Safer homes, stronger communities: a handbook for reconstructing after disasters was developed to assist policy makers and project managers engaged in large-scale post-disaster reconstruction programs make decisions about how to reconstruct housing and communities after natural disasters. As the handbook demonstrates, post-disaster reconstruction begins with a series of decisions that must be made almost immediately. Despite the urgency with which these decisions are made, they have long-term impacts, changing the lives of those affected by the disaster for years to come. As a policy maker, you may be responsible for establishing the policy framework for the entire reconstruction process or for setting reconstruction policy in only one sector. The handbook is emphatic about the importance of establishing a policy to guide reconstruction. Effective reconstruction is set in motion only after the policy maker has evaluated his or her alternatives, conferred with stakeholders, and established the framework and the rules for reconstruction. As international experience and the examples in the handbook clearly demonstrate, reconstruction policy improves both the efficiency and the effectiveness of the reconstruction process. In addition to providing advice on the content of such a policy, the handbook describes mechanisms for managing communications with stakeholders about the policy, for improving the consistency of the policy, and for monitoring the policy's implementation and outcomes.

In recent years, the world has seen both massive destruction caused by natural disasters and immense financial and physical support for the victims of these calamities. So that these natural hazards do not become manmade disasters, effective systems are required to identify needs, manage data, and help calibrate responses. If well designed, such systems can help coordinate the influx of aid to ensure the timely and efficient delivery of assistance to those who need it most. 'Data Against Natural Disasters' seeks to provide the analytical tools needed to enhance national capacity for disaster response. The editors and authors begin with an overview that summarizes key lessons learned form the six country case studies in the volume. Next, they outline the data needs that arise at different stages in the disaster response and explore the humanitarian community's efforts to discover more effective response mechanisms. The country case studies review the successes and failures of efforts to establish innovative monitoring systems in the aftermath of disasters in Guatemala, Haiti, Indonesia, Mozambique, Pakistan, and Sri Lanka. 'Data Against Natural Disasters' will be useful to policy makers and others working in port-calamity situations who are seeking to design new monitoring systems or to improve existing ones for disaster response management.

The importance of weather, climate, and water1 information is rising because of the need to serve more elaborate societal needs, minimize growing economic losses, and help countries adapt to climate change. Weather, climate, and water affect societies and economies through extreme events, such as tropical cyclones, floods, high winds, storm surges, and prolonged droughts, and through high-impact weather and climate events that affect demand for electricity and production capacity, planting and harvesting dates, management of construction, transportation networks and inventories, and human health. The key players are the National Meteorological and Hydrological Services (NMHSs), which are the backbone of the global weather and climate enterprise. By international agreement under the auspices of the World Meteorological Organization (WMO), they are the government's authoritative source of weather, climate, and water information, providing timely input to emergency managers, national and local administrations, the public, and critical economic sectors. The report underscores the urgent need to strengthen NMHSs, especially those in developing countries, and provides cost-benefit estimates of the return that countries can hope to achieve. It also offers a recommended approach that has been tested and implemented in Europe, in Central and South Asia, and countries in other regions. The NMHSs make a significant contribution to safety, security, and economic well-being by observing, forecasting, and warning of pending weather, climate, and water threats.

Experiencing both recurrent small-scale events as well as devastating large-scale catastrophes, no other region in the world is affected by disasters as is East Asia and the Pacific. In the last decade, Ho Chi Minh City, Jakarta, Manila, and many other cities have been repeatedly hit by floods. Multilateral organizations are composed of sovereign governments. They may be regional, organized around a common issue or function, or global. International financial institutions (IFIs) are international banks composed of sovereign member states that use public money from the Member States to provide technical and financial support for developing countries. The United Nations is the organization most involved in the mitigation of, preparedness for, response to, and recovery from disasters around the world. It is considered the best equipped to do so because of its strong relationships with most countries, especially the developing countries where assistance is most needed. When disasters strike, the UN is one of the first organizations to mobilize, and it remains in the affected countries during the recovery period for many years after. The Consolidated Appeal Process is one way the UN garners international support for relief and reconstruction. In many regions, governments have formed smaller international organizations, many of which address risk, as well. The IFIs provide nations with low capital reserves funding in the aftermath of disasters recovery reconstruction. The World Bank is regarded as one of the largest sources of development assistance.

This study analyzed the international key literature on integrated disaster risk management (IDRM), considering it a dynamic sociocultural process subjected to the historical process of social formation, offering a closer look at the concept while exploring conceptual elements and ideas to advance IDRM in both national and international contexts. Methodologically, the study adopted a literature review strategy, following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach, combined with qualitative content analysis. This article examines the history of IDRM, discusses current challenges for implementation, looks at some experiences, and proposes avenues for further research. Some findings point out the lack of an overarching IDRM approach, which is characterized by a rather disperse set of ideas and experiences concerning what IDRM is and how it should be operationalized, thereby revealing the need for a more comprehensive theory and methodologies to further advance it. Other findings highlight that IDRM encompasses different kinds and levels of “integrations” that go from internal (that is, disaster risk reduction and management domains) to external (that is, all societal processes such as sustainable development), including temporal and spatial integrations. Hence, we are talking about a multidimensional integration of disaster risk management. In this regard, the article proposes four dimensions for integration: sectoral, spatial/hierarchical, temporal, and externally with other cross-cutting societal challenges, especially climate change and sustainable development. These dimensions cover 29 ideas for indicators or “proto-indicators” to guide the discussion, exploration, and analysis of IDRM in specific contexts.

The human and financial costs of disasters are vast. In 2011, disasters were estimated to have cost $378 billion worldwide; disasters have affected 64% of the world’s population since 1992. Consequently, disaster risk reduction strategies have become increasingly prominent on national and international policy agendas. However, the function of health in disaster risk reduction strategies often has been restricted to emergency response. To mitigate the effect of disasters on social and health development goals (such as risk reduction Millennium Development Goals) and increase resilience among at-risk populations, disaster strategies should assign the health sector a more all-encompassing, proactive role. We discuss proposed methods and concepts for mainstreaming health in disaster risk reduction and consider barriers faced by the health sector in this field.
