How Political Ties and Green Innovation Co-evolve in China: Alignment with Institutional Development and Environmental Pollution
Building on the co-evolutionary perspective, this study investigates the reciprocal and co-evolving relationship between political ties and green innovation in the presence of institutional and environmental changes. Using panel data for Chinese listed private firms for a sample period that runs from 2013 through 2016, our findings indicate that political ties have an overall positive impact on green innovation. Moreover, political ties and green innovation mutually reinforce each other in less developed regions or heavily polluted areas; however, green innovation discourages the formation of political ties in regions with high levels of institutional development or less environmental pollution. These findings provide novel insights into the co-evolution of and co-alignment between political strategy, green innovation, institutions, and environments in emerging economies.
Environmental Strategy, Institutional Force, and Innovation Capability: A Managerial Cognition Perspective
Despite the rising interest in environmental strategies, few studies have examined how managerial cognition of such strategies influences actual innovation capability development. Taking a managerial cognition perspective, this study investigates how managers' perceptions of institutional pressures relate to their focus on proactive environmental strategy, which in turn affects firms' realized innovation capability. The findings from a primary survey and three secondary datasets of publicly listed companies in China reveal that managers' perceived business and social pressures are positively associated with their focus on proactive environmental strategy, which consequently fosters innovation capability development. Moreover, state ownership and government administrative control weaken the impact of managerial focus on proactive environmental strategy on innovation capability. These findings have important implications for how managerial cognition supports environmental strategy and organizational capability building under the influence of institutional pressures and government intervention.
Institutional dual identity in research capacity building in IBCs: the case of NYU Shanghai
International higher education branch campuses (IBCs) in China and elsewhere possess dual identity. There are stakeholders on both the home and host sides. While international branch campuses receive scholarly attention, there has been little study of their research and the role of institutional dual identity in research capacity building. This paper develops a conceptual framework that brings the conditions, practices, and outcomes of research together with dual institutional identity, to study research capacity building at NYU Shanghai. Data from 16 semi-structured interviews with academics, administrators, and university leaders indicate that institutional dual identity is central to what the institution has achieved in building research, influencing every aspect of the process. NYU Shanghai’s American identity has shaped academic practices and workloads, and NYU’s multi-site structure provides significant networks and resources, yet the institution has also adapted to its Chinese identity and local stakeholders. Dual identity has generated policy conflicts and logistical hurdles yet has also opened institutional and academic opportunities unavailable to other US institutions. While every IBC is embedded in a complex and partly unique context, this study suggests a reflexive understanding of research capacity building in such settings, and contributes to empirical knowledge of cross-border institutions, especially in China.
Exporting and innovating among emerging market firms
Building on the recombinatory view of innovation and an institutional perspective, this study investigated how the level of institutional development in a firm’s home region and the institutional distance between the home and export markets might influence the effectiveness of learning through exporting. For exporters in emerging economies, more support for R&D and better-developed market intermediaries at home were found to enhance the positive effect of exporting on firms’ innovation, while market openness in the home region tends to dampen it. Exporters exporting more to other emerging economies tend to be more innovative than those exporting more to advanced markets. These findings arise from an empirical study of exporting and innovation among Chinese manufacturers.
International State Building and Civilian Preferences: Experimental Evidence from Liberia
While often described as a unified process imposed by external actors on weak, conflict-ridden countries, international state building increasingly comprises a variety of actors involved in different ways in (re)building a diverse set of institutions. Civilian preferences are often excluded from this fragmented environment. We identify and explicate three dimensions along which postconflict state building meaningfully varies: the actor involved, the type of institution targeted, and the form of involvement. We then examine how variation along each dimension impacts civilians’ state-building preferences with two rounds of original survey experiments fielded in Liberia. We find that Liberians largely prefer state-building processes overseen by a subset of international actors; that they prefer state building focused on security-oriented institutions over non-security-oriented institutions; and that different forms of involvement in the process meaningfully influence their preferences. We also find that these preferences depend on civilians’ characteristics. Ultimately, we provide an initial, conceptual mapping of the diversified landscape of international state building, as well as an empirical “unpacking” of the conditions that may shape civilians’ preferences toward the process.
China’s Rapidly Aging Population Creates Policy Challenges In Shaping A Viable Long-Term Care System
In China, formal long-term care services for the large aging population have increased to meet escalating demands as demographic shifts and socioeconomic changes have eroded traditional elder care. We analyze China's evolving long-term care landscape and trace major government policies and private-sector initiatives shaping it. Although home and community-based services remain spotty, institutional care is booming with little regulatory oversight. Chinese policy makers face mounting challenges overseeing the rapidly growing residential care sector, given the tension arising from policy inducements to further institutional growth, a weak regulatory framework, and the lack of enforcement capacity. We recommend addressing the following pressing policy issues: building a balanced system of services and avoiding an \"institutional bias\" that promotes rapid growth of elder care institutions over home or community-based care; strengthening regulatory oversight and quality assurance with information systems; and prioritizing education and training initiatives to grow a professionalized long-term care workforce. State governance and technological innovation in emerging economies
Can state governance spur firm innovation in an emerging economy and transform state-owned enterprises (SOEs) from “dying dinosaurs” to “dynamic dynamos”? We seek an answer to this question by investigating the innovative performance of restructured SOEs in China’s high-speed train sector. We expect that SOE restructuration will improve firm innovation, but that the degree of improvement will depend on how the state conducts firm governance. Building on institutional theory, we distinguish state governance via equity ownership and administrative affiliation in an emerging economy with market-hierarchy institutional conflicts. Under such conflicts, restructured SOEs experience institutional logic dissonance, which hinders organizational change for technological innovation. We hypothesize that state ownership exacerbates institutional logic dissonance at a restructured SOE, thus limiting innovation improvement from restructuration; in contrast, state affiliation mitigates firm dissonance and hence augments such improvement. We find empirical evidence for these hypotheses in a comprehensive panel of high-speed train manufacturers in China between 1989 and 2015. This study contributes to the institution-based theory of technological innovation in emerging economies. On the practical front, our findings suggest that emerging states may adopt arms-length governance to spur SOE innovation and unleash these dynamic dynamos to fuel sustainable economic growth.
Blood is Thicker Than Water: Elite Kinship Networks and State Building in Imperial China
A long tradition in social sciences scholarship has established that kinship-based institutions undermine state building. I argue that kinship networks, when geographically dispersed, cross-cut local cleavages and align the incentives of self-interested elites in favor of building a strong state, which generates scale economies in providing protection and justice throughout a large territory. I evaluate this argument by examining elite preferences related to a state-building reform in eleventh century China. I map politicians’ kinship networks using their tomb epitaphs and collect data on their political allegiances from archival materials. A statistical analysis demonstrates that a politician’s support for state building increases with the geographic size of his kinship network, controlling for a number of individual, family, and regional characteristics. My findings highlight the importance of elite social structure in facilitating state development and help to advance our understanding of state building in China—a useful, yet understudied, counterpoint to the Eurocentric literature.
