Scapegoats of September 11th
From its largest cities to deep within its heartland, from its heavily trafficked airways to its meandering country byways, America has become a nation racked by anxiety about terrorism and national security. In response to the fears prompted by the tragedy of September 11th, the country has changed in countless ways. Airline security has tightened, mail service is closely examined, and restrictions on civil liberties are more readily imposed by the government and accepted by a wary public.The altered American landscape, however, includes more than security measures and ID cards. The country's desperate quest for security is visible in many less obvious, yet more insidious ways. In Scapegoats of September 11th, criminologist Michael Welch argues that the \"war on terror\" is a political charade that delivers illusory comfort, stokes fear, and produces scapegoats used as emotional relief. Regrettably, much of the outrage that resulted from 9/11 has been targeted at those not involved in the attacks on the Pentagon or the Twin Towers. As this book explains, those people have become the scapegoats of September 11th. Welch takes on the uneasy task of sorting out the various manifestations of displaced aggression, most notably the hate crimes and state crimes that have become embarrassing hallmarks both at home and abroad.Drawing on topics such as ethnic profiling, the Abu Ghraib scandal, Guantanamo Bay, and the controversial Patriot Act, Welch looks at the significance of knowledge, language, and emotion in a post-9/11 world. In the face of popular and political cheerleading in the war on terror, this book presents a careful and sober assessment, reminding us that sound counterterrorism policies must rise above, rather than participate in, the propagation of bigotry and victimization.
Political Secularism and Muslim Integration in the West: Assessing the Effects of the French Headscarf Ban
In response to rising immigration flows and the fear of Islamic radicalization, several Western countries have enacted policies to restrict religious expression and emphasize secularism and Western values. Despite intense public debate, there is little systematic evidence on how such policies influence the behavior of the religious minorities they target. In this paper, we use rich quantitative and qualitative data to evaluate the effects of the 2004 French headscarf ban on the socioeconomic integration of French Muslim women. We find that the law reduces the secondary educational attainment of Muslim girls and affects their trajectory in the labor market and family composition in the long run. We provide evidence that the ban operates through increased perceptions of discrimination and that it strengthens both national and religious identities.
Racial Capitalism, Islamophobia, and Austerity
Abstract Explorations of Islamophobia or anti-Muslim racism predominantly focus on issues of security policy and media representations, set against the backdrop of the global “War on Terror.” This scholarship explores the racialization of Muslim populations across different global contexts, including the UK, Europe, the United States, and China. However, Islamophobia has also been articulated through concerns about the economy, jobs, public services, and national debt in times of austerity. Narratives have emerged around Muslim families in the UK receiving “excessive” welfare benefits, preferential access to social housing, and pressuring public services through “breeding.” This article offers a new way of thinking about the links between Islamophobia and austerity through an engagement with the literature on racial capitalism. The article shows how constructions of Muslim populations as the “undeserving poor” are central to the intersectional racialized and gendered disentitlements of austerity. The analysis draws on the findings from twelve interviews and a six-person focus group with Muslim subjects based in London to illustrate the political economy of austerity Islamophobia.
Bordering through religion: A case study of Christians from the Muslim majority world seeking asylum in the UK
The current global 'crisis' of the refugee movement has drawn to the forefront longstanding public worries about welcoming and accommodating refugees, especially in liberal democratic States. While religion is central to refuge, very little is known about the experiences of individuals seeking refugee protection on religious grounds and even the racialisation of religious identities within the asylum adjudication system. Drawing on ethnographic research with Christians from Pakistan, who are seeking asylum in the United Kingdom (UK), this paper explores the religious discrimination that this group faces within the context of the UK's current hostile environment. Findings reveal a complex issue of misdirected Islamophobia, along with other multi-layered forms of stereotyping. By exploring and engaging with these issues, the paper aims to highlight the complex 'borders' that those seeking protection on religious grounds have to negotiate as they move through the asylum adjudication system.
Islamophobia in Western Europe is unrelated to religiosity but highly correlated with far right attitudes
The far right’s relationship with religion has become a major focus of current research. Even in Western Europe, one of the most rapidly secularising areas of the world, far right actors claim to defend Christian values against the alleged threat of Islam and Muslim immigrants, a rhetorical strategy known as ‘Christianism’. Yet, little is known about how religiosity, Islamophobia, and populist far-right ideology are connected at the level of mass belief systems in Western Europe. Most of the literature is focused either on religiosity’s effect on voting or on the connection between religiosity and ethnic prejudice, without considering religiosity’s relationships with the wider spectrum of far-right ideology. The present article fills this gap by analysing survey data from Britain, France, Germany, and the Netherlands. It uses SEM to uncover the relationships between Christian religiosity on the one hand and Islamophobia and far-right attitudes on the other. The results are broadly similar across different contexts: religiosity is mostly unrelated to Islamophobia, nativism, right-wing authoritarianism, and populism. Conversely, Islamophobia overlaps considerably with both nativism and authoritarianism: people who perceive immigration as a threat and favour strict laws and harsh enforcement also tend to reject Islam, but not for religious reasons. This pattern is compatible with the strategy of Christianism, which is largely devoid of religiosity, yet facilitates the “othering” of Muslims as a cultural out-group. It also helps to explain why there is no genuine, electorally relevant religious far right in Western Europe.
Community cohesion and the role of mosques in Cardiff: the views of imams
The context of this research paper is Cardiff in the UK. Imams from five different mosques were interviewed about integration and whether mosque open days and community activities support community cohesion. The research shows that the imams and their respective mosques are open to others in the local community, and are making efforts to engage with the local population, government agencies, and public services. Clear efforts are being made to encourage community cohesion, with the imams keen to pass on the message of a shared humanity to the wider community. The research provides some unique insights that help to fill the gap in the academic literature on Muslim communities, and may be used to inform policymakers on ways of supporting mosques and local communities in developing intercultural relations and creating an environment that is conducive to community cohesion
The Narrative Policy Framework and Sticky Beliefs: An Experiment Studying Islamophobia
Our study focuses on Islamophobia and the power of facts versus the power of a narrative in shaping individual opinion toward Muslims. We utilise an experimental design to explore three research questions: (1) Is Islamophobia and anti-Muslim sentiment lowered in narrative or factual treatments?; (2) What are the differential effects of the treatments by ideological orientation?; and (3) Is Islamophobia a predictor of policy stances? We find that neither the narrative or factual treatments lowered Islamophobia or anti-Muslim sentiment. However, moderates were significantly influenced by the Facts Treatment, expressing lower levels of anti-Muslim sentiment. Finally, the treatments significantly influenced policy positions for individuals in the Facts Treatment group, who were less likely to support funding increases for border security than subjects in the narrative treatment. Our findings have implications for understanding persuasion, identity protection cognition, and the persistence of Islamophobia within the context of the power of narrative.

Contemporary racism and Islamaphobia in Australia: Racializing religion
Contemporary anti-Muslim sentiment in Australia is reproduced through a racialization that includes well rehearsed stereotypes of Islam, perceptions of threat and inferiority, as well as fantasies that the Other (in this case Australian Muslims) do not belong, or are absent. These are not old or colour-based racisms, but they do manifest certain characteristics that allow us to conceive a racialization process in relation to Muslims. Three sets of findings show how constructions of Islam are important means through which racism is reproduced. First, public opinion surveys reveal the extent of Islamaphobia in Australia and the links between threat perception and constructions of alien-ness and Otherness. The second data set is from a content analysis of the racialized pathologies of Muslims and their spaces. The third is from an examination of the undercurrents of Islamaphobia and national cultural selectivity in the politics of responding to asylum seekers. Negative media treatment is strongly linked to antipathetic government dispositions. This negativity has material impacts upon Australian Muslims. It sponsors a more widespread Islamaphobia, (mis)informs opposition to mosque development and ever more restrictive asylum seeker policies, and lies behind arson attacks and racist violence. Ultimately, the racialization of Islam corrupts belonging and citizenship for Muslim Australians.
