research.

Building a collaborative advantage : network governance and homelessness policy-making in Canada

The Housing Market Effects of Local Home Purchase Restrictions: Evidence from Beijing
Home prices have surged in major Chinese cities, leading to concerns of asset price bubbles and housing affordability. The policy of home purchase restrictions (HPR) has been one of China’s harshest housing market interventions to squeeze out speculative demand and dampen the soaring home prices. Beijing was the first city to implement the HPR. Employing the regression discontinuity design technique, we find that Beijing’s HPR policy triggered a 17–24 % decrease in resale price, a drop in the price-to-rent ratio of about a quarter of its mean value, and a deep (1/2 to 3/4) reduction in the transaction volume of the for-sale market, with no significant change in the rent or the transaction volume of rental units. In submarkets where housing supply was less elastic, the effects of the HPR were larger in price and smaller in quantity, suggesting that wealthy buyers likely benefited more from the HPR. The scope of the analysis does not allow conclusions regarding the persistence or longevity of these effects.
