The paper highlights that the education of children, and youth merits the highest priority in a world afflicted by HIV/AIDS, specifically because a good basic education ranks among the most effective - and cost-effective - means of HIV prevention. It also merits priority because the very education system that supplies a nation ' s future, is being greatly threatened by the epidemic, particularly in areas of high, or rising HIV prevalence. The paper confronts the destructive power of the epidemic, with the need to accelerate efforts towards achieving \" education for all \" goals, aiming at prioritizing education, because education is a major engine of economic, and social development, and, because education is a proven means to prevent HIV/AIDS. It aims at setting promising directions for such responsiveness, as revealed by a review of country experience to date: based on strategic planning in pursuit of educational goals, school-based prevention programs, and health education, focused on resources for effective school health (in partnership with the United Nations Educational, Scientific, and Cultural Organization (UNESCO), World Health Organization (WHO), the United Nations Children ' s Fund (UNICEF), and the Bank, should expand skills-based for youth peer education, and support for orphans. The broad principles of Bank support for education, underline the need to asses the impact of the epidemic vs. educational systems, to mobilize resources, reinforced by government commitments for sharing knowledge, and building capacity, within strategic partnerships.

Health literacy is the degree to which individuals can obtain, process, and understand the basic health information and services they need to make appropriate health decisions. According to Health Literacy: A Prescription to End Confusion (IOM, 2004), nearly half of all American adults--90 million people--have inadequate health literacy to navigate the healthcare system.To address issues raised in that report, the Institute of Medicine convened the Roundtable on Health Literacy, which brings together leaders from the federal government, foundations, health plans, associations, and private companies to discuss challenges facing health literacy practice and research and to identify approaches to promote health literacy in both the public and private sectors. On November 30, 2010, the roundtable cosponsored a workshop with the University of California, Los Angeles (UCLA), Anderson School of Management in Los Angeles.Improving Health Literacy Within a State serves as a summary of what occurred at the workshop. The workshop focused on understanding what works to improve health literacy across a state, including how various stakeholders have a role in improving health literacy. The focus of the workshop was on presentations and discussions that address (1) the clinical impacts of health literacy improvement approaches; (2) economic outcomes of health literacy implementation; and (3) how various stakeholders can affect health literacy.

How state leadership determines effective higher education attainment.
Although the federal government invests substantial resources into student financial aid, states have the primary responsibility for policies that raise overall higher educational attainment and improve equity across groups. The importance of understanding how states may accomplish these goals has never been greater, as educational attainment is increasingly required for economic and social well-being of individuals and society.
Drawing on data collected from case studies of the relationship between public policy and higher education performance in five states—Georgia, Illinois, Maryland, Texas, and Washington— The Attainment Agenda offers a framework for understanding how state public policy can effectively promote educational attainment.
Laura W. Perna and Joni E. Finney argue that there is no silver bullet to improve higher education attainment. Instead, achieving the required levels of attainment demands a comprehensive approach. State leaders must consider how performance in one area (such as degree completion) is connected to performance in other areas (such as preparation or affordability), how particular policies interact to produce expected and unexpected outcomes, and how policy approaches must be adapted to reflect their particular context. The authors call for greater attention to the state role in providing policy leadership to advance a cohesive public agenda for higher education and adopting public policies that not only increase the demand for and supply of higher education but also level the playing field for higher educational opportunity.
The insights offered in The Attainment Agenda have important implications for public policymakers, college and university leaders, and educational researchers interested in ensuring sustained higher education attainment.

Health literacy has been shown to affect health outcomes. The use of preventive services improves health and prevents costly health care expenditures. Several studies have found that health literacy makes a difference in the extent to which populations use preventive services. On September 15, 2009, the Institute of Medicine Roundtable on Health Literacy held a workshop to explore approaches to integrate health literacy into primary and secondary prevention.
Promoting Health Literacy to Encourage Prevention and Wellness serves as a factual account of the discussion that took place at the workshop. The report describes the inclusion of health literacy into public health prevention programs at the national, state, and local levels; reviews how insurance companies factor health literacy into their prevention programs; and discusses industry contributions to providing health literate primary and secondary prevention.

There is great enthusiasm over the use of emerging interactive health information technologies-often referred to as eHealth-and the potential these technologies have to improve the quality, capacity, and efficiency of the health care system. However, many doctors, advocacy groups, policy makers and consumers are concerned that electronic health systems might help individuals and communities with greater resources while leaving behind those with limited access to technology.
In order to address this problem, the Institute of Medicine's Roundtable on Health Literacy held a workshop to explore the current status of communication technology, the challenges for its use in populations with low health literacy, and the strategies for increasing the benefit of these technologies for populations with low health literacy. The summary of the workshop, \"Health Literacy, eHealth, and Communication: Putting the Consumer First,\" includes participants' comments on these issues.

To maintain their own health and the health of their families and communities, consumers rely heavily on the health information that is available to them. This information is at the core of the partnerships that patients and their families forge with today's complex modern health systems. This information may be provided in a variety of forms - ranging from a discussion between a patient and a health care provider to a health promotion advertisement, a consent form, or one of many other forms of health communication common in our society. Yet millions of Americans cannot understand or act upon this information. To address this problem, the field of health literacy brings together research and practice from diverse fields including education, health services, and social and cultural sciences, and the many organizations whose actions can improve or impede health literacy.
Health Literacy: Prescription to End Confusion examines the body of knowledge that applies to the field of health literacy, and recommends actions to promote a health literate society. By examining the extent of limited health literacy and the ways to improve it, we can improve the health of individuals and populations.

Equality of opportunity is about leveling the playing field so that circumstances such as gender, ethnicity, place of birth, or family background do not influence a person's life chances. Success in life should depend on people's choices, effort and talents, not to their circumstances at birth. 'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.

Vocational high schools (BHS) constitute a popular school type in Austria and are particularly appealing to students from lower socio‐economic backgrounds. These five‐year schools provide an alternative pathway to a general higher education entrance qualification, combining academic schooling with the “safety net” of school‐based vocational training. Although BHS represent an important route into higher education, with approximately half of graduates entering higher education within three years, the other half do not, with many opting to enter the labour market directly. Drawing on rational action theory, this study examines the relationship between students’ social backgrounds (measured by parental education level), labour market prospects following graduation from BHS, and higher education enrolment. We analyse the further educational and labour market pathways of the entire 2016/17 cohort of Austrian BHS graduates, using unique data that combines several high‐quality administrative registers. Descriptive analysis shows that transition rates to higher education vary considerably according to parental education. We employ logistic regression models to demonstrate that higher regional unemployment rates for the particular vocational qualification of BHS are associated with increased transition rates to higher education. In contrast with the assumptions of the “diversion thesis,” findings indicate that this effect does not vary according to the education of students’ parents. Consequently, BHS graduates with lower levels of parental education are equally likely to be deterred from pursuing higher education by the prospect of employment as those with higher parental education.

This book analyzes skills demand and supply in Sri Lanka and scrutinizes how skills are formed, the factors shaping skills demand, and the responsiveness of the system. Sri Lanka has made strong progress in economic growth and poverty reduction. Economic growth and structural changes in the economy, however, make skills development imperative as Sri Lanka implements its the Mahinda Chintana plan to become a regional hub in strategic economic areas. Yet, skills shortages and mismatches are widespread, and firms with undereducated employees and a shortage of skilled labor are less productive. This book proposes an effective skills development system to help diversify the country's economy, improve its labor productivity and competitiveness, offer the country the flexibility to compete effectively in the global economy, and further reduce poverty in the country. After the book's introduction to the Mahinda Chintana plan, chapter two describes the general education and training system in Sri Lanka, especially the TVET sector. Chapter three examines the main drivers of skills demand and skills mismatches and gaps in Sri Lanka. Chapter four studies the relationship between education, training, and labor market outcomes, including skills already available in the workforce. Chapters five and six analyze factors affecting the skills supply system, such as cost, financing, and governance and also private sector provision. Chapter seven briefly reviews firm-based training in Sri Lanka based on evidence from the employer survey. Chapter eight assesses workforce development policies in Sri Lanka based on the World Bank's Systems Approach for Better Education Results (SABER) framework. Finally, chapter nine provides the summary of main findings and outlines possibilities for the way forward in skills development in Sri Lanka. Please note that Figure 5.2 in the book is incorrect, and should be replaced by the corresponding figure in volume 2 of this report.
