Organizing Insurgency
Workers in the Global South are doomed through economic imperialism to carry the burden of the entire world. While these workers appear isolated from the Global North, they are in fact deeply integrated into global commodity chains and essential to the maintenance of global capitalism. Looking at contemporary case studies in India, the Philippines and South Africa, this book affirms the significance of political and economic representation to the struggles of workers against deepening levels of poverty and inequality that oppress the majority of people on the planet. Immanuel Ness shows that workers are eager to mobilise to improve their conditions, and can achieve lasting gains if they have sustenance and support from political organisations. From the Dickensian industrial zones of Delhi to the agrarian oligarchy on the island of Mindanao, a common element remains – when workers organise they move closer to the realisation of socialism, solidarity and equality.

Let workers move
Unlike the movement of capital, the movement of labor across countries remains highly restricted—despite the huge global returns to international labor mobility. If the benefits of temporary labor mobility are so great, why is there not more movement? Progress appears to have been stymied not by the forum of negotiations but by the political sensitivity associated with even temporary labor mobility. To circumvent this problem, the use of bilateral labor agreements, which are generally not part of trade agreements, has been proposed as an alternative means of increasing temporary labor mobility. This book analyses the viability and performance of these agreements as a complement to other efforts to liberalize the temporary movement of people. It is based on the experiences of sending and receiving countries in Europe, North America, the Caribbean, and the Pacific. Although bilateral labor agreements are not designed to promote services exports by the sending country, they can be used to do so. Countries can design flexible strategies that combine both international trade and bilateral labor agreements. Trade agreements can provide rules and disciplines that grant market access for a wide range of activities. In contrast, bilateral labor agreements can allow countries, especially developing countries, to focus on the temporary movement of very specific categories of workers, such as computer programmers or electricians within the construction sector. The experiences of some Caribbean countries, the Pacific Islands countries, and the Philippines illustrate the importance of shared responsibility—at the design, implementation, and institutional levels. At the design level, sending and receiving countries need to agree on a set of objectives and align the design to meet them. At the implementation level, joint and cooperative management involving state and nonstate actors on both sides is required. At the institution-building level, needs must be jointly diagnosed, capacity constraints addressed, and, if possible, progress monitored and evaluated. Bilateral labor agreements can be an attractive option for middle-income countries whose migratory flows are relatively small and do not generate fears in receiving countries. Source country governments should make credible commitments to ensure the temporary nature of these flows. In conjunction with the private sector, they should establish mechanisms for selecting the sectors to promote in target markets.

Globalization, wages, and the quality of jobs : five country studies
Since the early 1990s, most developing economies have become more integrated with the world's economy. Trade and foreign investment barriers have been progressively lifted and international trade agreements signed. These reforms have led to important changes in the structures of these economies. The labor markets have adjusted to these major changes, and workers were required to adapt to them in one way or another. In 2006, the Social Protection Unit of the World Bank launched an important research program to understand the impact that these profound structural changes have had on workers in developing countries. 'Globalization, Wages, and the Quality of Jobs: Five Country Studies' presents the findings and insights of this important research program. In particular, the authors present the similar experiences of low-income countries with globalization and suggest that low-income countries' working conditions have improved in the sectors exposed to globalization. However, 'Globalization, Wages, and the Quality of Jobs' also highlights concerns about the sustainability of these improvements and that the positive demonstration effects on the rest of the economy are unclear. The empirical literature that exists, although vast, does not lead to a consensus view on globalization's eventual impact on labor markets. Understanding the effects of globalization is crucial for governments concerned about employment, working conditions, and ultimately, poverty reduction. Beyond job creation, improving the quality of those jobs is an essential condition for achieving poverty reduction. 'Globalization, Wages, and the Quality of Jobs' adds to the existing literature in two ways. First, the authors provide a comprehensive literature review on the current wisdom on globalization and present a micro-based framework for analyzing globalization and working conditions in developing countries. Second, the authors apply this framework to five developing countries: Cambodia, El Salvador, Honduras, Indonesia, and Madagascar. This volume will be of interest to government policy makers, trade officials, and others working to expand the benefits of globalization to developing countries.
Labour relations and working conditions of workers on smallholder cocoa farms in Ghana
The millions of farm workers in the Global South are an important resource for smallholder producers. However, research on their labour organisation is limited. This article focuses on smallholder farm workers in Ghana’s cocoa sector, drawing on insights from qualitative interviews and the concept of bargaining power. We review the labour relations and working conditions of two historical and informally identified labour supply setups (LSSs) in Ghana’s cocoa sector, namely, hired labour and Abusa, a form of landowner–caretaker relations, and identify an imbalance of horizontal power. Further, we analyse the labour relations and working conditions of an emerging and formal LSS in Ghana’s cocoa sector: private labour providers (PLPs). We argue that PLPs are likely to address the imbalance of horizontal power between farm workers and smallholders and bring about significant improvements in the working conditions of farm workers. We also assess the sustainability potential and limitations of PLPs and argue that tensions exist. We contribute to the growing horizontal power perspective by providing avenues for research and policy related to promoting sustained labour rights for farm workers in smallholder agriculture in the Global South.
Populism in Place: The Economic Geography of the Globalization Backlash
A populist backlash to globalization has ushered in nationalist governments and challenged core features of the Liberal International Order. Although startling in scope and urgency, the populist wave has been developing in declining regions of wealthy countries for some time. Trade, offshoring, and automation have steadily reduced the number of available jobs and the wages of industrial workers since at least the 1970s. The decline in manufacturing employment initiated the deterioration of social and economic conditions in affected communities, exacerbating inequalities between depressed rural areas and small cities and towns, on the one hand, and thriving cities, on the other. The global financial crisis of 2008 catalyzed these divisions, as communities already in decline suffered deeper and longer economic downturns than metropolitan areas, where superstar knowledge, technology, and service-oriented firms agglomerate. We document many of these trends across the United States and Europe, and demonstrate that populist support is strongest in communities that experienced long-term economic and social decline. Institutional differences in labor markets and electoral rules across developed democracies may explain some of the variation in populists’ electoral success. Renewed support for the Liberal International Order may require a rejuvenation of distressed communities and a reduction of stark regional inequalities.
Measurement of Women’s Agency in Egypt
Despite widespread assumptions about women’s empowerment and agency in the Arab Middle East, psychometric research of these constructs is limited. Using national data from 6214 married women ages 16–49 who took part in the 2006 Egypt Labor Market Panel Survey, we applied factor analysis to explore and then to test the factor structure of women’s agency. We then used multiple indicator multiple cause structural equations models to test for differential item functioning (DIF) by women’s age at first marriage, a potential resource for women’s agency. Our results confirm that women’s agency in Egypt is multi-dimensional and comprised of their (1) influence in family decisions, including those reserved for men, (2) freedom of movement in public spaces, and (3) attitudes about gender, specifically violence against wives. These dimensions confirm those explored previously in selected rural areas of Egypt and South Asia. Yet, three items showed significant uniform DIF by women’s categorical age at first marriage, with and without a control for women’s age in years. Models adjusting for DIF and women’s age in years showed that women’s older age at first marriage was positively associated with the factor means for family decision-making and gender-violence attitudes, but not freedom of movement. Our findings reveal the value of our analytical strategy for research on the dimensions and determinants of women’s agency. Our approach offers a promising model to discern “hierarchies of evidence” for social policies and programs to enhance women’s empowerment.
