Ruling, but not governing : the military and political development in Egypt, Algeria, and Turkey
Ruling But Not Governing highlights the critical role that the military plays in the stability of the Egyptian, Algerian, and, until recently, Turkish political systems. This in-depth study demonstrates that while the soldiers and materiel of Middle Eastern militaries form the obvious outer perimeter of regime protection, it is actually the less apparent, multilayered institutional legacies of military domination that play the decisive role in regime maintenance. Steven A. Cook uncovers the complex and nuanced character of the military's interest in maintaining a facade of democracy. He explores how an authoritarian elite hijack seemingly democratic practices such as elections, multiparty politics, and a relatively freer press as part of a strategy to ensure the durability of authoritarian systems. Using Turkey's recent reforms as a point of departure, the study also explores ways external political actors can improve the likelihood of political change in Egypt and Algeria. Sayyid Qutb and the origins of radical Islamism
Sayyid Qutb (1906-1966) was an influential Egyptian ideologue credited with establishing the theoretical basis for radical Islamism in the post colonial Sunni Muslim world. Lacking a pure understanding of the leader's life and work, the popular media has conflated Qutb's moral purpose with the aims of bin Laden and al-Qaeda. He is often portrayed as a terrorist, Islamo-Fascist, and advocate of murder. This book rescues Qutb from misrepresentation, tracing the evolution of his thought within the context of his time. An expert on social protest and political resistance in the modern Middle East, as well as Egyptian nationalism, John Calvert recounts Qutb's life from the small village in which he was raised to his execution at the behest of Abd al-Nasser's regime. His study remains sensitive to the cultural, political, social, and economic circumstances that shaped Qutb's thought-major developments that composed one of the most eventful periods in Egyptian history. These years witnessed the full flush of Britain's tutelary regime, the advent of Egyptian nationalism, and the political hegemony of the Free Officers. Qutb rubbed shoulders with Taha Husayn, Naguib Mahfouz, and Abd al-Nasser himself, though his Islamism originally had little to do with religion. Only in response to his harrowing experience in prison did Qutb come to regard Islam and kufr (infidelity) as oppositional, antithetical, and therefore mutually exclusive. Calvert shows how Qutb repackaged and reformulated the Islamic heritage to pose a challenge to authority, including those who claimed (falsely, he believed) to be Muslim.
Yemen

Islamism and Islam
Despite the intense media focus on Muslims and their religion since the tragedy of 9/11, few Western scholars or policymakers today have a clear idea of the distinctions between Islam and the politically based fundamentalist movement known as Islamism. In this important and illuminating book, Bassam Tibi, a senior scholar of Islamic politics, provides a corrective to this dangerous gap in our understanding. He explores the true nature of contemporary Islamism and the essential ways in which it differs from the religious faith of Islam. Drawing on research in twenty Islamic countries over three decades, Tibi describes Islamism as a political ideology based on a reinvented version of Islamic law. In separate chapters devoted to the major features of Islamism, he discusses the Islamist vision of state order, the centrality of antisemitism in Islamist ideology, Islamism's incompatibility with democracy, the reinvention of jihadism as terrorism, the invented tradition of shari'a law as constitutional order, and the Islamists' confusion of the concepts of authenticity and cultural purity. Tibi's concluding chapter applies elements of Hannah Arendt's theory to identify Islamism as a totalitarian ideology.
Islam, Science, and the Challenge of History
In this wide-ranging and masterful work, Ahmad Dallal examines the significance of scientific knowledge and situates the culture of science in relation to other cultural forces in Muslim societies. He traces the ways in which the realms of scientific knowledge and religious authority were delineated historically. The realization of a discrepancy between tradition and science often led to demolition and rebuilding and, most important, to questioning whether scientific knowledge should take precedence over religious authority in a matter where their realms clearly overlap. Dallal frames his inquiry around three concerns: What cultural forces provided the conditions for debate over the primacy of religion or science? How did these debates emerge? And how were they sustained? His primary objectives are to study science in Muslim societies within its larger cultural context and to trace the epistemological distinctions between science and philosophy, on the one hand, and science and religion, on the other. He looks at religious and scientific texts and situates them in the contexts of religion, philosophy, and science. Finally, Dallal describes the relationship negotiated in the classical (medieval) period between the religious, scientific, and philosophical systems of knowledge that is central to the Islamic scientific tradition and shows how this relationship has changed radically in modern times.
Getting Somalia Wrong?
Somalia is a failed state, representing a threat to itself, its neighbours and the wider world. A Quiet Revolution
In Cairo in the 1940s, Leila Ahmed was raised by a generation of women who never dressed in the veils and headscarves their mothers and grandmothers had worn. To them, these coverings seemed irrelevant to both modern life and Islamic piety. Today, however, the majority of Muslim women throughout the Islamic world again wear the veil. Why, Ahmed asks, did this change take root so swiftly, and what does this shift mean for women, Islam, and the West? When she began her study, Ahmed assumed that the veil's return indicated a backward step for Muslim women worldwide. What she discovered, however, in the stories of British colonial officials, young Muslim feminists, Arab nationalists, pious Islamic daughters, American Muslim immigrants, violent jihadists, and peaceful Islamic activists, confounded her expectations.
