A Semi-Systematic Global Review to Understand the Key Components Essential for Advancing the Actual Design, Planning, and Implementation of Blue–Green Infrastructure in Indian Cities
Cities in developing nations such as India have undergone unregulated growth and uneven urbanization, fostering economic expansion while exacerbating spatial, social, and economic inequalities. This urbanization has significantly degraded water bodies and green spaces, affecting human health and well-being. Blue–green infrastructure (BGI) has emerged as a promising solution for addressing environmental challenges, stormwater management, social well-being, and urban heat mitigation. However, developing countries such as India lack adequate knowledge of their design, planning, and implementation under specific local conditions. This study employs a semi-systematic literature review to identify essential components for BGI implementation in developing nations, with contextual references to India. Among the 797 studies reviewed in total, with 42 studies selected for the final review, only 26% focused on developing countries such as China, with none specifically addressing India. Furthermore, this review discusses global city and country cases across the Global South and Global North to obtain pertinent information from empirical applications worldwide. In total, 32 country cases are analyzed globally, comprising an even larger number of city cases. This review has derived eight thematic areas critical for BGI implementation: spatial configuration, plans and policies, best practices, BGI features and components, stakeholder perceptions, barriers to adoption, local government capacity, and scientific research. Each thematic area is analyzed in relation to stormwater management functions. This study emphasizes that these areas can guide urban planners and researchers in designing effective BGI strategies tailored to specific contexts. By bridging the knowledge gap in India’s development journey, this research underscores the importance of integrating BGI into urban planning to achieve the Sustainable Development Goals and address the adverse effects of rapid urbanization.
Network design for line-based autonomous bus services
The maturing of autonomous driving technology in recent years has led to several pilot projects and the initial integration of autonomous pods and buses into the public transport (PT) system. An emerging field of interest is the design of public transport networks operating autonomous buses and the potential to attract higher levels of travel demand. In this work a multi-objective optimization and multi-agent simulation framework is developed to study potential changes in the network design and frequency settings compared to conventional PT systems when autonomous vehicles (AV) systems are deployed on fixed-route networks. During the optimization process multiple deployment scenarios (network configurations and service frequency) are evaluated and optimized considering the operator cost, user cost and infrastructure preparation costs of the system. User-focused network design and operator-focused network design are studied for a real-world urban area in Sweden. The results provide insights into the network design and level of service implications brought about by the deployment of autonomous bus (AB) when those are integrated in route-based PT systems. We show that the deployment of autonomous buses result with a network design that increases service ridership. In the context of our case study this increase is likely to primarily substitute walking.
Dynamic Vulnerability Analysis of Public Transport Networks: Mitigation Effects of Real-Time Information
In this paper, a dynamic and stochastic notion of public transport network vulnerability is developed. While previous studies have considered only the network topology, the granular nature of services requires a more refined model for supply and demand interactions in order to evaluate the impacts of disruptions. We extend the measures of betweenness centrality (often used to identify potentially important links) and link importance to a dynamic-stochastic setting from the perspectives of both operators and passengers. We also formalize the value of real-time information (RTI) provision for reducing disruption impacts. The developed measures are applied in a case study for the high-frequency public transport network of Stockholm, Sweden. The importance ranking of the links varies depending on the RTI provision scheme. The results suggest that betweenness centrality (passenger/vehicle flows) may not be a good indicator of link importance. The results of the case study reveal that while service disruptions have negative effects and RTI may have significant positive influence, counter examples also exist due to secondary spillover effects.
Offshore Wind Farm Supply Chains and Regional Development: The Role of Ports in Economic and Logistical Growth in the Central Baltic Region
The development of offshore wind energy has emerged as a key driver of economic growth and energy transition in Europe, with the Baltic Sea region playing a crucial role in this transformation. This paper examines the impact of offshore wind farm (OWF) supply chains on regional economic development, focusing on the strategic role of ports in facilitating these operations. Particular emphasis is placed on Port Ustka, which has been identified as a potential logistics and service hub for offshore wind projects in Poland’s Exclusive Economic Zone. The study explores the integration of local ports into offshore wind supply chains and their contribution to industrial development, job creation, and infrastructure modernization. Through an analysis of infrastructure parameters, logistical capabilities, and economic impacts, the paper assesses the feasibility of Port Ustka as a service base for major offshore wind projects, such as Baltica 2 and 3. The findings highlight the importance of port infrastructure investments, supply chain optimization, and policy support in maximizing the economic benefits of offshore wind development. By evaluating the challenges and opportunities associated with offshore wind logistics, this paper provides strategic insights for policymakers, investors, and industry stakeholders. The research underscores the necessity of modernizing port facilities, improving transport connections, and fostering local supply chain participation to enhance the efficiency and sustainability of offshore wind operations in the Central Baltic Region.
Diverging Ambitions and Instruments for Citizen Participation across Different Stages in Green Infrastructure Projects
Both theory and practice increasingly argue that creating green infrastructure in order to make cities climate-proof requires joint public service delivery across the green infrastructure’s lifecycle. Accordingly, citizen participation in each green infrastructure project stage is required, but the type of participation may differ. So far, limited research has been conducted to detangle how participation in green infrastructure projects is operationalised along the different project stages. This article, therefore, presents a comparative case study of nine European green infrastructure projects, in which we aim to determine: (1) how participatory ambitions may differ across green infrastructure project phases; and (2) which instruments are used to realise the participatory ambitions for each phase and whether these instruments differ across stages. The cases demonstrate different participation ambitions and means in the three project phases distinguished in this article (i.e., design, delivery, and maintenance). The design and maintenance stages resulted in high participation ambitions using organisational instruments (e.g., living labs, partnerships with community groups) and market-based instruments (e.g., open calls). In the delivery phase, participation ambitions decreased significantly in our cases, relying on legal instruments (e.g., statutory consultation) and communicative instruments (e.g., community events). Altogether, our exploratory study helps to define participation across the green infrastructure lifecycle: Early stages focus on creating shared commitment that legitimises the green infrastructure, while later stages are also driven by instrumental motives (lowering management costs). Although theory argues for profound participation in the delivery stage as well, our cases show the contrary. Future research can assess this discrepancy.
Comprehensive risk assessment of groundwater drawdown induced subsidence
We present a method for risk assessment of groundwater drawdown induced land subsidence when planning for sub-surface infrastructure. Since groundwater drawdown and related subsidence can occur at large distances from the points of inflow, the large spatial extent often implies heterogeneous geological conditions that cannot be described in complete detail. This calls for estimation of uncertainties in all components of the cause-effect chain with probabilistic methods. In this study, we couple four probabilistic methods into a comprehensive model for economic risk quantification: a geostatistical soil-stratification model, an inverse calibrated groundwater model, an elasto-plastic subsidence model, and a model describing the resulting damages and costs on individual buildings and constructions. Groundwater head measurements, hydraulic tests, statistical analyses of stratification and soil properties and an inventory of buildings are inputs to the models. In the coupled method, different design alternatives for risk reduction measures are evaluated. Integration of probabilities and damage costs result in an economic risk estimate for each alternative. Compared with the risk for a reference alternative, the best prior alternative is identified as the alternative with the highest expected net benefit. The results include spatial probabilistic risk estimates for each alternative where areas with significant risk are distinguished from low-risk areas. The efficiency and usefulness of this modelling approach as a tool for communication to stakeholders, decision support for prioritization of risk reducing measures, and identification of the need for further investigations and monitoring are demonstrated with a case study of a planned railway tunnel in Varberg, Sweden.
Coping with COVID-19: the role of hospital care structures and capacity expansion in five countries
This contribution examines the responses of five health systems in the first wave of the COVID-19 pandemic: Denmark, Germany, Israel, Spain and Sweden. The aim is to understand to what extent this crisis response of these countries was resilient. The study focuses on hospital care structures, considering both existing capacity before the pandemic and the management and expansion of capacity during the crisis. Evaluation criteria include flexibility in the use of existing resources and response planning, as well as the ability to create surge capacity. Data were collected from country experts using a structured questionnaire. Main findings are that not only the total number but also the availability of hospital beds is critical to resilience, as is the ability to mobilise (highly) qualified personnel. Indispensable for rapid capacity adjustment is the availability of data. Countries with more centralised hospital care structures, more sophisticated concepts for providing specialised services and stronger integration of the inpatient and outpatient sectors have clear structural advantages. A solid digital infrastructure is also conducive. Finally, a centralised governance structure is crucial for flexibility and adaptability. In decentralised systems, robust mechanisms to coordinate across levels are important to strengthen health care system resilience in pandemic situations and beyond.
Seeing Streetscapes as Social Infrastructure: A Paradigmatic Case Study of Hornsbergs Strand, Stockholm
Urban streets are an integral part of the public realm. Streets are commonly planned following normative design principles focused on the connectivity of road networks and urban morphology. Beyond their function as mobility infrastructure, streetscapes’ aesthetic, social, and cultural qualities also have an important impact on the experience of the overall urban environment and human well-being. This study explores how urban design and planning can facilitate the design, management, and use of streetscapes that consider their role as social infrastructure. A paradigmatic case study of Hornsbergs Strand in the City of Stockholm is performed, incorporating spatial and temporal aspects. The case study area is chosen because it is both an attractive and “overcrowded” public space frequently discussed in the Swedish media. Data sources for the study include reviews of public documents such as Stockholm’s city planning strategies, local media reports, a report from a resident workgroup, as well as walk-through observations and semi-structured expert interviews. The results highlight the potential of urban design strategies to develop streetscapes as social infrastructure through both permanent design measures and temporary design interventions. The tendency of the change in people’s perception and attitude toward the place over time illustrates that design interventions are a continual process. The implications for public policy, urban development and investment in social infrastructure employing place strategies and design interventions are discussed.
Potential Benefits and Constraints of Development of Critical Raw Materials’ Production in the EU: Analysis of Selected Case Studies
Major benefits and constraints related to mineral extraction within the EU have been identified on the examples of selected critical raw materials’ deposits. Analyzed case studies include the following ore deposits: Myszków Mo-W-Cu (Poland), Juomasuo Au-Co (Finland), S. Pedro das Águias W-Sn (Portugal), Penouta Nb-Ta-Sn (Spain), Norra Kärr REEs (Sweden) and Trælen graphite (Norway). They represent different stages of development, from the early/grassroot exploration stage, through advanced exploration and active mining, up to reopening of abandoned mines, and refer to different problems and constraints related to the possibility of exploitation commencement. The multi-criteria analysis of the cases has included geological and economic factors as well as environmental, land use, social acceptance and infrastructure factors. These factors, in terms of cost and benefit analysis, have been considered at three levels: local, country and EU levels. The analyzed cases indicated the major obstacles that occur in different stages of deposit development and need to be overcome in order to enable a new deposit exploitation commencement. These are environmental (Juomasuo and Myszków), spatial (Juomasuo) as well as social constraints (Norra Kärr, Juomasuo). In the analyzed cases, the most important constraints related to future deposit extraction occur primarily at a local level, while some important benefits are identified mainly at the country and the EU levels. These major benefits are related to securing long-term supplies for the national industries and strategically important EU industry sectors.
