The Formation of National Party Systems
Pradeep Chhibber and Ken Kollman rely on historical data spanning back to the eighteenth century from Canada, Great Britain, India, and the United States to revise our understanding of why a country's party system consists of national or regional parties. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government. This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.
Environmental Politics in Japan, Germany, and the United States
A decade of climate change negotiations almost ended in failure because of the different policy approaches of the industrialized states. Japan, Germany, and the United States exemplify the deep divisions that exist among states in their approaches to environmental protection. Germany is following what could be called the green social welfare state approach to environmental protection, which is increasingly guided by what is known as the precautionary principle. In contrast, the US is increasingly leaning away from the use of environmental regulations, towards the use of market-based mechanisms to control pollution and cost-benefit analysis to determine when environmental protection should take precedence over economic activities. Internal political divisions mean that Japan sits uneasily between these two approaches. Miranda A. Paid Parental Leave Reforms and Mothers' Employment in Austria, France and Hungary
This study focuses on changes in the length of paid parental leave in Austria, France and Hungary between the 1960s and the first decade of the 2000s. Its aim is to analyse to what extent extensions and reductions of the duration of paid parental leave affect mothers’ labour market entry after childbirth. For each country, periods according to the different policy reforms are analysed and data from the Generations and Gender Survey are used to account for changes in mothers’ labour market entry. Scholars have argued that too long periods of paid parental leave might act as work-reducing policy in that they hinder women’s labour market entry while short leaves have positive effects on labour market participation and wages. This phenomenon is studied in three countries with very different conciliation policies. Results for Austria show that the introduction of more flexibility into the leave legislation in 2008 increased mothers’ relative risks of labour market entry especially among higher educated women. In France, the extension of paid leave for second born children in 1994 reduced labour market entry. We found however, no significant effect of the 1986 reform for third children and the 2004 reform introducing a paid leave of six months for first-born children. In Hungary, labour market entry of mothers was influenced by structural changes which accompanied the political transition of 1989 and resulted in longer leave take up of mothers. Electoral Systems and Political Context
Electoral Systems and Political Context illustrates how political and social context conditions the effects of electoral rules. The book examines electoral behavior and outcomes in countries that use 'mixed-member' electoral systems – where voters cast one ballot for a party list under proportional representation (PR) and one for a candidate in a single member district (SMD). Based on comparisons of outcomes under the two different rules used in mixed-member systems, the book highlights how electoral systems' effects – especially strategic voting, the number of parties and women's representation – tend to be different in new democracies from what one usually sees in established democracies. Moreover, electoral systems such as SMDs are usually presumed to constrain the number of parties irrespective of the level of social diversity, but this book demonstrates that social diversity frequently shapes party fragmentation even under such restrictive rules.
