Housing and Employment Insecurity among the Working Poor

While social scientists have documented severe consequences of job loss, scant research investigates why workers lose their jobs. We explore the role of housing insecurity in actuating employment insecurity, investigating if workers who involuntarily lose their homes subsequently involuntarily lose their jobs. Analyzing novel survey data of predominately low-income working renters, we find the likelihood of being laid off to be between 11 and 22 percentage points higher for workers who experienced a preceding forced move, compared to observationally identical workers who did not. Our findings suggest that initiatives promoting housing stability could promote employment stability.

This study examines the sociodemographic divide in early labor market responses to the U.S. COVID-19 epidemic and associated policies, benchmarked against two previous recessions. Monthly Current Population Survey (CPS) data show greater declines in employment in April and May 2020 (relative to February) for Hispanic individuals, younger workers, and those with a high school diploma or some college. Between April and May, the demographic subgroups considered regained some employment. Reemployment in May was broadly proportional to the employment drop that occurred through April, except for Black individuals, who experienced a smaller rebound. Compared to the 2001 recession and the Great Recession, employment losses in the early COVID-19 recession were smaller for groups with low or high (vs. medium) education. We show that job loss was greater in occupations that require more interpersonal contact and that cannot be performed remotely, and that pre-COVID-19 sorting of workers into occupations and industries along demographic lines can explain a sizable portion of the demographic gaps in new unemployment. For example, while women suffered more job losses than men, their disproportionate pre-epidemic sorting into occupations compatible with remote work shielded them from even larger employment losses. However, substantial gaps in employment losses across groups cannot be explained by socioeconomic differences. We consider policy lessons and future research needs regarding the early labor market implications of the COVID-19 crisis.

Private equity critics claim that leveraged buyouts bring huge job losses and few gains in operating performance. To evaluate these claims, we construct and analyze a new dataset that covers US buyouts from 1980 to 2005. We track 3,200 target firms and their 150,000 establishments before and after acquisition, comparing to controls defined by industry, size, age, and prior growth. Buyouts lead to modest net job losses but large increases in gross job creation and destruction. Buyouts also bring TFP gains at target firms, mainly through accelerated exit of less productive establishments and greater entry of highly productive ones.

Strength in adversity: The influence of psychological capital on job search

This study examined the influence of psychological capital on job search among displaced employees. On the basis of a sample of 179 retrenched professionals, managers, executives, and technicians, we found that psychological capital (self-efficacy, hope, optimism, and resilience) was positively related with displaced employees' level of perceived employability, a coping resource. Perceived employability was positively related with problem-focused and symptom-focused coping strategies. Whereas problem-focused coping was positively related with preparatory and active job search, symptom-focused coping strategy was not. The relationship between psychological capital and preparatory and active job search was mediated by perceived employability and problem-focused coping. Implications of our findings are discussed.

Costly Jobs: Trade-related Layoffs, Government Compensation, and Voting in U.S. Elections

Does globalization's impact on the labor market affect how people vote? I address this question using a new dataset based on plant-level data that measures the impact of foreign competition on the U.S. workforce over an 8-year period. Analyzing change in the president's vote share, I find that voters were substantially more sensitive to the loss of local jobs when it resulted from foreign competition, particularly from offshoring, than to job losses caused by other factors. Yet, I also find that between 2000 and 2004, the anti-incumbent effect of trade-related job losses was smaller in areas where the government certified more of the harmed workers to receive special job training and income assistance. The findings have implications for understanding the impact of international economic integration on voting behavior, as well as for assessing the electoral effect of government programs designed to compensate the losers from globalization.

Job loss and food insecurity during the Covid-19 pandemic

PurposeLiving a nutritious lifestyle requires that people get a sufficient amount of nutrients, vitamins and minerals every day. Healthy dietary practices are related to a stronger immune system, better prevention and easier recovery from illnesses, lower blood pressure, healthy weight, lower risk of diabetes, heart problems and other medical conditions and improved overall well-being (WHO, 2020). Therefore, to maintain a strong immune system able to prevent diseases and ease recovery, optimal nutrition and healthy habits are of increased importance during a pandemic such as Covid-19. However, according to the Bureau of Labor Statistics, more than 22 million Americans have lost a job between February and October 2020, increasing the unemployment rate from 3.5% in February 2020 to 6.9% in October 2020, reaching a peak of 14.7% in April 2020. Job losses during the Covid-19 crisis are likely to put lots of families at risk of malnutrition and food insufficiency and to further deteriorate the already existing food insecurity (Gundersen et al., 2018). This research explores the effect of a recent job loss between August and October 2020 on food sufficiency.Design/methodology/approachThis research examines the impact of a job loss on nutrition and food safety. Specifically, this study explores the effect of a job loss during the Covid-19 pandemic on the level of family and child food sufficiency as perceived by the respondent, confidence about meeting family’s dietary needs in the four weeks following the interview, and an indicator of whether the food sufficiency status of the family has deteriorated or not. This study also determines the differential effect of a job loss by individuals who are still employed despite the loss relative to workers who remained unemployed after a job loss during the Covid-19 crisis. Subsample analyses based on ethnicities, genders and educational attainment are also performed to identify the most vulnerable groups.FindingsThe results provide evidence that a job loss is associated with a highly statistically significant deterioration of food sufficiency for families and children and a reduction in the confidence in food security for the near future. This effect is observed for all job losers, but from them, it is larger for the ones who are currently unemployed compared to those who are working. The association between a job loss and family’s nutrition insecurity is the greatest for Hispanic, males and people with some college. Children’s nutrition suffers the most for children whose parents have not completed high school. These results provide an insight into the adverse effect of Covid-19 on food security.Practical implicationsFrom a policy perspective, the results indicate that federal nutrition programs whose goal is to ensure that the dietary needs of Americans, and especially children, are met, which are most likely to benefit the Hispanic population, individuals with low educational attainment and individuals who remained unemployed after losing a job.Originality/valueThis study makes several contributions to the growing literature on food security. First, this study is novel in that it examines the effect of an ongoing event, specifically a labor market disruption as a result of a health and economic crisis, on families’ nutrition, and does so using the newest publicly available data designed to track the impact of Covid-19 on the American population. This is one of the first studies that investigates the forementioned impacts in the context of the Covid-19 pandemic. This study further contributes to the literature by distinguishing between employed versus unemployed individuals despite a job loss and by studying distinct groups on the population. In addition, this study compares the effects of interest in the onset of the pandemic to a year later to examine the population’s adjustment to the crisis. The importance and relevance of the results for policy decision-making are also discussed in the paper.

Short-time work benefits revisited: some lessons from the Great Recession

The Great Recession triggered a resurgence of short-time work (STW) throughout the OECD. Several countries introduced STW from scratch or significantly expanded the scope of the programmes already in place. In some countries like Italy, Japan and Germany between 2.5% and 5% of the workforce participated in STW schemes at the trough of the recession. In this paper we analyse the rationale for STW benefits and their effects on labour adjustment from both a cross-country and a time-series perspective. We find that STW actually contributed to reduce job losses dunng the Great Recession. However, the number of jobs saved, according to our macroeconomic and microeconomic estimates, is smaller than the number of participants in these schemes and the full-time equivalent jobs involved, pointing in some countries to sizeable deadweight costs. Other institutions, like plant-level bargaining over hours, wages and employment leveb, may be more effective than STW in encouraging adjustment along the intensive margins in the presence of temporary shocks. Our results also suggest that STW cannot be readily extended to countries having much different institutional configurations as the demand for STW is very much affected by other institutions such as employment protection legislation and the degree of centralization of collective bargaining. Furthermore, STW must be temporary as during upturns may actually negatively affect employment. We also find that specific design features of STW - such as experience-rating and disincentives to 100% reductions in working hours - are important in improving the cyclical properties of STW.

Scarred for Life? Recession Experiences, Beliefs and the State

This paper investigates ways in which major recessions have impacted individuals’ views about the role of the state in the economy across the world. We build on three complementary sources of data. We analyse experiences during the COVID-19 crisis using a survey of more than 39,000 adults across 14 economies as well as during the global financial crisis using a representative survey covering 34 economies. Exploiting variation across individual experiences during these crises, we find that support for state ownership and redistribution of income is significantly higher among individuals who experienced job losses and, to a lesser extent, among those who experienced an income shock. We show that policy preferences may become self-reinforcing: those who only experienced an income shock are relatively more likely to support benefits for the working poor, while those who experienced job losses favour unemployment benefits. To track the longer-term effects of crisis experiences, we rely on six waves of the World Value Surveys spanning over 100 economies and exploit differences in lifetime exposures to crises by country, year of birth and survey year. Individuals who lived through a major recession during adulthood express a stronger preference for state ownership and redistribution of income. Moreover, we show that the impacts of multiple recessions on attitudes can accumulate.

Feeling Uncertainty during the Lockdown That Commenced in March 2020 in Greece

The coronavirus disease 2019 (COVID-19) pandemic has resulted in significant uncertainty for the global population. However, since not all population groups experience the impacts of the pandemic in the same way, the objective of this study was to identify the individual characteristics associated with the feeling of uncertainty during the lockdown that commenced in March 2020 in Greece. The study used data from the “Public Opinion in the European Union (EU) in Time of Coronavirus Crisis” survey. The sample consisted of 1050 individuals aged between 16 and 54 years. According to the analysis, which was based on a logistic regression model, the emotional status of older individuals, those who experienced income and job losses since the beginning of the pandemic, and middle-class and high-class individuals, is more likely to be described as a feeling of uncertainty. In addition, the emotional status of individuals with less concern for their own health and that of family and friends is less likely to be described as a feeling of uncertainty. Although the results related to age, income, and job losses, as regards concern for health, agree with the international literature, the limited health literacy of lower-class individuals may explain the reduced likelihood of their experiencing feelings of uncertainty. The results confirm the international literature describing several aspects of uncertainty due to the COVID-19 crisis.

Using North Carolina data for the period 1990-2010, we estimate the effects of economic downturns on the birthrates of 15- to 19-year-olds, using county-level business closings and layoffs as a plausibly exogenous source of variation in the strength of the local economy. We find little effect of job losses on the white teen birthrate. For black teens, however, job losses to 1 % of the working-age population decrease the birthrate by around 2 %. Birth declines start five months after the job loss and then last for more than one year. Linking the timing of job losses and conceptions suggests that black teen births decline because of increased terminations and perhaps also because of changes in prepregnancy behaviors. National data on risk behaviors also provide evidence that black teens reduce sexual activity and increase contraception use in response to job losses. Job losses seven to nine months after conception do not affect teen birthrates, indicating that teens do not anticipate job losses and lending confidence that job losses are \"shocks\" that can be viewed as quasi-experimental variation. We also find evidence that relatively advantaged black teens disproportionately abort after job losses, implying that the average child born to a black teen in the wake of job loss is relatively more disadvantaged.
