Deadly River
In October 2010, nine months after the massive earthquake that devastated Haiti, a second disaster began to unfold-soon to become the world's largest cholera epidemic in modern times. In a country that had never before reported cholera, the epidemic mysteriously and simultaneously appeared in river communities of central Haiti, eventually triggering nearly 800,000 cases and 9,000 deaths. What had caused the first cases of cholera in Haiti in recorded history? Who or what was the deadly agent of origin? Why did it explode in the agricultural-rich delta of the Artibonite River? When answers were few, rumors spread, causing social and political consequences of their own. Wanting insight, the Haitian government and French embassy requested epidemiological assistance from France. A few weeks into the epidemic, physician and infectious disease specialist Renaud Piarroux arrived in Haiti. InDeadly River, Ralph R. Frerichs tells the story of the epidemic, of a French disease detective determined to trace its origins so that he could help contain the spread and possibly eliminate the disease, and the political intrigue that has made that effort so difficult. The story involves political maneuvering by powerful organizations such as the United Nations and its peacekeeping troops in Haiti, as well as by the World Health Organization and the U.S. Centers for Disease Control. Frerichs explores a quest for scientific truth and dissects a scientific disagreement involving world-renowned cholera experts who find themselves embroiled in intellectual and political turmoil in a poverty-stricken country. Frerichs's narrative highlights how the world's wealthy nations, nongovernmental agencies, and international institutions respond when their interests clash with the needs of the world's most vulnerable people. Atomic Assistance
Nuclear technology is dual use in nature, meaning that it can be used to produce nuclear energy or to build nuclear weapons. Despite security concerns about proliferation, the United States and other nuclear nations have regularly shared with other countries nuclear technology, materials, and knowledge for peaceful purposes. InAtomic Assistance, Matthew Fuhrmann argues that governments use peaceful nuclear assistance as a tool of economic statecraft. Nuclear suppliers hope that they can reap the benefits of foreign aid-improving relationships with their allies, limiting the influence of their adversaries, enhancing their energy security by gaining favorable access to oil supplies-without undermining their security. By providing peaceful nuclear assistance, however, countries inadvertently help spread nuclear weapons. Fuhrmann draws on several cases of \"Atoms for Peace,\" including U.S. civilian nuclear assistance to Iran from 1957 to 1979; Soviet aid to Libya from 1975 to 1986; French, Italian, and Brazilian nuclear exports to Iraq from 1975 to 1981; and U.S. nuclear cooperation with India from 2001 to 2008. He also explores decision making in countries such as Japan, North Korea, Pakistan, South Africa, and Syria to determine why states began (or did not begin) nuclear weapons programs and why some programs succeeded while others failed. Fuhrmann concludes that, on average, countries receiving higher levels of peaceful nuclear assistance are more likely to pursue and acquire the bomb-especially if they experience an international crisis after receiving aid.
Development cooperation in times of crisis
Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. While productive in and of themselves, these solutions were effective because they were coordinated internationally and were matched with sweeping global financial reforms. Unfortunately, coordination has weakened after these initial steps, indicating one of the crisis's adverse effects will be a significant reduction in development cooperation. Urging advanced nations to improve their support for development, the contributors to this volume revisit the causes of the 2008 collapse and the ongoing effects of recession on global and developing economies. They reevaluate the international response to crisis and suggest more effective approaches to development cooperation. Experts on international aid join together to redesign the cooperation system and its governance, so it can accept new actors and better achieve the Millennial Development Goals of 2015 within the context of severe global crisis. In their introduction, José Antonio Alonso and José Antonio Ocampo summarize different chapters and the implications of their analyses, concluding with a frank assessment of global economic imbalance and the ability of increased cooperation to rectify these inequalities.
The dataset of Political Agreements in Internal Conflicts (PAIC)
This paper introduces the new dataset of Political Agreements in Internal Conflicts (PAIC) and presents its first application. PAIC captures the institutional provisions in political agreements concluded between 1989 and 2016. It provides information on 91 variables, along five dimensions: power sharing, transitional justice, cultural institutions, territorial self-governance and international assistance. First, the paper presents the data collection and coding procedures. Then it replicates Hartzell's and Hoddie's (2007, Crafting Peace, The Pennsylvania State University Press) seminal study on the relationship between power sharing and negotiated agreements, showing the long-term importance of a previously overlooked realm: commissions.

RESPONSIBILITY AND GLOBAL JUSTICE: A SOCIAL CONNECTION MODEL
The essay theorizes the responsibilities moral agents may be said to have in relation to global structural social processes that have unjust consequences. How ought moral agents, whether individual or institutional, conceptualize their responsibilities in relation to global injustice? I propose a model of responsibility from social connection as an interpretation of obligations of justice arising from structural social processes. I use the example of justice in transnational processes of production, distribution and marketing of clothing to illustrate operations of structural social processes that extend widely across regions of the world. The social connection model of responsibility says that all agents who contribute by their actions to the structural processes that produce injustice have responsibilities to work to remedy these injustices. I distinguish this model from a more standard model of responsibility, which I call a liability model. I specify five features of the social connection model of responsibility that distinguish it from the liability model: it does not isolate perpetrators; it judges background conditions of action; it is more forward looking than backward looking; its responsibility is essentially shared; and it can be discharged only through collective action. Canada’s evolving feminist foreign policy
This essay introduces a collection of articles on the lessons that can be drawn from Canada’s Feminist International Assistance Policy (FIAP) as Canada moves toward a more concrete and deliberate approach to feminist foreign policy. The articles in this collection provide insights into the challenges to be addressed, gaps to be filled, and the critical analyses necessary for expanding and enhancing Canada’s feminist foreign policy. The aim of the collection is to show that lessons learned from the FIAP can inform the design of Canada’s next steps in forging a formalized, comprehensive, and coherent feminist foreign policy. This introductory essay summarizes the five articles in this special section of International Journal on the FIAP and Canada’s feminist foreign policy and highlights their key findings.
Sadaqah as a Fundraising and Financing Method for Aid Projects in Gaza, Palestine
This article explores the use of sadaqah as an aid fundraising and financing tool by Malaysian international Islamic non-governmental organisations (MIINGOs) inside Gaza, Palestine. Utilising semi-structured interviews with 13 respondents from seven organisations, the study identifies three key themes, many of which are attributable to the unstructured nature of sadaqah. First, the sadaqah modality facilitates the fundraising process in different mediums. Second, sadaqah fundraising encourages some donors to donate anonymously. Third, sadaqah for humanitarian financing is disbursed without political conditions. Finally, the study expanded the discussion within the process of financing humanitarian assistance in the fragile situation of Gaza. This article proposed a plausible explanation of how the practices mentioned influence financing patterns and impact recipients/affiliates’ operational and decision-making autonomy.
