Delegation and pooling in international organizations
We conceive authority of an international organization as latent in two independent dimensions: delegation by states to international agents and pooling in collective decision making bodies. We theorize that delegation and pooling are empirically as well as conceptually different. Delegation is an effort to deal with the transaction costs of cooperation which are greater in larger, broader, and correspondingly more complex organizations. Pooling reflects the tension between protecting or surrendering the national veto. This paper theorizes that delegation and pooling are constrained by two basic design features: a) the scope of an IO’s policy portfolio and b) the scale of its membership. We test these hypotheses with a new cross-sectional dataset that provides detailed and reliable information on IO decision making. Our major finding is that the design of international organizations is framed by stark and intelligible choices, but in surprising ways. Large membership organizations tend to have both more delegation and more pooling. The broader the policy scope of an IO, the more willing are its members to delegate, but the less willing they are to pool authority.
REAL OPTIONS THEORY IN STRATEGIC MANAGEMENT
Research summary: This article provides a review of real options theory (ROT) in strategic management research. We review the fundamentals of ROT and provide a taxonomy of this research. By synthesizing and critiquing research on real options, we identify a number of important challenges as well as opportunities for ROT if it is to enhance its impact on strategic management and potentially develop into a theoretical pillar in the field. We examine how ROT can inform the key tensions that managers face between commitment versus flexibility as well as between competition versus cooperation, and we show how it can uniquely address the fundamental issues in strategy. We conclude with suggestions on future research directions that could enhance and unify the thus-far distinct main approaches to real options research. Managerial summary: Real options theory (ROT) applies the heuristics and valuation models originally designed for financial securities to the domain of corporate investment decisions (e.g., joint ventures [JVs], foreign direct investment, research and development [R&D], etc.) and strategic decision making under uncertainty. This article provides a synthesis of this body of research in strategic management and related disciplines. We suggest how ROT can address fundamental issues of strategy, including the dilemmas managers face between commitment versus flexibility as well as between competition versus cooperation. We discuss how three distinct approaches to real options analysis can complement each other, and we identify some of the main challenges and opportunities for ROT to become a theoretical pillar in strategy.
Global guideline for the diagnosis and management of the endemic mycoses: an initiative of the European Confederation of Medical Mycology in cooperation with the International Society for Human and Animal Mycology
The global burden of the endemic mycoses (blastomycosis, coccidioidomycosis, emergomycosis, histoplasmosis, paracoccidioidomycosis, sporotrichosis, and talaromycosis) continues to rise yearly and these infectious diseases remain a leading cause of patient morbidity and mortality worldwide. Management of the associated pathogens requires a thorough understanding of the epidemiology, risk factors, diagnostic methods and performance characteristics in different patient populations, and treatment options unique to each infection. Guidance on the management of these infections has the potential to improve prognosis. The recommendations outlined in this Review are part of the “One World, One Guideline” initiative of the European Confederation of Medical Mycology. Experts from 23 countries contributed to the development of these guidelines. The aim of this Review is to provide an up-to-date consensus and practical guidance in clinical decision making, by engaging physicians and scientists involved in various aspects of clinical management.
Decision Maker Preferences for International Legal Cooperation
Why do some decision makers prefer big multilateral agreements while others prefer cooperation in small clubs? Does enforcement encourage or deter institutional cooperation? We use experiments drawn from behavioral economics and cognitive psychology—along with a substantive survey focused on international trade—to illustrate how two behavioral traits (patience and strategic reasoning) of individuals who play key roles in negotiating and ratifying an international treaty shape their preferences for how treaties are designed and whether they are ratified. Patient subjects were more likely to prefer treaties with larger numbers of countries (and larger long-term benefits), as were subjects with the skill to anticipate how others will respond over multiple iterations of strategic games. The presence of an enforcement mechanism increased subjects' willingness to ratify treaties; however, strategic reasoning had double the effect of adding enforcement to a trade agreement: more strategic subjects were particularly likely to favor ratifying the agreement. We report these results for a sample of 509 university students and also show how similar patterns are revealed in a unique sample of ninety-two actual US policy elites. Under some conditions certain types of university student convenience samples can be useful for revealing elite-dominated policy preferences—different types of people in the same situation may prefer to approach decision-making tasks and reason through trade-offs in materially different ways.
Designing Border Carbon Adjustments for Enhanced Climate Action
The Paris Agreement advances a heterogeneous approach to international climate cooperation. Such an approach may be undermined by carbon leakage—the displacement of emissions from states with more to less stringent climate policy constraints. Border carbon adjustments offer a promising response to leakage, but they also raise concerns about their compatibility with international trade law. This Article provides a comprehensive analysis of border carbon adjustments and proposes a way to design them that balances legal, administrative, and environmental considerations.
Regulating Antarctic Tourism: The Challenge of Consensus-Based Decision Making
In the 2022–2023 season, more than 104,000 tourists visited Antarctica. This represents an increase of more than 40 percent compared to the 2019–2020 pre-pandemic season. This Current Development discusses this trend and the limits of the Antarctic Treaty Consultative Parties, which govern on the basis of consensus, in responding with regulatory action. Options for strengthening regulation in this area are also considered.
