Heavy burdens on small shoulders : the labour of pioneer children on the Canadian Prairies

Drought of opportunities
Higher wages are generally thought to increase human capital production, particularly in the developing world. We introduce a simple model of human capital production in which investments and time allocation differ by age. Using data on test scores and schooling from rural India, we show that higher wages increase human capital investment in early life (in utero to age 2) but decrease human capital from age 5 to 16. Children switch out of school into productive work when rainfall is higher. The opportunity cost of schooling, even for fairly young children, is an important factor in determining overall human capital investment.
Schooling, Child Labor, and the Returns to Healthcare in Tanzania
We study the effects of accessing better healthcare on the schooling and labor supply decisions of sick children in Tanzania. Using variation in the cost of formal-sector healthcare to predict treatment choice, we show that accessing better healthcare decreases length of illness and changes children's allocation of time to school and work. Children attend school for more days per week-but not for more hours per day-as a result of accessing better healthcare. There are no significant effects on child labor, but the results suggest that time spent in physically strenuous activities such as farming and herding increases.We study the effects of accessing better healthcare on the schooling and labor supply decisions of sick children in Tanzania. Does free education help combat child labor? The effect of a free compulsory education reform in rural China
This paper evaluates the effect of a free compulsory education reform in rural China on the incidence of child labor. We exploit the cross-province variation in the rollout of the reform and apply a difference-in-differences strategy to identify the causal effects of the reform. We find that exposure to free compulsory education significantly reduces the incidence of child labor for boys, but has no significant effect on the likelihood of child labor for girls. Specifically, one additional semester of free compulsory education decreases the incidence of child labor for boys by 8.3 percentage points. Moreover, the negative effect of the reform on the likelihood of child labor is stronger for boys from households with lower socioeconomic status. Finally, the free compulsory education reform may induce parents to reallocate resources towards boys within a household and thus may enlarge the gender gap in human capital investment.
Place Matters: (Dis)embeddedness and Child Labourers’ Experiences of Depersonalized Bullying in Indian Bt Cottonseed Global Production Networks
Engaging Polanyi’s embeddedness–disembeddedness framework, this study explored the work experiences of Bhil children employed in Indian Bt cottonseed GPNs. The innovative visual technique of drawings followed by interviews was used. Migrant children, working under debt bondage, underwent greater exploitation and perennial and severe depersonalized bullying, indicative of commodification of labour and disembeddedness. In contrast, children working in their home villages were not under debt bondage and underwent less exploitation and occasional and mild depersonalized bullying, indicative of how civil society organizations, along with the state, attempt to re-embed economic activities in the social context. Polanyi’s double movement was evident. ‘Place’ emerged as the pivotal factor determining children’s experiences. A ‘protective alliance’ of community controls and social power, associated with in-group affiliations and cohesive ties, stemming from a common village and tribal identity, aided children working at home for Bhil farmers. ‘Asymmetric intergroup inequality’ due to pronounced social identity and class differences, coupled with locational constraints and developmental disadvantage, made migrant children vulnerable targets. Social embeddedness influences how child workers are treated because it forces employers to be ethical and not engage in bullying. However, by shifting production to children’s home villages, there is an attempt to obscure the difference between child labour and child work. Thus, the seeds of disembeddedness are sown through the very act of re-embeddeding, potentially hampering future interventions.
Gender Analysis of Children’s Activities in Pakistan
This paper estimates gender differences in children’s time allocation among four ordered options. It analyses the sample of boys and girls separately through a series of probit models using primary data. We compare the socio-economic determinants of boys’ and girls’ activities. The results suggest that boys are more likely to go to school as compared to girls with the increase in their age. The provision of schooling as an instrument to decrease child labour and home-care would affect boys more than girls. To make the adults literate (five years of education) only is not enough to eliminate the gender gap in schooling; a greater number of years of adult education is necessary. The female adult education may be devised to eliminate gender discrimination in child schooling. In the larger households, girls drop out of school and are absorbed in the labour market earlier than boys. The results further suggested that the use of resources is significantly different for boys’ and girls’ welfare. Thus, we conclude that girls can be a better target for increase in the welfare of all children in Pakistan.
The effect of compulsory schooling laws and child labor restrictions on fertility: evidence from the early twentieth century
This paper uses census data to examine the impact of child labor restrictions imposed by compulsory schooling laws and child labor regulation on fertility. By exploiting variation induced by changes in legislation across time and between US states during the early twentieth century, I show that parents chose to have fewer children in response to the constraints imposed on the labor supply of their potential children and the increase in their expected quality. My findings suggest that compulsory schooling laws and child labor regulation contributed to the demographic transition in the US and provide additional empirical support for the notion that financial incentives play a role in determining household fertility decisions.
Can a ban on child labour be self-enforcing, and would it be efficient?
Existing literature shows that a ban on child labour may be self-enforcing under the extreme assumption that, above the subsistence level, no amount of consumption can compensate parents for the disutility of child labour. The present paper shows that a partial ban may be self-enforcing also in a more general model where education is an alternative to work, and the disutility of child labour can be compensated by higher present consumption or future income, but a total ban may not. It also shows that, in the absence of informational asymmetries, child labour can be eliminated and a first best achieved if the ban is combined with a credit-backed policy including a subsidy to parents, and a tax on skilled adults. A first best is out of reach if the use children make of their time when they are neither at school, nor working in the labour market is private information, because the policy maker then faces an incentive-compatibility constraint. The second-best policy reduces child labour, but not to zero.
