Income Support for the Poorest
This study reviews the role and workings, with their strengths and weaknesses of last-resort income support (LRIS) programs in Eastern Europe and Central Asia. It draws on a combination of household survey and administrative data for a large group of countries and detailed case studies for a smaller number of countries that span the spectrum of the income range in the region. Income support for the poorest
Most countries in the world aspire to protect poorest and most vulnerable families from destitution and thus provide some type of income support to those who are very poor. These programs are often layered into social policy along with other transfers, subsidies, or services. The way to best provide such last-resort income support (LRIS) and its role in wider social policy is a matter of some complexity, much experimentation, and much study. In Eastern Europe and Central Asia, 28 of 30 countries operate LRIS programs. This study examines the experience of LRIS programs in Eastern Europe and Central Asia. It documents the outcomes of such programs throughout the region in terms of expenditure, coverage, targeting, and simulated effects on poverty and inequality. For a subset of countries, the study documents and draws lessons from the design and implementation arrangements - institutional frameworks and administrative structures, eligibility determination, benefits and conditions, governance mechanisms, and administrative costs on the basis of information gleaned during in-depth country engagements that have extended a decade or more (Albania, Armenia, Bulgaria, the Kyrgyz Republic, Lithuania, and Romania) and other detailed work available from newer or more specific engagements (Croatia, the Russian Federation, Serbia, Ukraine, and Uzbekistan). The report is organized as follows: chapter one gives introduction. Chapter two provides an overview of the role of LRIS in the wider social assistance policies of Eastern Europe and Central Asia. Chapter three looks into the institutional and financing arrangements of the LRIS programs in the case study countries. Chapter four covers one of the two most charged issues in narrowly targeted LRIS programs - how eligibility is determined. Chapter five takes up the other charged issue in these programs - the benefit formula and how labor disincentives can be held in check with the guaranteed minimum income design. Chapter six focuses on two key elements of control and accountability systems in LRIS programs - modern management information systems and strategies to reduce error, fraud, and corruption. Chapter seven examines the administrative costs of the LRIS programs in the case study countries. Chapter eight highlights and summarizes the lessons.
Old-age income support in the 21st century : an international perspective on pension systems and reform
The past decade has brought an increasing recognition to the importance of pension systems to the economic stability of nations and the security of their aging populations. During this time, the World Bank has taken a leading role in addressing this challenge through its support for pension reforms around the world. Old-Age Income Support in the 21st Century attempts to explain current policy thinking and update the World Bank’s perspective on pension reform. The Bank has been involved in pension reforms in nearly 60 countries, and the demand for its support continues to grow. This book incorporates lessons learned from recent Bank experiences and research that have significantly increased knowledge and insight regarding how best to proceed in the future. The book has a comprehensive introduction and two main parts. Part I presents the conceptual underpinnings for the Bank’s thinking on pension systems and reforms, including structure of Bank lending in this area. Part II highlights key design and implementation issues where it signals areas of confidence and areas for further research and experience, and includes a section on regional reform experiences, including Latin American and Europe and Central Asia. This book will be of interest to Bank clients, the international community, and anyone interested in pension systems and reform.
Organized screening programmes for breast and cervical cancer in 17 EU countries: trajectories of attendance rates
Background The aim was to analyse participation trajectories in organised breast and cervical cancer screening programmes and the association between socioeconomic variables and participation. Methods A pooled, cross-sectional, time series analysis was used to evaluate secondary data from 17 European countries in 2004–2014. Results The results show that the mammographic screening trend decreases after an initial increase (coefficient for the linear term = 0.40; p  = 0.210; 95% CI = − 0.25, 1.06; coefficient for the quadratic term = − 0.07; p  = 0.027; 95% CI = − 0.14, − 0.01), while the cervical screening trend is essentially stable (coefficient for the linear term = 0.39, p  = 0.312, 95% CI = − 0.42, 1.20; coefficient for the quadratic term = 0.02, p  = 0.689, 95% CI = − 0.07, 0.10). There is a significant difference among the country-specific slopes for breast and cervical cancer screening (SD = 16.7, p  < 0.001; SD = 14.4, p  < 0.001, respectively). No association is found between participation rate and educational level, income, type of employment, unemployment and preventive expenditure. However, participation in cervical cancer screening is significantly associated with a higher proportion of younger women (≤ 49 years) and a higher Gini index (that is, higher income inequality). Conclusions In conclusion three messages: organized cancer screening programmes may reduce the socioeconomic inequalities in younger people’s use of preventive services over time; socioeconomic variables are not related to participation rates; these rates do not reach a level of stability in several countries. Therefore, without effective recruitment strategies and tailored organizations, screening participation may not achieve additional gains.
The Left and universal basic income: the role of ideology in individual support
Few studies to date have analysed individual support for universal basic income (UBI). This article theorizes and explores empirically the relationship between different strands of left ideology and support for UBI across European countries. We delineate three types of concerns about capitalism: “Labourist Left” worry about exploitation ; “Libertarian Left” about repression and “Social Investment Left” about inefficiencies . Contrary to expectations we derive from political theory and welfare state literature, our results based on data from the European Social Survey suggest that having high concerns about exploitation is positively correlated with support for UBI, whereas repression concerns are negatively correlated with support. In line with our hypothesis about social investment ideology, left-leaning individuals with efficiency concerns are more likely to support UBI. Our findings call for more detailed surveys as well as further research on the different ideologies within the Left and how these relate to variation in support for UBI, which crucially shapes the potential political coalition behind the introduction of UBI.
Politics of Universal and Unconditional Cash Transfer: Examining Attitudes Toward Universal Basic Income
Universal Basic Income (UBI) is a periodic cash payment to all residents in a jurisdiction, without obligation. Universalism and unconditionality distinguish UBI from other redistributive policies that require means testing and certain behaviors to gain and maintain eligibility. Despite an increased interest in UBI, it is poorly understood how these two critical features – universalism and unconditionality – influence public attitudes toward UBI. This paper explores results of the eighth round of the European Social Survey and finds that people who support unconditionality are more likely to support UBI, as expected. But support for UBI is also significantly associated with a desire to help the poor rather than provide universal cash transfers to all individuals.
Increased Trust in the Finnish UBI Experiment – Is the Secret Universalism or Less Bureaucracy?
Bureaucratic selectivity mechanisms are the true colours of welfare states, stigmatising benefit recipients while hampering their trust in institutions and society at large. Universal policies such as the Universal Basic Income (UBI) could protect recipients’ trust by circumventing selectivity paraphernalia. By analysing regressions on the Finnish UBI experiment’s survey data, we assess the links from policy selectivity to trust in the benefit-providing institution and generalised trust through the pathway of reduced bureaucratic experience. More specifically, we analyse whether receipt of UBI leads to greater trust directly or while accompanied by an actual or perceived reduction in bureaucracy. According to our results, UBI is accompanied by greater trust, while selectivity does not necessarily lead to less trust or perception of less bureaucracy. However, in our analysis, policy selectivity did not directly correlate to recipients’ reported bureaucratic experiences, and their relationship with trust proved tricky: selectivity did not risk recipients’ trust in the policy-implementing institution, but generalised trust in other people was lowered. Thus, selective benefit recipients might be prone to self-inflicted stigma, hampering their trust in other people, regardless of actual bureaucratic experiences or trust in the welfare system.
Attitudes Toward Universal Basic Income and Welfare State in Europe: A Research Note
This research note examines the relationship between public attitudes toward universal basic income (UBI) and country-level socio-economic conditions in 21 European Countries. Despite abundant theoretical and empirical research on UBI, a comparative analysis of public appetite for UBI has been unavailable due to data limitations. This research note takes advantage of the 2016 European Social Survey to explore the connection between public support for UBI and levels of social protection and economic insecurity.
