From Migrant to Worker
What happens when local unions begin to advocate for the rights of temporary migrant workers, asks Michele Ford in her sweeping study of seven Asian countries? Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries-Hong Kong, Malaysia, and Thailand-where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries-Japan and Taiwan, for example-where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.
Reforming Asian Labor Systems
InReforming Asian Labor Systems, Frederic C. Deyo examines the implications of post-1980s market-oriented economic reform for labor systems in China, South Korea, the Philippines, and Thailand. Adopting a critical institutionalist perspective, he explores the impact of elite economic interests and strategies, labor politics, institutional path dependencies, and changing economic circumstances on regimes of labor and social regulation in these four countries. Of particular importance are reform-driven socioeconomic and political tensions that, especially following the regional financial crisis of the late 1990s, have encouraged increased efforts to integrate social and developmental agendas with those of market reform. Through his analysis of the social economy of East and Southeast Asia, Deyo suggests that several Asian countries may now be positioned to repeat what they achieved in earlier decades: a prominent role in defining new international models of development and market reform that adapt to the pressures and constraints of the evolving world economy.
Organizing Insurgency
Workers in the Global South are doomed through economic imperialism to carry the burden of the entire world. While these workers appear isolated from the Global North, they are in fact deeply integrated into global commodity chains and essential to the maintenance of global capitalism. Looking at contemporary case studies in India, the Philippines and South Africa, this book affirms the significance of political and economic representation to the struggles of workers against deepening levels of poverty and inequality that oppress the majority of people on the planet. Immanuel Ness shows that workers are eager to mobilise to improve their conditions, and can achieve lasting gains if they have sustenance and support from political organisations. From the Dickensian industrial zones of Delhi to the agrarian oligarchy on the island of Mindanao, a common element remains – when workers organise they move closer to the realisation of socialism, solidarity and equality.
The Aggregate Productivity Effects of Internal Migration
We estimate the aggregate productivity gains from reducing barriers to internal labor migration in Indonesia, accounting for worker selection and spatial differences in human capital. We distinguish between movement costs, which mean workers will move only if they expect higher wages, and amenity differences, which mean some locations must pay more to attract workers. We find modest but important aggregate impacts. We estimate a 22 percent increase in labor productivity from removing all barriers. Reducing migration costs to the US level, a high-mobility benchmark, leads to a 7.1 percent productivity boost. These figures hide substantial heterogeneity. The origin population that benefits most sees a 104 percent increase in average earnings froma complete barrier removal, or a 25 percent gain from moving to the US benchmark.
FROM INSURGENCY TO MOVEMENT
This article provides a new analysis of Chinese labor politics. Most scholars suggest that China has no labor movement because Chinese labor protests are apolitical, cellular, and short-lived, and thus inconsistent with the properties of social movements identified in the political process model. By contrast, the author draws on Antonio Gramsci’s ideas regarding movements undermining hegemony and on ethnographic and archival research to demonstrate that the activities of movement-oriented labor nongovernmental organizations (MLNGOs) coupled with associated labor protests since 2011 constitute the embryo of a counterhegemonic labor movement. MLNGOs have reworked the hegemonic labor law system to undermine the regime’s legal fragmentation of workers, nurtured worker leaders who speak for and represent migrant workers to temporarily substitute for impotent workplace unions, and developed alternative organizational networks of labor organizing that challenged the union’s monopoly. This incipient counterhegemonic movement persisted several years after state repression in late 2015 but was curtailed by another wave of repression in January 2019. The very severity of state repression suggests that a movement countering hegemony has been formed.
THE CHANGING NATURE OF LABOR UNREST IN CHINA
A qualitative shift is underway in the nature of labor protest in China. Contrary to prior literature that characterized strikes as being largely defensive in nature, the authors suggest that since 2008, Chinese workers have been striking offensively for more money, better working conditions, and more respect from employers. They explain these developments using a \"political process\" model that suggests economic and political opportunities are sending \"cognitive cues\" to workers that they have increased leverage, leading them to be more assertive in their demands. Such cues include a growing labor shortage, new labor laws, and new media openness. Their argument is supported by a unique data set of strikes that the authors collected, two case studies of strikes in aerospace factories, and interviews with a variety of employment relations stakeholders.
Women in the sky : gender and labor in the making of modern Korea
Winner of the 2023 John K. Fairbank Prize and the 2023 James B. Palais Prize. Women in the Sky examines Korean women factory workers' century-long activism, from the 1920s to the present, with a focus on gender politics both in the labor movement and in the larger society. It highlights several key moments in colonial and postcolonial Korean history when factory women commanded the attention of the wider public, including the early-1930s rubber shoe workers' general strike in Pyongyang, the early-1950s textile workers' struggle in South Korea, the 1970s democratic union movement led by female factory workers, and women workers' activism against neoliberal restructuring in recent decades. Hwasook Nam asks why women workers in South Korea have been relegated to the periphery in activist and mainstream narratives despite a century of persistent militant struggle and indisputable contributions to the labor movement and successful democracy movement. Women in the Sky opens and closes with stories of high-altitude sit-ins—a phenomenon unique to South Korea—beginning with the rubber shoe worker Kang Churyong's sit-in in 1931 and ending with numerous others in today's South Korean labor movement, including that of Kim Jin-Sook. In Women in the Sky, Nam seeks to understand and rectify the vast gap between the crucial roles women industrial workers played in the process of Korea's modernization and their relative invisibility as key players in social and historical narratives. By using gender and class as analytical categories, Nam presents a comprehensive study and rethinking of the twentieth-century nation-building history of Korea through the lens of female industrial worker activism.
MOBILIZATION WITHOUT MOVEMENT
Drawing on a qualitative analysis of two recent labor disputes in Guangzhou and Shenzhen, this article asks: Why has a broad-based labor movement failed to emerge in contemporary China? Both pro-labor legislation and the existence of movement-oriented labor NGOs appear to provide opportunities and resources for workers to engage in organized action to expand workers’ rights. Two political mechanisms, however, help explain why a strong labor movement has not developed: 1) legislation and courtroom procedures and 2) official institutions that monopolize the space for representation—specifically the All-China Federation of Trade Unions (ACFTU). We call these two mechanisms “political fixes” and discuss how they interact to engender a feedback between the fragmentation of collective action during labor conflict and the continuous uptick in labor insurgency. This article contributes to labor movement theory: It puts greater emphasis on the institutional mechanisms that constrain labor, as opposed to sheer repression or economic factors.

Labour NGOs in China: A Real Force for Political Change?
The narrative about Chinese NGOs active in defending migrant workers' rights describes these organizations as increasingly powerful instruments through which Chinese people take part in public affairs, develop and articulate personal interests, and collectively form a more active and participatory citizenry. This article challenges not only the idea of labour NGOs as a progressive force for political change, but also the belief – widely shared among the international labour movement – that these organizations are sprouts of independent unionism in China. After a short overview of the historical process which led to the birth of labour NGOs in China, this article analyses the relations between these NGOs and four fundamental actors – the state, the workers, international donors and other NGOs – and argues that many of these organizations are struggling as a consequence of a substantial lack of “social capital.”
