Borders among Activists

InBorders among Activists, Sarah S. Stroup challenges the notion that political activism has gone beyond borders and created a global or transnational civil society. Instead, at the most globally active, purportedly cosmopolitan groups in the world-international nongovernmental organizations (INGOs)-organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services.
Stroup offers detailed profiles of these \"varieties of activism\" in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs-Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH-reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs.
Stroup finds that national origin helps account for variation in the \"transnational advocacy networks\" that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.
Illusions of victory : the Anbar awakening and the rise of the Islamic State
In the years immediately following the 2006 \"Surge\" of American troops in Iraq, observers of America's counterinsurgency war there regarded the defeat of Al Qaeda in Iraq (AQI) in Anbar Province as one of the strategy's signature victories. With the assistance of American troops, the fractious tribal sheiks in that province united in an \"Awakening\" that ultimately led to the defeat of the legendarily brutal AQI. The success of the Awakening convinced many that smart, properly resourced counterinsurgency strategies could in fact work. Even more, the episode showed that victory could be snatched from the jaws of defeat.

Rethinking Private Authorityexamines the role of non-state actors in global environmental politics, arguing that a fuller understanding of their role requires a new way of conceptualizing private authority. Jessica Green identifies two distinct forms of private authority--one in which states delegate authority to private actors, and another in which entrepreneurial actors generate their own rules, persuading others to adopt them.
Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. Green traces how this dynamic and fast-growing form of private authority is becoming increasingly common in areas ranging from organic food to green building practices to sustainable tourism. She persuasively argues that the configuration of state preferences and the existing institutional landscape are paramount to explaining why private authority emerges and assumes the form that it does. In-depth cases on climate change provide evidence for her arguments.

Terrorist decision-making : a leader-centric approach
\"This book analyzes a series of decisions by leaders of three major terrorist organizations and identifies a unique 'Decision DNA' for each of them. The authors use the Applied Decision Analysis methodology to examine organizational and operational decisions made by the leaders of three major groups: al-Qaeda (Osama bin Laden), Hamas (Khaled Mashal), and Hezbollah (Hassan Nasrallah). Decisions that were of critical importance to each organization are identified and anaylzed, in order to uncover the particular criteria employed by the leader in question and to establish their 'Decision DNA'. The Decision DNA is unique to each leader and can be used to explain and predict subsequent choices. The authors demonstrate that the findings presented can be used to promote effective counter-terrorism measures, and they provide a series of policy implications that arise from their examination of each leader. Extended and standard duration weight-loss programme referrals for adults in primary care (WRAP): a randomised controlled trial

Evidence exist that primary care referral to an open-group behavioural programme is an effective strategy for management of obesity, but little evidence on optimal intervention duration is available. We aimed to establish whether 52-week referral to an open-group weight-management programme would achieve greater weight loss and improvements in a range of health outcomes and be more cost-effective than the current practice of 12-week referrals.
In this non-blinded, parallel-group, randomised controlled trial, we recruited participants who were aged 18 years or older and had body-mass index (BMI) of 28 kg/m2 or higher from 23 primary care practices in England. Participants were randomly assigned (2:5:5) to brief advice and self-help materials, a weight-management programme (Weight Watchers) for 12 weeks, or the same weight-management programme for 52 weeks. We followed-up participants over 2 years. The primary outcome was weight at 1 year of follow-up, analysed with mixed-effects models according to intention-to-treat principles and adjusted for centre and baseline weight. In a hierarchical closed-testing procedure, we compared combined behavioural programme arms with brief intervention, then compared the 12-week programme and 52-week programme. We did a within-trial cost-effectiveness analysis using person-level data and modelled outcomes over a 25-year time horizon using microsimulation. This study is registered with Current Controlled Trials, number ISRCTN82857232.
Between Oct 18, 2012, and Feb 10, 2014, we enrolled 1269 participants. 1267 eligible participants were randomly assigned to the brief intervention (n=211), the 12-week programme (n=528), and the 52-week programme (n=528). Two participants in the 12-week programme had been found to be ineligible shortly after randomisation and were excluded from the analysis. 823 (65%) of 1267 participants completed an assessment at 1 year and 856 (68%) participants at 2 years. All eligible participants were included in the analyses. At 1 year, mean weight changes in the groups were −3·26 kg (brief intervention), −4·75 kg (12-week programme), and −6·76 kg (52-week programme). Participants in the behavioural programme lost more weight than those in the brief intervention (adjusted difference −2·71 kg, 95% CI −3·86 to −1·55; p<0·0001). The 52-week programme was more effective than the 12-week programme (−2·14 kg, −3·05 to −1·22; p<0·0001). Differences between groups were still significant at 2 years. No adverse events related to the intervention were reported. Over 2 years, the incremental cost-effectiveness ratio (ICER; compared with brief intervention) was £159 per kg lost for the 52-week programme and £91 per kg for the 12-week programme. Modelled over 25 years after baseline, the ICER for the 12-week programme was dominant compared with the brief intervention. The ICER for the 52-week programme was cost-effective compared with the brief intervention (£2394 per quality-adjusted life-year [QALY]) and the 12-week programme (£3804 per QALY).
For adults with overweight or obesity, referral to this open-group behavioural weight-loss programme for at least 12 weeks is more effective than brief advice and self-help materials. A 52-week programme produces greater weight loss and other clinical benefits than a 12-week programme and, although it costs more, modelling suggests that the 52-week programme is cost-effective in the longer term.

Governing the global polity

What does globalization mean for the principle of state sovereignty and for the power and functioning of states? Whereas realists assert the continued importance of states, constructivists contend that various political entities as well as the logic of globalization itself undermine state sovereignty. Drawing on the state formation literature and on social theory, particularly the works of Weber and Foucault, Iver B. Neumann and Ole Jacob Sending question the terms of the realist-constructionist debate. Through detailed case studies, they demonstrate that states use nongovernmental organizations and international organizations indirectly to enforce social order and, ultimately, to increase their own power. At the same time, global politics is dominated by a liberal political rationality that states ignore at their peril. While states remain as strong as ever, they operate within a global polity of new hierarchies among states and between states and other actors.
