Complexity and Information Systems Research in the Emerging Digital World
Complexity is all around us in this increasingly digital world. Global digital infrastructure, social media, Internet of Things, robotic process automation, digital business platforms, algorithmic decision making, and other digitally enabled networks and ecosystems fuel complexity by fostering hyper-connections and mutual dependencies among human actors, technical artifacts, processes, organizations, and institutions. Complexity affects human agencies and experiences in all dimensions. Individuals and organizations turn to digitally enabled solutions to cope with the wicked problems arising out of digitalization. In the digital world, complexity and digital solutions present new opportunities and challenges for information systems (IS) research. The purpose of this special issue is to foster the development of new IS theories on the causes, dynamics, and consequences of complexity in increasing digital sociotechnical systems. In this essay, we discuss the key theories and methods of complexity science, and illustrate emerging new IS research challenges and opportunities in complex sociotechnical systems. We also provide an overview of the five articles included in the special issue. These articles illustrate how IS researchers build on theories and methods from complexity science to study wicked problems in the emerging digital world. They also illustrate how IS researchers leverage the uniqueness of the IS context to generate new insights to contribute back to complexity science.

How Can Lower-Income Countries Collect More Taxes? The Role of Technology, Tax Agents, and Politics
Increasing tax revenues is a major policy goal in many low- and lower-middle-income countries. While economic growth is an important determinant of taxation, available evidence indicates that it does not automatically increase taxation. Rather, countries must make targeted investments in their tax capacity. In this paper, we examine the rapidly growing body of evidence on different interventions to improve tax capacity and increase tax revenues in lower income countries, with a focus on two key inputs: information technology and tax officials. We examine the role and limitations of digitization for identifying taxable entities, verifying tax liabilities, and ensuring collection of tax owed. We also consider how the deployment and incentives of tax officials shape their performance, and the interplay between them and technology tools. Lastly, we emphasize the importance of political incentives and consider the conditions under which governments choose to invest in tax capacity and expand tax collection.
Business technology organization : managing DIGITAL information technology for value creation - the SIGMA approach
In this book the author aims to describe the path from Information Technology to Information Management and Information Governance. This path allows organizations to identify IT Business Value and take advantage of it. The book synthesizes the main approaches that have emerged in recent years, compares these approaches along multiple variables, and finally proposes an advanced and new approach to Information Governance, based on the concept of Organizational Absorptive Capacity. Futhermore, the book presents a new approach to Information Management: the SIGMA (Strategic Information Governance Modelling and Assessment) approach. The new approach is centered on information as a key factor allowing integration between IT applications, organizational capabilities and business strategy. In particular, the Absorptive Capacity concept is presented and discussed: this concept represents the ability of an organization to maintain and absorb the potential of information and IT investments. After having presented and discussed the model, the author provides a brief presentation of how the SIGMA approach should be applied in companies. The book adopts a scientific approach to ensure methodological rigour; however, it is also concrete and describes problems from the viewpoints of managers, adopting a clear and easy-to-understand language in order to capture the interest of top managers and graduate students.
Technology readiness: a meta-analysis of conceptualizations of the construct and its impact on technology usage
The technology readiness (TR) index aims to better understand people’s propensity to embrace and use cutting-edge technologies. The initial TR construct considers four dimensions—innovativeness, optimism, insecurity, and discomfort—that collectively explain technology usage. The present meta-analysis advances understanding of TR by reexamining its dimensionality, and investigating mediating mechanisms and moderating influences in the TR–technology usage relationship. Using data from 193 independent samples extracted from 163 articles reported by 69,263 individuals, we find that TR is best conceptualized as a two-dimensional construct differentiating between motivators (innovativeness, optimism) and inhibitors (insecurity, discomfort). We observe strong indirect effects of these dimensions on technology usage through mediators proposed by the quality–value–satisfaction chain and technology acceptance model. The results suggest stronger relationships for motivators than for inhibitors, but also that these TR dimensions exert influence through different mediators. Further, the moderator results suggest that the strength of TR–technology usage relationships depends on the technology type (hedonic/utilitarian), examined firm characteristics (voluntary/mandatory use; firm support), and country context (gross domestic product; human development). Finally, customer age, education, and experience are related to TR. These findings enhance managers’ understanding of how TR influences technology usage.

Building organizational resilience with digital transformation
Purpose Uncertain times [e.g. coronavirus disease 2019 (COVID-19)] require service businesses to respond in creative, flexible and resilient ways. This paper aims to develop and test the theoretical relationship between digital transformation and organizational resilience (OR), and the consequences of OR on organizations and employees during turbulent times.Design/methodology/approach A scale development was first conducted with an expert panel. Later, 474 participants who work as employees in small and medium-sized service enterprises were recruited for structural equation modeling (SEM). Exploratory factor analysis (EFA), confirmatory factor analysis (CFA) and path analysis were conducted to test the relationship between dimensions of digital maturity, dimensions of OR and two consequential variables: organizational performance and employees’ state optimism.Findings Strategic technology investment helps organizations to develop systematic control sustain operations in crises but may not directly contribute to employees’ capabilities of accurately understanding external turmoil, actively seeking available resources and rapidly developing adaptive solutions. Transformation management intensity equips an organization with transformative vision, governance and culture, and such transformative built-in leadership enables the organization to embrace employees with talents and innovativeness and help employees grow their capabilities when facing crises. The dimensions of OR have different influences on the organization and employees.Originality/value This research develops and tests the dimensions and measurement items of OR for the services domain and empirically tested how the dimensions of digital maturity influence the dimensions of OR, and how OR influences the organization’s performance and employees’ state optimism.
