Pipes, pumps trouble Big Easy
As with many other cities, New Orleans' aging infrastructure is low on the priority list in Washington, he says. \"When the city is sitting on age-old infrastructure, something's going to give. That's true around the country,\" [Mitch Landrieu] says. \"Congress and the federal government have not made it a priority. We're falling very, very far behind.\" \"We are in a critical situation,\" he says. \"If those systems break down, you go back to a time when people didn't have running water or toilets and where breakouts of major diseases like cholera were common. I don't think anyone wants to go back to that time.\" The Federal Emergency Management Agency has approved about $300 million to repair more than 1,600 miles of water mains damaged by [Katrina], he says. Much more money is needed for a permanent fix, including $180 million to replace the power plant that failed last month, he says. \"We feel the correct way to handle the repairs is not by simply putting Band-Aids over small sections of the system,\" [Joseph Becker] says. \"The United States doesn't address their infrastructure issues. It's sort of out of sight, out of mind.\"
State 'pothole' fund has $93K for Wachusett
\"While Rutland's MLC (minimum local contribution) challenges over the past several years have been very significant, we understand many different applications were vying for the limited available pothole funds,\" Mr. [Joseph Becker] said. \"We appreciate that the application reviewers recognized Rutland's MLC challenges and allocated a portion of the available funds to Rutland.\"
Town seeks help from state with school $$$ woes
In the application, the town notes that Rutland's minimum local contribution to the Wachusett Regional School District for fiscal 2014 is more than 40 percent of the town's budget, and that during the last five years increases in the minimum local contribution have consumed 76 percent of the town's' new revenues (new growth and tax increases). \"Rutland's total WRSD assessment equates to 54 percent of our total general operating budget,\" Mr. [Joseph Becker] said. \"Outside of the assessment, we have the debt service on the three Rutland school buildings. This annual debt payment is just over $2 million, which means that just over 66 percent of the total operating budget is associated with non-vocational school education.\" \"Many people across all levels of local and state government have worked very hard over the last several months making various state officials aware of Rutland's MLC (minimum local contribution) challenges over the last several years,\" he said.

Spring Grove artist's work a show of faith
\"It's a prayerful thing for me,\" he said. \"There's just an appreciation for the gift. I finally reached the point where I can worship while I was painting. That, to me, was the ultimate. It's a greater joy that way.\" \"Whitefields,\" is one of the several religious-themed pieces painted by Spring Grove artist [Joseph Becker]. About two dozen of his works are on display in an exhibit titled \"Fisher of Men\" at Living Word Community Church through the end of the month. The church will hold a reception Friday.; Becker
Special town meeting slated
\"It has to be paid out of the tax levy,\" Selectman Joseph Becker said. \"It appears that the feeling of the board is to not reduce the municipal budgets,\" he said. \"A two-thirds vote is needed to take money from stabilization,\" he said. \"A simple majority is needed for the free cash, which we might want to keep available for any unforeseen expenses.\"
Police awaiting clerical assistance
Selectman Joseph Becker recommended that the board contact Chief [Joseph R. Baril] and find out if he will be returning to work. If he is not, then Mr. Becker said the chief should be asked for official notice regarding who is in charge of the department and to find out how he would like to handle the clerical vacancy.
FROM THE REGION
\"It should add about 50 seconds to our response time,\" he said. \"It seems like it will work.\" \"People in town who know the roads are going to use them, but I can't allow the heavy trucks on them - it's just too narrow,\" he said. EAST BROOKFIELD - There are two vacancies on the town's Finance Committee. Selectmen plan to hold a joint meeting with the remaining committee members to make the two appointments. Residents interested in serving should send a letter to the Board of Selectmen, Memorial Town Complex, 122 Connie Mack Drive, East Brookfield, MA 01515.
Father's care comes late, after adoption
\"They were collecting from me, even though he had been adopted, and that I believe is criminal,\" he said. \"But it's really not about the money. Why wasn't I notified that he was in DSS care? Why wasn't I notified about the adoption proceedings? I might not have been able to care for him, but perhaps a family member would have been able to adopt him. At the very least, he should know that he has a father who cares for him.\" In documents provided by Mr. [Joseph Becker], Dennis Gauthier, area director of the DSS New Bedford office, which handled the adoption, said DSS could not find Mr. Becker to notify him of his son's adoption. According to a copy of the case file, DSS issued a summons for Mr. Becker on Dec. 12, 2003, but there is no record of the summons being served. The file also noted that DSS determined on Feb. 18, 2004, that its agents made reasonable efforts to \"make it possible for the child to return safely to his/her parent or guardian,\" and concluded on Oct. 5, 2004, that notifying Mr. Becker or seeking his consent was not required to finalize the adoption.
