The Children of Immigrants at School
The Children of Immigrants at Schoolexplores the 21st-century consequences of immigration through an examination of how the so-called second generation is faring educationally in six countries: France, Great Britain, the Netherlands, Spain, Sweden and the United States. Heaven's Door
The U.S. took in more than a million immigrants per year in the late 1990s, more than at any other time in history. For humanitarian and many other reasons, this may be good news. But as George Borjas shows inHeaven's Door, it's decidedly mixed news for the American economy--and positively bad news for the country's poorest citizens. Widely regarded as the country's leading immigration economist, Borjas presents the most comprehensive, accessible, and up-to-date account yet of the economic impact of recent immigration on America. He reveals that the benefits of immigration have been greatly exaggerated and that, if we allow immigration to continue unabated and unmodified, we are supporting an astonishing transfer of wealth from the poorest people in the country, who are disproportionately minorities, to the richest. In the course of the book, Borjas carefully analyzes immigrants' skills, national origins, welfare use, economic mobility, and impact on the labor market, and he makes groundbreaking use of new data to trace current trends in ethnic segregation. He also evaluates the implications of the evidence for the type of immigration policy the that U.S. should pursue. Some of his findings are dramatic: Despite estimates that range into hundreds of billions of dollars, net annual gains from immigration are only about $8 billion. In dragging down wages, immigration currently shifts about $160 billion per year from workers to employers and users of immigrants' services. Immigrants today are less skilled than their predecessors, more likely to re-quire public assistance, and far more likely to have children who remain in poor, segregated communities. Borjas considers the moral arguments against restricting immigration and writes eloquently about his own past as an immigrant from Cuba. But he concludes that in the current economic climate--which is less conducive to mass immigration of unskilled labor than past eras--it would be fair and wise to return immigration to the levels of the 1970s (roughly 500,000 per year) and institute policies to favor more skilled immigrants.

A seismic population shift is taking place as many formerly racially homogeneous cities in the West attract a diverse influx of newcomers seeking economic and social advancement. Not only do young people from immigrant backgrounds make up a large and growing share of these cities’ populations but they will steadily replace the native-born baby boom generation as it ages out of the workplace and positions of influence. In The Changing Face of World Cities, a distinguished group of immigration experts presents the first systematic, data-based comparison of the lives of young adult children of immigrants growing up in seventeen big cities of Western Europe and the United States. Drawing on a comprehensive set of surveys, this important book brings together new evidence about the international immigrant experience and provides far-reaching lessons for devising more effective public policies. The Changing Face of World Cities pairs European and American researchers to explore how youths of immigrant origin negotiate educational systems, labor markets, gender, neighborhoods, citizenship, and identity on both sides of the Atlantic. Maurice Crul and his co-authors compare the educational trajectories of second generation Mexicans in Los Angeles with second generation Turks in Western European cities. In the U.S., uneven school quality in disadvantaged immigrant neighborhoods and the high cost of college are the main barriers to educational advancement, while in some European countries, rigid early selection sorts many students off the college track and into dead-end jobs. Students who got their education in the comprehensive U.S., French, or Swedish systems are more likely to go on to college than those from the highly stratified German and Austrian systems. Liza Reisel, Laurence Lessard-Phillips, and Phil Kasinitz find that while more young members of the second generation are employed in the U.S. than in Europe, they are also likely to hold low-paying jobs that barely lift them out of poverty. In Europe, where immigrant youth suffer from higher unemployment, the embattled European welfare system still yields them a higher standard of living than many of their American counterparts. Van Tran, Susan Brown, and Jens Schneider find that the benefits of the European social welfare system extend to the quality of life in immigrant neighborhoods: second generation Turks in Berlin live in much better neighborhood conditions than do Mexicans and Dominicans in L.A. and New York. Turning to issues of identity and belonging, Jens Schneider, Leo Chávez, Louis DeSipio, and Mary Waters find that it is far easier for the children of Dominican or Mexican immigrants to identify as American, in part because the U.S. takes hyphenated identities for granted. In Europe, religious bias against Islam makes it hard for young people of Turkish origin to identify strongly as German, French, or Swedish. Editors Maurice Crul and John Mollenkopf conclude that despite the barriers these youngsters encounter on both continents, they are making real progress relative to their parents and are beginning to close the gap with the native-born. The Changing Face of World Cities goes well beyond existing immigration literature focused on the U.S. experience to show that national policies on each side of the Atlantic can be enriched by lessons from the other. Italians then, Mexicans now
According to the American dream, hard work and a good education can lift people from poverty to success in the \"land of opportunity.\" The unskilled immigrants who came to the United States from southern, central, and eastern Europe in the late 19th and early 20th centuries largely realized that vision. Within a few generations, their descendants rose to the middle class and beyond. But can today’s unskilled immigrant arrivals — especially Mexicans, the nation's most numerous immigrant group — expect to achieve the same for their descendants? Social scientists disagree on this question, basing their arguments primarily on how well contemporary arrivals are faring. In Italians Then, Mexicans Now, Joel Perlmann uses the latest immigration data as well as 100 years of historical census data to compare the progress of unskilled immigrants and their American-born children both then and now. The crucial difference between the immigrant experience a hundred years ago and today is that relatively well-paid jobs were plentiful for workers with little education a hundred years ago, while today's immigrants arrive in an increasingly unequal America. Perlmann finds that while this change over time is real, its impact has not been as strong as many scholars have argued. In particular, these changes have not been great enough to force today’s Mexican second generation into an inner-city \"underclass.\" Perlmann emphasizes that high school dropout rates among second-generation Mexicans are alarmingly high and are likely to have a strong impact on the group’s well-being. Yet despite their high dropout rates, Mexican Americans earn at least as much as African Americans, and they fare better on social measures such as unwed childbearing and incarceration, which often lead to economic hardship. Perlmann concludes that inter-generational progress, though likely to be slower than it was for the European immigrants a century ago, is a reality, and it could be enhanced if policy interventions are taken to boost high school graduation rates for Mexican children. Rich with historical data, Italians Then, Mexicans Now persuasively argues that today’s Mexican immigrants are making slow but steady socio-economic progress and may one day reach parity with earlier immigrant groups who moved up into the heart of the American middle class. Diverse Pathways
Africans are among the fastest-growing immigrant groups in the United States. Although they are racially and ethnically diverse, few studies have examined how these differences affect their patterns of incorporation into society. This book is the first to highlight the role of race and ethnicity, Arab ethnicity in particular, in shaping the experiences of African immigrants. It demonstrates that American conceptions of race result in significant inequalities in the ways in which African immigrants are socially integrated. Thomas argues that suggestions that Black Africans are model-minorities who have overcome the barriers of race are misleading, showing that Black and Arab-ethnicity Africans systematically experience less favorable socioeconomic outcomes than their White African counterparts. Overall, the book makes three critical arguments. First, historical and contemporary constructions of race have important implications for understanding the dynamics of African immigration and settlement in the United States. Second, there are significant racial inequalities in the social and economic incorporation of contemporary African immigrants. Finally, Arab ethnicity has additional implications for understanding intra-racial disparities in incorporation among contemporary African immigrants. In general, these arguments are foundational for understanding the diversity of African immigrant experiences.
