The Valley of South Texas is a region of puzzling contradictions. Despite a booming economy fueled by free trade and rapid population growth, the Valley typically experiences high unemployment and low per capita income. The region has the highest rate of drug seizures in the United States, yet its violent crime rate is well below national and state averages. The Valley’s colonias are home to the poorest residents in the nation, but their rates of home ownership and intact two-parent families are among the highest in the country for low-income residential areas. What explains these apparently irreconcilable facts? Since 1982, faculty and students associated with the Borderlife Research Project at the University of Texas–Pan American have interviewed thousands of Valley residents to investigate and describe the cultural and social life along the South Texas–Northern Mexico border. In this book, Borderlife researchers clarify why Valley culture presents so many apparent contradictions as they delve into issues that are “on the edge of the law”—traditional health care and other cultural beliefs and practices, displaced and undocumented workers, immigration enforcement, drug smuggling, property crime, criminal justice, and school dropout rates. The researchers’ findings make it plain that while these issues present major challenges for the governments of the United States and Mexico, their effects and contradictions are especially acute on the border, where residents must daily negotiate between two very different economies; health care, school, and criminal justice systems; and worldviews.
Farm workers and the churches

In the mid-1960s, the charismatic César Chávez led members of California's La Causa movement in boycotting the grape harvest, and melon pickers in South Texas called a strike against growers, contesting unfair labor and wage practices in both states.
In Farm Workers and the Churches, Alan J. Watt shows how the religious and social contexts of the farm workers, their leaders, and the larger society helped or hindered these two pivotal actions.
Watt explores the ways in which liberal expressions of Northern Protestantism, transplanted to California and combined with the pro-labor wing of the Catholic Church and the heritage of Mexican popular piety, provided a fertile field for the growth of broad support for Chávez and his organizing efforts. Eventually, La Causa was able to achieve collective bargaining victories, including a historic labor contract between California agribusiness and farm workers.
The movement did not fare as well in Texas, where the combination of a locally weak union leadership, a more conservative Southern Protestant ethos, and the strikebreaking measures of the Texas Rangers all boded ill. However, a general Chicano/a movement ultimately took permanent root in the state, because of the workers' struggle.
Watt offers a careful examination of the complex interactions among religious traditions, social heritage, and ethnicity as these factors affected the course and outcomes of these two pioneering campaigns undertaken by La Causa.
The Tejano Diaspora

Each spring during the 1960s and 1970s, a quarter million farm workers left Texas to travel across the nation, from the Midwest to California, to harvest America's agricultural products. During this migration of people, labor, and ideas, Tejanos established settlements in nearly all the places they traveled to for work, influencing concepts of Mexican Americanism in Texas, California, Wisconsin, Michigan, and elsewhere. InThe Tejano Diaspora, Marc Simon Rodriguez examines how Chicano political and social movements developed at both ends of the migratory labor network that flowed between Crystal City, Texas, and Wisconsin during this period.Rodriguez argues that translocal Mexican American activism gained ground as young people, activists, and politicians united across the migrant stream. Crystal City, well known as a flash point of 1960s-era Mexican Americanism, was a classic migrant sending community, with over 80 percent of the population migrating each year in pursuit of farm work. Wisconsin, which had a long tradition of progressive labor politics, provided a testing ground for activism and ideas for young movement leaders. By providing a view of the Chicano movement beyond the Southwest, Rodriguez reveals an emergent ethnic identity, discovers an overlooked youth movement, and interrogates the meanings of American citizenship.

From South Texas to the Nation : The Exploitation of Mexican Labor in the Twentieth Century

In the early years of the twentieth century, newcomer farmers and migrant Mexicans forged a new world in South Texas. In just a decade, this vast region, previously considered too isolated and desolate for large-scale agriculture, became one of the United States' most lucrative farming regions and one of its worst places to work. By encouraging mass migration from Mexico, paying low wages, selectively enforcing immigration restrictions, toppling older political arrangements, and periodically immobilizing the workforce, growers created a system of labor controls unique in its levels of exploitation. Ethnic Mexican residents of South Texas fought back by organizing and by leaving, migrating to destinations around the United States where employers eagerly hired them--and continued to exploit them. In From South Texas to the Nation, John Weber reinterprets the United States' record on human and labor rights. This important book illuminates the way in which South Texas pioneered the low-wage, insecure, migration-dependent labor system on which so many industries continue to depend.

Labor, civil rights, and the Hughes Tool Company

On July 12, 1964, in a momentous decision, the National Labor Relations Board decertified the racially segregated Independent Metal Workers Union as the collective bargaining agent at Houston’s mammoth Hughes Tool Company. The unanimous decision ending nearly fifty years of Jim Crow unionism at the company marked the first time in the Labor Board’s history that it ruled that racial discrimination by a union violated the National Labor Relations Act and was therefore illegal. The ruling was for black workers the equivalent of the Brown v. Board of Education decision by the Supreme Court in the area of education.
Michael R. Botson carefully traces the Jim Crow unionism of the company and the efforts of black union activists to bring civil rights issues into the workplace. His analysis places Hughes Tool in the context created by the National Labor Relations Act and the formation of the Congress of Industrial Organizations (CIO). It clearly demonstrates that without federal intervention, workers at Hughes Tool would never have been able to overcome management’s opposition to unionization and to racial equality.
Drawing on interviews with many of the principals, as well as extensive mining of company and legal archives, Botson’s study “captures a moment in time when a segment of Houston’s working-class seized the initiative and won economic and racial justice in their work place.”
Houston Blue

Houston Blue offers the first comprehensive history of one of the nation’s largest police forces, the Houston Police Department. Through extensive archival research and more than one hundred interviews with prominent Houston police figures, politicians, news reporters, attorneys, and others, authors Mitchel P. Roth and Tom Kennedy chronicle the development of policing in the Bayou City from its days as a grimy trading post in the 1830s to its current status as the nation’s fourth largest city. Prominent historical figures who have brushed shoulders with Houston’s Finest over the past 175 years include Houdini, Teddy Roosevelt and his Rough Riders, O. Henry, former Texas Ranger Frank Hamer, hatchet wielding temperance leader Carrie Nation, the Hilton Siamese Twins, blues musician Leadbelly, oilman Silver Dollar Jim West, and many others. The Houston Police Department was one of the first cities in the South to adopt fingerprinting as an identification system and use the polygraph test, and under the leadership of its first African American police chief, Lee Brown, put the theory of neighborhood oriented policing into practice in the 1980s. The force has been embroiled in controversy and high profile criminal cases as well. Among the cases chronicled in the book are the Dean Corll, Dr. John Hill, and Sanford Radinsky murders; controversial cases involving the department’s crime lab; the killings of Randy Webster and Joe Campos Torres; and the Camp Logan, Texas Southern University, and Moody Park Riots.
Cow Boys and Cattle Men

Cowboys are an American legend, but despite ubiquity in history and popular culture, misperceptions abound. Technically, a cowboy worked with cattle, as a ranch hand, while his boss, the cattleman, owned the ranch. Jacqueline M. Moore casts aside romantic and one-dimensional images of cowboys by analyzing the class, gender, and labor histories of ranching in Texas during the second half of the nineteenth century.As working-class men, cowboys showed their masculinity through their skills at work as well as public displays in town. But what cowboys thought was manly behavior did not always match those ideas of the business-minded cattlemen, who largely absorbed middle-class masculine ideals of restraint. Real men, by these standards, had self-mastery over their impulses and didn't fight, drink, gamble or consort with \"unsavory\" women. Moore explores how, in contrast to the mythic image, from the late 1870s on, as the Texas frontier became more settled and the open range disappeared, the real cowboys faced increasing demands from the people around them to rein in the very traits that Americans considered the most masculine.Published in Cooperation with the William P.
