Governing New Guinea : an oral history of Papuan administrators, 1950-1990
This is the first time that indigenous Papuan administrators share with an international public their experiences governing their country. These administrators were the brokers of development. After graduating from the School for Indigenous Administrators (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, and for many curtailed their professional careers. These administrators' having been in active service until their retirement in the early 1990s allows for a complete recounting of political and administrative transformations under the Indonesian governance of Irian Jaya/Papua. This book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationships with superiors and colleagues, the murder of a Dutch administrator, their translation of 'development' to the Papuan people, the organization of their first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organization. Leontine Visser is Professor of Development Anthropology at Wageningen University. Her research focuses on governance and natural resources management in eastern Indonesia.

Landscapes of relations and belonging
Wogeo Island is well-known to anthropologists of Papua New Guinea through the work of Ian Hogbin. Based on substantial fieldwork, the author builds on and expands previous research by showing how Wogeos establish and maintain social relationships and identities connected to place and movement in the physical landscape. This innovative study demonstrates how Wogeo worldviews and social organization can be described in relation to terms of movements, flows and placements in the landscape while, in turn, the landscape is constituted and made meaningful through people’s activities and buildings. The author not only addresses some of the key issues in contemporary anthropology concerning place, gender, kinship, knowledge and power but also fills an important gap in Melanesian ethnography.
Anomie and Violence
Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

Defining Citizenship for a New Nation
A key part of any process of decolonisation is the need for the emerging nation to determine the rules for citizenship. In Papua New Guinea, what it meant to be a citizen was the first topic that the Constitutional Planning Committee considered when it set about its task to develop a 'home grown' constitution in late 1972. The process by which it first comprehended this matter and then involved thousands of Papua New Guineans in their villages, missions and schools in a territory-wide exercise in consultation forms the subject of this paper. The records of the discussions that took place between February and April of 1973 reveal much of how the criteria for membership of the national enterprise came to be established. This case study of defining citizenship in PNG demonstrates the intensive consultation of the local peoples on key issues in nation-building and reveals the high degree of Indigenous agency in the decolonisation process.
dynamics of contemporary local-government policies and economic development in West Papua
There have been enormous political, economic, and social changes in West Papua. Every governor of West Papua has designed programmes to boost economic development and reduce poverty. The influx of migrant workers under the ‘transmigration programme’ into West Papua has limited the job opportunities for indigenous people in the labour market. This article concludes that the local government's strategies failed to deliver suitable development programmes to the local people, which resulted in increased poverty, the continuing poor development of the education system, and the deterioration of the population's health condition, with a rise in the number of Papuans infected with HIV and AIDS.
Fenced In: Intimacy and Mobility in Highlands Papua New Guinea
This paper is organised around the analysis of an 'event'; a truck trip from Kwima, a Maring speaking settlement in the Western Highlands of Papua New Guinea, to Banz in the Wahgi Valley and an evening spent on the road. The event forms a standpoint from which to assess the impact of the decline of civic space, and faltering legacy of colonial governmentality, in the Jimi since 1980.I describe the emergence of new forms of mobility based around the nexus between local forms of business and trucks. In particular I focus on new and anxious forms of masculine inside relationships, understood as a transformation of a habitus of intimacy, round which such mobility is built. I argue that this transformation should be understood in terms of the dialectical relationship between business as an expansive profit oriented project on the one hand, and its anchoring in clan defined space on the other. At the same time the event provides a vantage point to reflect on the nature of long-term fieldwork, the methodological significance of the subjectivity of the ethnographer, and the nature of ethnographic error.
Transactions and creations
In the early 21st century, intellectual and cultural resources emerge on all sides as candidates for ownership claims. Members of an anthropological research team investigating emergent conomic relations in a part of the world renowned for its innovative approach to resources and transactions, wish to open up the vocabulary. In this unique volume, they bring an unexpected comparative perspective to global debates on intellectual and cultural property rights (IPR and CPR). The contributors bring from Melanesia their collective experience of people initiating, limiting and rationalizing claims through transactions in ways that challenge many of the assumptions behind the international language. In a bold theoretical move, “property” is put alongside two other terms: “transactions” and “creations.” The former have a place in the anthropological tradition that now needs to be brought into the foreground. In turn, increasing interest in protecting intellectual and cultural resources means that questions about creativity have suddenly become pertinent to what is or is not being transacted. Yet is creativity a special preoccupation of modernity? How are we to talk about people’s creative practices, when innovation becomes the basis for ownership claims? This book is full of surprises!
