Countries of the Southeast Europe (SEE) region have witnessed significant economic improvement since the beginning of their transition to market economies in the early 1990s. Growth has been particularly strong in the past six years, but still lower than in other fast growing countries in the East Asia and Baltic regions, or some of the other new member states of the European Union (EU). The purpose of this study is twofold: (i) to present recent trends in intra regional trade in SEE, in particular following the implementation of Central European Free Trade Agreement (CEFTA); and (ii) to bring the attention of policy makers to some of the remaining impediments to enhanced intra regional trade. The rest of the study is organized as follows. Chapter two describes intraregional trade patterns, both prior and after the entry of CEFTA into force, including more detailed analysis of trade structure. Chapter three emphasizes the role of nontariff barriers (NTBs), such as technical regulations and standards, and their potential impact on trade enhancement, as well as the importance of the trade related environment drawing on global surveys and reports (doing business, Business Environment and Enterprise Performance Survey (BEEPS), logistics performance indicator, and the enabling trade index). It also looks at rules of origin and their role in trade creation. Chapter four aims to present the view of the private sector on CEFTA and on trade related reforms in general through two case studies of regional firms. Finally, chapter five concludes by summarizing the key recommendations of the study.

The paper contributes to the discussion about the revenue implications of trade reform by assessing the approximate fiscal revenue impact of different liberalization formulae under consideration in multilateral trade negotiations for a group of low- and middle-income countries. The study applies a linear optimization framework to data for bound tariffs, applied tariffs, and imports at the HS-6 digit level for 58 developing countries, and simulates results for different sets of import demand elasticities and developing country \"flexibilities.\" While only a small number of countries face a significant impact, results point toward the need for complementary fiscal measures in the countries most affected by revenue loss.

Global Agricultural Trade and Developing Countries presents research findings based on a series of commodity studies of significant economic importance to developing countries. First, the book sets the stage with background chapters and investigations of cross-cutting issues. Trade and domestic policy regimes affecting agricultural and food markets are described, and the resulting patterns of production and trade are assessed. The book follows with an analysis of product standards and costs of compliance and their effects on agricultural and food trade. An investigation of the impact of preferences given to selected countries and their effectiveness is next. The evidence on the attempts to decouple agricultural support from agricultural output is then reviewed. The last background chapter explores the robustness of the global gains of multilateral agricultural and food trade liberalization. Given this context, the book presents detailed commodity studies for coffee, cotton, dairy, fruits and vegetables, groundnuts, rice, seafood products, sugar, and wheat. These markets feature distorted policy regimes among industrial or middle-income countries. The studies analyze current policy regimes in key producing and consuming countries document the magnitude of these distortions and estimates the distributional impacts–winners and losers-of trade and domestic policy reforms. By bringing the key issues and findings together in one place, Global Agricultural Trade and Developing Countries aids policy makers and researchers, both in their approach to global negotiations and in evaluating their domestic policies on agriculture. This book also complements the recently published Agriculture and the WTO that focuses primarily on the agricultural issues within the context of the WTO negotiations.
Trade and Domestic Financial Market Reform Under Political Uncertainty: Implications for Investment, Savings, and the Real Exchange Rate

This paper presents a model that incorporates uncertainty about trade reform and analyzes the effects of trade and financial liberalization on domestic investment and savings, the current account balance and the real exchange rate, both when the capital account is open and when it is closed. Under certain assumptions financial liberalization leads to a movement of resources in the opposite direction to that implied by trade liberalization and to real exchange rate appreciation, thus defeating one of the objectives of tariff reform, when the capital account is open. When political economy linkages are taken into account, however, the indirect effects of financial liberalization may offset the direct effects, encouraging a movement of resources in the desired direction. With a closed capital account these results should still hold unless there are strong negative income effects from trade reform.

Trade Openness and Volatility

This paper examines the mechanisms through which output volatility is related to trade openness using an industry-level panel dataset of manufacturing production and trade. The main results are threefold. First, sectors more open to international trade are more volatile. Second, trade is accompanied by increased specialization. Third, sectors that are more open are less correlated with the rest of the economy. The point estimates indicate that each of the three effects has an appreciable impact on aggregate volatility. Added together they imply that the relationship between trade openness and overall volatility is positive and economically significant.
External Shocks, The Real Exchange Rate, and Tax Policy

This paper uses a computable general equilibrium model of the economy of Trinidad and Tobago to assess the effects of trade liberalization and terms-of-trade shocks on the real exchange rate and the overall fiscal position of the government. The model is also used to evaluate the implications of alternative tax policies designed to offset the increase in the budget deficit of the central government that results from both types of external sector shocks.

Optimal Tariffs: Theory and Practice

This paper examines the theory underpinning the design of optimal tariffs in a developing economy, and the experience of implementation of tariff reforms. A central issue is whether and when a case can be made for a uniform tariff structure. While theory advocates a differentiated tariff structure (except under a balance of payments objective), political economy considerations, inadequate information, and administrative convenience point to a minimally differentiated tariff structure. The experience of reform indicates that tariff structures are mainly influenced by income distribution and protection objectives. The ability to successfully reduce tariffs depends on measures taken to alleviate fiscal and balance of payments constraints.
