The Canadianization Movement

InThe Canadianization Movement, Jeffrey Cormier examines the 'Canadianization' of the Canadian intellectual and cultural communities from the 1960s to the 1980s. The author documents the efforts of cultural nationalists as they struggled to build a strong, vibrant Canadian cultural community.
Cormier asks four questions to guide his analysis. First, why did the Canadianization movement emerge when it did? Second, how did the movement transform itself for long-term survival? Third, what kinds of mobilizing structures did the movement make use of, and what influence did these structures have on the movement's activities? And finally, how did the movement maintain itself in times when the political and media climate was unsupportive?
Using data collected from archival sources as well as twenty-two in-depth interviews with participants, Cormier documents the actions that organizational intellectuals took in pushing for social and cultural change, an aspect of social movements literature that, until now, has largely been only theorized about.

For the Encouragement of Learning addresses the contested history of copyright law in Canada, where the economic and reputational interests of authors and the commercial interests of publishers often conflict with the public interest in access to knowledge. It chronicles Canada’s earliest copyright law to explain how pre-Confederation policy-makers understood copyright’s normative purpose.
Using government and private archives and copyright registration records, Myra Tawfik demonstrates that the nineteenth-century originators of copyright law intended to promote the advancement of learning in schools by encouraging the mass production of educational material. The book reveals that copyright laws were integral features of British North American education policy and highlights the important roles played by teachers, education reformers, and politicians in the emergence and development of the laws. It also explains how policy-makers began to consider the relationship between copyright and cultural identity formation once British interference into domestic copyright affairs increased, and as Canadian Confederation neared. Using methodologies at the intersection of legal history and book history, For the Encouragement of Learning embeds the copyright legal framework within the history of Canada’s book and print culture.

German Jewish Émigrés and US Invention

Historical accounts suggest that Jewish émigrés from Nazi Germany revolutionized US science. To analyze the émigrés' effects on chemical innovation in the United States, we compare changes in patenting by US inventors in research fields of émigrés with fields of other German chemists. Patenting by US inventors increased by 31 percent in émigré fields. Regressions which instrument for émigré fields with pre-1933 fields of dismissed German chemists confirm a substantial increase in US invention. Inventor-level data indicate that émigrés encouraged innovation by attracting new researchers to their fields, rather than by increasing the productivity of incumbent inventors.

Compulsory Licensing: Evidence from the Trading with the Enemy Act

Compulsory licensing allows firms in developing countries to produce foreign-owned inventions without the consent of foreign patent owners. This paper uses an exogenous event of compulsory licensing after World War I under the Trading with the Enemy Act to examine the effects of compulsory licensing on domestic invention. Difference-indifferences analyses of nearly 130,000 chemical inventions suggest that compulsory licensing increased domestic invention by 20 percent.

We build on the analysis in Akcigit, Grigsby, and Nicholas (2017) by using US patent and census data to examine the relationship between immigration and innovation. We construct a measure of foreign born expertise and show that technology areas where immigrant inventors were prevalent between 1880 and 1940 experienced more patenting and citations between 1940 and 2000. The contribution of immigrant inventors to US innovation was substantial. We also show that immigrant inventors were more productive than native born inventors; however, they received significantly lower levels of labor income. The immigrant inventor wage-gap cannot be explained by differentials in productivity.

We show that World War I and the subsequent boycott against Central scientists severely interrupted international scientific cooperation. After 1914, citations to recent research from abroad decreased and paper titles became less similar (evaluated by latent semantic analysis), suggesting a reduction in international knowledge flows. Reduced international scientific cooperation led to a decline in the production of basic science and its application in new technology. Specifically, we compare productivity changes for scientists who relied on frontier research from abroad, to changes for scientists who relied on frontier research from home. After 1914, scientists who relied on frontier research from abroad published fewer papers in top scientific journals, produced less Nobel Prize–nominated research, introduced fewer novel scientific words, and introduced fewer novel words that appeared in the text of subsequent patent grants. The productivity of scientists who relied on top 1% research declined twice as much as the productivity of scientists who relied on top 3% research. Furthermore, highly prolific scientists experienced the starkest absolute productivity declines. This suggests that access to the very best research is key for scientific and technological progress.
