Water and sanitation services in Brazil: evaluating the regulatory governance based on the institutional analysis and development framework
Brazilian's framework of water and sanitation services (WSS) is complex, with several actors from different legal natures and varied rules. The new Brazilian sanitation law aims to achieve universal access to WSS and effective provision of services, encouraging more efficiency by promoting competitiveness. However, the regulatory governance of the sector poses a challenge to achieve these objectives. This article addresses identifying and analyzing the WSS structures based on the Institutional Analysis and Development (IAD) Framework, which provides a multidimensional conceptual map that combines levels of macro and micro situations. Databases from the National Sanitation Information System (SNIS) and the Brazilian Institute of Geography and Statistics (IBGE) were cross-referenced to evaluate the structures that exist in the provision of WSS, focusing on municipalities located in the metropolitan regions and urban agglomerations of Brazil. It is possible to conclude that the IAD Framework helps to clarify the actors, its functions, responsibilities, and the interactions between them, as well as the exogenous factors and how they influence the action arena, reaching recommendations, supported by a Delphi approach, such as to improve industry regulation in terms of governance and regulatory governance.
Improving transparency, integrity, and accountability in water supply and sanitation
More than 1 billion people around the world live without access to safe, potable water, in part because of poor governance and corruption. Illegal connections and substantial losses caused by deferred maintenance have eroded the revenues of water utilities, leading to a downward spiral in performance. Embezzlement of funds, bribes for access to illegal water connections, manipulation of meter counters, and collusion in public contracts add to the litany of corrupt practices. 'Improving Transparency, Integrity, and Accountability in Water Supply and Sanitation' is a useful tool for diagnosing, analyzing, and remedying systemic corruption in the water supply and sanitation sectors. It will serve as a practical guide for governments; utility regulators, managers, and staff; civil society organizations; contractors; and citizens in their quest for a model of service provision that responds to the pressing needs of people in the developing world. The book aims to increase the involvement of civil society by engaging all stakeholders in setting priorities and monitoring performance; help water and sanitation delivery contribute to poverty reduction by increasing the service quality and coverage provided by service delivery organizations to poorer communities on an equitable basis; provide a tool that promotes the financial sustainability of service delivery organizations, thus building stakeholders' confidence in those institutions' ability to expand and improve service; and raise ethical standards among all stakeholders, especially service delivery organizations, thereby instilling a sense of public service in these organizations.

Annual Review of Development Effectiveness 2006
The \"results agenda\" adopted by the World Bank and other donors aims to ensure that development assistance yields sustainable poverty reduction. Effective poverty reduction results from three main factors: sustained and inclusive growth, effective service delivery to the poor, and capable public sector institutions that are accountable to stakeholders for the results they achieve. The Annual Review of Development Effectiveness 2006 assembles evaluative evidence around three questions central to poverty reduction:How effectively has economic growth translated into poverty reduction in Bank-assisted countries and what factors have affected these results? What factors have led to high-quality results in areas that deliver services to the poor? What measures help raise the accountability of public institutions responsible for delivering and sustaining these results?The report identifies three key areas where the World Bank can further strengthen its effectiveness in helping countries reduce poverty.Economic growth has improved in many Bank client countries but a stronger focus on the nature of growth is needed to ensure that such growth leads to jobs for the poor and productivity increases in poorer regions and sectors where the poor earn their incomes. Consistent use of a clearly articulated results chain helps ensure that Bank country assistance programs and individual projects set realistic objectives, that key cross-sectoral constraints to achieving them are adequately considered and that due attention is given to building capacity. A realistic assessment of the political economy of governance-related reforms is needed to tailor efforts to increase the accountability of public sector institutions to local conditions.
Governance reform : bridging monitoring and action
Developing-country governance and its monitoring have risen to the top of the development agenda.This mounting interest is in response to compelling evidence that links governance to development performance-policy quality, public service provision, the investment climate, and the extent of corruption.
Do IMF Programs Improve Economic Governance?
This paper examines the effects of IMF financial assistance on economic governance in developing countries, based on panel data analyses of perceived governance indicators. It uses a two-stage approach to address possible endogeneity issues. The results show that successful implementation of IMF programs is associated with improvements in the quality of economic governance. Specifically, the paper finds statistically robust results that IMF concessional programs through the Poverty Reduction and Growth Facility tend to enhance the rule of law and strengthen control of corruption. Through this exercise, however, no statistically significant effect is observed for assistances under the General Resource Account.
Global Monitoring Report, 2006: Strengthening Mutual Accountability - Aid, Trade, and Governance
This third edition of the Global Monitoring Report examines the commitments and actions of donors, international financial institutions, and developing countries to implement the Millennium Declaration, signed by 189 countries in 2000. Many countries are off track to meet the Millennium Development Goals, particularly in Africa and South Asia, but new evidence is emerging that higher-quality aid and a better policy environment are accelerating progress in some countries, and that the benefits of this progress are reaching poor families. This report takes a closer look at the donors' 2005 commitments to aid and debt relief, and argues that rigorous, sustained monitoring is needed to ensure that they are met and deliver results, and to prevent the cycle of accumulating unsustainable debt from repeating itself. International financial institutions need to focus on development outcomes rather than inputs, and strengthen their capacity to manage for results in developing countries.
Africa Development Indicators 2006
Africa Development Indicators 2006 is the latest annual report from the World Bank on social and economic conditions across the continent. It was revamped this year to better report and monitor the challenges and transformations in Africa. Africa Development Indicators has evolved from a single data book, and this year consists of three independent but complementary products: this book, which brings together an essay and key outcome indicators for Africa, the Little Data Book on Africa 2006, and the World Bank Africa Database (CD-ROM).
Legislative oversight and budgeting : a world perspective
In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.
