Transnational Dynamics in Southeast Asia
Since the 1990s, regional organizations of the United Nations and international financial institutions have adopted a new dynamic of transnational integration, within the framework of the regionalization process of globalization. In place of the growth triangles of the 1970s, a strategy based on transnational economic corridors has changed the scale of regionalization. Thanks to the initiative of the Asian Development Bank, Southeast Asia provides two of the most advanced examples of such a process in East Asia with, on the one hand, the Greater Mekong Subregion, structured by continental corridors, and on the other, the Malacca Straits, combining maritime and land corridors. This book compares, after two decades, the effects of these developing networks on transnational integration in both subregions. After presenting the general issue of economic corridors, the work deals with the characteristics and structures peculiar to these two regions, followed by a study of national strategies mobilizing actors at different levels of state organization. There follows a study of the emergence of new urban nodes on corridors at land and sea borders, and the impact of these corridors on the local societies. This approach makes it possible to compare the effects of transnational integration processes on the spatial and urban organization of the two subregions and on the increasing diversity of the stakeholders involved.
Greater Mekong Subregion
The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.
Benefit sharing in international rivers: A Q-methodology study of regional understanding and perception in Asia
This study aims to identify and examine the different perception of benefit sharing in the sharing of international rivers in China, South Asia and Southeast Asia. Using the Q-Method, this study undertakes an in-depth analysis of the views of 35 experts of the field on hydrodiplomacy, international water law, benefit sharing and ecological benefits compensation. The results of the quantitative and qualitative analysis help to innovatively identify three streams of views among the participants, respectively described as supporters, idealists and pragmatists, each displaying strong geographical association to the three Asian regions. Supporters from Southeast Asia and pragmatists from China share much common ground on issues such as the types of benefits to share in international rivers, potentially providing the conceptual foundation for international cooperation. Idealists from South Asia prioritize and emphasise the role and importance of environmental benefits and ecological protection, yet differ greatly from the others on practical issues such as the inclusion of direct economic benefits and ecological compensation for using resources. This study contributes to the understanding of the theory and practice of benefit sharing in international rivers, as well as providing new perspectives to the interpretation and practice of hydrodiplomacy in Asian regions.
A prehistoric copper-production centre in central Thailand: its dating and wider implications
The Khao Wong Prachan Valley of central Thailand is one of four known prehistoric loci of copper mining, smelting and casting in Southeast Asia. Many radiocarbon determinations from bronze-consumption sites in north-east Thailand date the earliest copper-base metallurgy there in the late second millennium BC. By applying kernel density estimation analysis to approximately 100 new AMS radiocarbon dates, the authors conclude that the valley's first Neolithic millet farmers had settled there by c. 2000 BC, and initial copper mining and rudimentary smelting began in the late second millennium BC. This overlaps with the established dates for Southeast Asian metal-consumption sites, and provides an important new insight into the development of metallurgy in central Thailand and beyond.
Analysis of the development trend of Chinese seafood imports from Southeast Asia after the Fukushima-Daiichi radioactive treated water discharge from Japan
Japan’s decision to discharge the Fukushima-Daiichi radioactive treated water into the Pacific Ocean has drawn widespread international concern regarding radioactive contamination of seafood and its impact on the marine ecosystem and human health. China’s seafood import trade is confronted with a potentially significant threat. In the favorable circumstances created by China’s suspension of seafood imports from Japan, This article analyzes the impact of Japan’s radioactive treated water discharge on seafood safety and human health, as well as the importance of the Chinese market in the international trade of seafood, and analyzes the seafood export data from Southeast Asian countries to China from 2018 to 2024. A significant increase in seafood exports from countries such as Indonesia, Myanmar, and the Philippines to China was observed. Conversely, there has been a notable decline in the export volumes from Vietnam and Thailand. This paper proposes some proactive strategies for Southeast Asian seafood exports to China, including actively familiarizing with China’s import regulations and standards, optimizing export strategies, cultivating a positive and favorable product image, aligning with the needs of Chinese enterprises, and ensuring food safety.

Winner of the 2012 George Perkins Marsh Prize for Best Book in Environmental History In the twentieth century, the Mekong Delta has emerged as one of Vietnam s most important economic regions. Its swamps, marshes, creeks, and canals have played a major role in Vietnam s turbulent past, from the struggles of colonialism to the Cold War and the present day. Quagmire considers these struggles, their antecedents, and their legacies through the lens of environmental history. Beginning with the French conquest in the 1860s, colonial reclamation schemes and pacification efforts centered on the development of a dense network of new canals to open land for agriculture. These projects helped precipitate economic and environmental crises in the 1930s, and subsequent struggles after 1945 led to the balkanization of the delta into a patchwork of regions controlled by the Viet Minh, paramilitary religious sects, and the struggling Franco-Vietnamese government. After 1954, new settlements were built with American funds and equipment in a crash program intended to solve continuing economic and environmental problems. Finally, the American military collapse in Vietnam is revealed as not simply a failure of policy makers but also a failure to understand the historical, political, and environmental complexity of the spaces American troops attempted to occupy and control. By exploring the delta as a quagmire in both natural and political terms, Biggs shows how engineered transformations of the Mekong Delta landscape - channelized rivers, a complex canal system, hydropower development, deforestation - have interacted with equally complex transformations in the geopolitics of the region. Developing a Hydrological Monitoring and Sub-Seasonal to Seasonal Forecasting System for South and Southeast Asian River Basins
South and Southeast Asia is subject to significant hydrometeorological extremes, including drought. Under rising temperatures, growing populations, and an apparent weakening of the South Asian monsoon in recent decades, concerns regarding drought and its potential impacts on water and food security are on the rise. Reliable sub-seasonal to seasonal (S2S) hydrological forecasts could, in principle, help governments and international organizations to better assess risk and act in the face of an oncoming drought. Here, we leverage recent improvements in S2S meteorological forecasts and the growing power of Earth Observations to provide more accurate monitoring of hydrological states for forecast initialization. Information from both sources is merged in a South and Southeast Asia sub-seasonal to seasonal hydrological forecasting system (SAHFS-S2S), developed collaboratively with the NASA SERVIR program and end-users across the region. This system applies the Noah-MultiParameterization (NoahMP) Land Surface Model (LSM) in the NASA Land Information System (LIS), driven by downscaled meteorological fields from the Global Data Assimilation System (GDAS) and Climate Hazards InfraRed Precipitation products (CHIRP and CHIRPS) to optimize initial conditions. The NASA Goddard Earth Observing System Model - sub-seasonal to seasonal (GEOS-S2S) forecasts, downscaled using the National Center for Atmospheric Research (NCAR) General Analog Regression Downscaling (GARD) tool and quantile mapping, are then applied to drive 5-km resolution hydrological forecasts to a 9-month forecast time horizon. Results show that the skillful predictions of root zone soil moisture can be made one to two months in advance for forecasts initialized in rainy seasons and up to 8 months when initialized in dry seasons. The memory of accurate initial conditions can positively contribute to forecast skills throughout the entire 9-month prediction period in areas with limited precipitation. This SAHFS-S2S has been operationalized at the International Centre for Integrated Mountain Development (ICIMOD) to support drought monitoring and warning needs in the region.
A Model-Based Approach for Improving Surface Water Quality Management in Aquaculture Using MIKE 11: A Case of the Long Xuyen Quadangle, Mekong Delta, Vietnam
This study utilized MIKE 11 to quantify the spatio-temporal dynamics of water quality parameters (Biochemical Oxygen Demand (BOD5), Dissolved Oxygen (DO) and temperature) in the Long Xuyen Quadrangle area of the Vietnamese Mekong Delta. Calibrated for the year of 2019 and validated for the year of 2020, the developed model showed a significant agreement between the observed and simulated values of water quality parameters. Locations near to cage culture areas exhibited higher BOD5 values than sites close to pond/lagoon culture areas due to the effects of numerous point sources of pollution, including upstream wastewater and out-fluxes from residential and tourism activities in the surrounding areas, all of which had a direct impact on the quality of the surface water used for aquaculture. Moreover, as aquacultural effluents have intensified and dispersed over time, water quality in the surrounding water bodies has degraded. The findings suggest that the effective planning, assessment and management of rapidly expanding aquaculture sites should be improved, including more rigorous water quality monitoring, to ensure the long-term sustainable expansion and development of the aquacultural sector in the Long Xuyen Quadrangle in particular, and the Vietnamese Mekong Delta as a whole.
Deliberation and Scale in Mekong Region Water Governance
Understanding the politics of deliberation, scales, and levels is crucial to understanding the social complexity of water-related governance. Deliberative processes might complement and inform more conventional representational and bureaucratic approaches to planning and decision-making. However, they are also subject to scale and level politics, which can confound institutionalized decision-making. Scale and level contests arise in dialogues and related arenas because different actors privilege particular temporal or spatial scales and levels in their analysis, arguments, and responses. Scale contests might include whether to privilege administrative, hydrological, ecosystem, or economic boundaries. Level contests might include whether to privilege the subdistrict or the province, the tributary watershed or the international river basin, a river or a biogeographic region, and the local or the regional economy. In the Mekong Region there is a recurrent demand for water resources development projects and major policies proposed by governments and investors to be scrutinized in public. Deliberative forms of engagement are potentially very helpful because they encourage supporters and critics to articulate assumptions and reasoning about the different opportunities and risks associated with alternative options, and in doing so, they often traverse and enable higher-quality conversations within and across scales and within and between levels. Six case studies from the Mekong Region are examined. We find evidence that scale and level politics affects the context, process, content, and outcomes of deliberative engagement in a region where public deliberation is still far from being a norm, particularly where there are sensitive and far-reaching choices to be made about water use and energy production.
