The Evolution of International Security Studies
International Security Studies (ISS) has changed and diversified in many ways since 1945. This book provides the first intellectual history of the development of the subject in that period. It explains how ISS evolved from an initial concern with the strategic consequences of superpower rivalry and nuclear weapons, to its current diversity in which environmental, economic, human and other securities sit alongside military security, and in which approaches ranging from traditional Realist analysis to Feminism and Post-colonialism are in play. States, Citizens and the Privatisation of Security
Recent years have seen a growing role for private military contractors in national and international security. To understand the reasons for this, Elke Krahmann examines changing models of the state, the citizen and the soldier in the UK, the US and Germany. She focuses on both the national differences with regard to the outsourcing of military services to private companies and their specific consequences for the democratic control over the legitimate use of armed force. Tracing developments and debates from the late eighteenth century to the present, she explains the transition from the centralized warfare state of the Cold War era to the privatized and fragmented security governance, and the different national attitudes to the privatization of force.
Nuclear strategy in the modern era
The world is in a second nuclear age in which regional powers play an increasingly prominent role. These states have small nuclear arsenals, often face multiple active conflicts, and sometimes have weak institutions. How do these nuclear states-and potential future ones-manage their nuclear forces and influence international conflict? Examining the reasoning and deterrence consequences of regional power nuclear strategies, this book demonstrates that these strategies matter greatly to international stability and it provides new insights into conflict dynamics across important areas of the world such as the Middle East, East Asia, and South Asia. Vipin Narang identifies the diversity of regional power nuclear strategies and describes in detail the posture each regional power has adopted over time. Developing a theory for the sources of regional power nuclear strategies, he offers the first systematic explanation of why states choose the postures they do and under what conditions they might shift strategies. Narang then analyzes the effects of these choices on a state's ability to deter conflict. Using both quantitative and qualitative analysis, he shows that, contrary to a bedrock article of faith in the canon of nuclear deterrence, the acquisition of nuclear weapons does not produce a uniform deterrent effect against opponents. Rather, some postures deter conflict more successfully than others. Nuclear Strategy in the Modern Eraconsiders the range of nuclear choices made by regional powers and the critical challenges they pose to modern international security.
Why rivals intervene : international security and civil conflict
Rivals – states with acrimonious, militarized histories – often intervene on opposing sides of civil conflicts. These interventions are known to exacerbate and prolong civil wars, but scholars have yet to fully understand why states engage in them, given the significant costs and countervailing strategic interests. Why Rivals Intervene argues that rivals are driven by security considerations at the international level – specifically, the prospect of future confrontations with their rival – to intervene in civil conflicts. Drawing on a theory of rivalry which accounts for this strategic rationale, John Mitton explores three case studies: Indian and Pakistani intervention in Afghanistan, Israeli and Syrian intervention in Lebanon, and US and Soviet intervention in Angola. The book examines a range of evidence, including declassified memoranda, meeting transcripts, government reports, published interviews, memoirs of political leaders, and other evidence of the thought process, rationale, and justifications of relevant decision-makers. The book claims that the imperatives for intervention are consistent across time and space, as rivals are conditioned by a history of conflict to worry about future confrontations. As a result, Why Rivals Intervene illuminates an important driver of civil conflict, with implications for how such conflicts might be solved or mitigated in the future. At the same time, it offers new insight into the nature of long-standing, acrimonious international relationships.
The Security Governance of Regional Organizations
The Security Governance of Regional Organizations assesses the effectiveness of regional organizations as regional or global security providers, and examines how policy preferences, resources, capabilities, institutional mechanisms and economic and political cohesion link with collective action behaviour in four security policy functions. It investigates how regional organizations meet the new security threats or respond to strategic geopolitical changes and what adaptations they make in the process. Divided into three parts and using a common analytical framework, the book explains the changing security agenda in ten key regional organizations, each organizational chapter: identifies the nature of threats within the region examines the historical development and the degree of institutionalization assesses the level of governance explores the context of interaction investigates the compliance with the norms of the system of governance. This collection contributes to the ongoing reconceptualization of security and definition of security governance, and explores whether regional security governance processes are unique or similar and whether some organizational experiences can be seen as models for others to follow. It combines a coherent theoretical framework with strong comparative case studies, making it ideal reading for all students of security studies.
Demilitarization in the Contemporary World
Contemporary world history has highlighted militarization in many ways, from the global Cold War and numerous regional conflicts to the general assumption that nationhood implies a significant and growing military. Yet the twentieth century also offers notable examples of large-scale demilitarization, both imposed and voluntary. Demilitarization in the Contemporary World fills a key gap in current historical understanding by examining demilitarization programs in Germany, Japan, Honduras, Guatemala, El Salvador, and Costa Rica. Contributors investigate factors such as military defeat, border security risks, economic pressures, and the development of strong peace cultures among citizenry. The Hegemonic Illusion? Traditional Strategic Studies In Context
At the heart of Buzan & Hansen's (2009) narrative is a conflict dynamic that pits traditional strategic studies, narrow and overly militarized but dominant, against a diverse set of challengers who aim to widen and deepen the field. Gradually, the challengers erode the hegemonic position of the traditionalists. This analysis reflects the assumptions, premises, and perceptions that Buzan & Hansen bring to this project as protagonists in the camp of the challengers. The present article offers a traditionalist response to this narrative, suggesting that the evolution of the field looks very different when viewed through the lens of traditional strategic studies.
Covert Regime Change
States seldom resort to war to overthrow their adversaries. They are more likely to attempt to covertly change the opposing regime, by assassinating a foreign leader, sponsoring a coup d'état, meddling in a democratic election, or secretly aiding foreign dissident groups. InCovert Regime Change, Lindsey A. O'Rourke shows us how states really act when trying to overthrow another state. She argues that conventional focus on overt cases misses the basic causes of regime change. O'Rourke provides substantive evidence of types of security interests that drive states to intervene. Offensive operations aim to overthrow a current military rival or break up a rival alliance. Preventive operations seek to stop a state from taking certain actions, such as joining a rival alliance, that may make them a future security threat. Hegemonic operations try to maintain a hierarchical relationship between the intervening state and the target government. Despite the prevalence of covert attempts at regime change, most operations fail to remain covert and spark blowback in unanticipated ways. Covert Regime Changeassembles an original dataset of all American regime change operations during the Cold War. This fund of information shows the United States was ten times more likely to try covert rather than overt regime change during the Cold War. Her dataset allows O'Rourke to address three foundational questions: What motivates states to attempt foreign regime change? Why do states prefer to conduct these operations covertly rather than overtly? How successful are such missions in achieving their foreign policy goals?

Our response cuts across the special section as a whole, focusing on the following questions: What does it mean to take a critical stance towards the history of international security studies? Does micro-sociology provide the way forward? How do the main analytical distinctions laid out in The Evolution of International Security Studies work? And, what are the challenges and suggestions for a more thorough study of traditionalism?
An offensive realism approach to navigate the changing dynamics of summit-level dialogue between the AU and great powers
This paper examines the changing dynamics of summit-level dialogue between the African Union and the Great Powers, using offensive realism as a theoretical lens. A qualitative approach with an in-depth literature review was developed. The findings indicate that there is a power transition tendency in Africa towards a bipolar arrangement. Moreover, the findings show that the ongoing great power competition in Africa is motivated by a clash of national interests as they all feel that Africa will play an important role in their quest for global primacy. China's partnership success under the Forum on China-Africa Cooperation compels the United States to consider a foreign policy shift towards Africa, resulting in the US aid syndrome mentality towards Africa being recently replaced by improved trade and investment agreements. The competition, however, favoured Africa, as these great powers embraced the African Union's claim to join the G20 to avoid losing Africa in their race to global influence. However, some of the summits exposed several African countries to economic difficulties and debt traps because of their inadequate bargaining leverage with lenders, either individually or collectively. From this perspective, one could argue that the ongoing great powers summit under the auspices of the African Union may produce a zero-sum outcome unless the current weak bargaining power is improved, thereby posing a sovereignty threat to many debt-burdened African countries, as some lenders are merciless in dominating key economic sectors if debts are not repaid on time. Since the turn of the millennium, major world powers have sought Africa's votes to expand their global influence. To achieve their goals, major powers convened unilateral summits with African countries under the auspices of the African Union. However, Africa is becoming a geostrategic focus due to the fierce nature of competition. As a result, this study focuses on exploring the changing dynamics of summit-level dialogue between the AU and the Great Powers. In addition, it navigates the areas of rivalry between these great powers, as well as the dynamics of their power asymmetry. Finally, the main goal of this study is to provide a practical recommendation to strengthen the bargaining power of the African Union with major powers to ensure the comparative advantage of its constituents.
