Why Is There No Labor Party in the United States?
Why is the United States the only advanced capitalist country with no labor party? This question is one of the great enduring puzzles of American political development, and it lies at the heart of a fundamental debate about the nature of American society. Tackling this debate head-on, Robin Archer puts forward a new explanation for why there is no American labor party--an explanation that suggests that much of the conventional wisdom about \"American exceptionalism\" is untenable. Conventional explanations rely on comparison with Europe. Archer challenges these explanations by comparing the United States with its most similar New World counterpart--Australia. This comparison is particularly revealing, not only because the United States and Australia share many fundamental historical, political, and social characteristics, but also because Australian unions established a labor party in the late nineteenth century, just when American unions, against a common backdrop of industrial defeat and depression, came closest to doing something similar. In the interest of others
In the Interest of Others develops a new theory of organizational leadership and governance to explain why some organizations expand their scope of action in ways that do not benefit their members directly. John Ahlquist and Margaret Levi document eighty years of such activism by the International Longshore and Warehouse Union in the United States and the Waterside Workers Federation in Australia. They systematically compare the ILWU and WWF to the Teamsters and the International Longshoremen's Association, two American transport industry labor unions that actively discouraged the pursuit of political causes unrelated to their own economic interests. Drawing on a wealth of original data, Ahlquist and Levi show how activist organizations can profoundly transform the views of members about their political efficacy and the collective actions they are willing to contemplate. They find that leaders who ask for support of projects without obvious material benefits must first demonstrate their ability to deliver the goods and services members expect. These leaders must also build governance institutions that coordinate expectations about their objectives and the behavior of members. In the Interest of Others reveals how activist labor unions expand the community of fate and provoke preferences that transcend the private interests of individual members. Ahlquist and Levi then extend this logic to other membership organizations, including religious groups, political parties, and the state itself.
'Making it together': 35 years on
Some official reports, such as the Australian Financial Complaints Authority report reviewed in this issue of 'Journal of Australian Political Economy', are white-wash jobs. Other reports offer blinkered views, as the two preceding reviews of the Productivity Commission report argue. However, some others offer balanced judgments and innovative ideas, even maturing and looking better as they age. A good example, published 35 years ago, is a report of the Senate Standing Committee on Industry Science and Development, chaired by Senator Bruce Childs, called 'Making it together: Manufacturing industry revitalization'.

The Rise and Decline of Australian Unionism: A History of Industrial Labour from the 1820s to 2010
In exploring the factors that contributed to the rise and decline of industrial labour in Australia, this article argues that support for unionism initially emerged from a working class that was a product of the country’s unusual economic history. In the twentieth century the implementation of systems of compulsory arbitration, devised to mediate industrial conflict, reinforced support for unionism. In 1948, however, support for unionism peaked and a long process of decline began as the working class constituency that had provided its social anchor disintegrated as a result of structural changes in the economy. The dismantling of arbitration after 1986 exacerbated this established pattern of decline, as did a growth in precarious employment and employer anti-union strategies.
“People Treated Me with Equality”: Indigenous Australians Visiting the Soviet Bloc during the Cold War
This paper discusses the entwining of Australian communists, trade unions and indigenous activists: a much-studied topic. However, I approach it from a “transnational” perspective, unearthing intersections between global ideas and local activism through a case study of how the Communist Party of Australia (CPA) and trade union bodies under its control or influence sent particular indigenous activists abroad during the 1950s and 1960s. It looks at why the CPA would invest the time and money in these trips, and what indigenous Australians thought they could get out of them. In so doing, it explores the possibilities and limits of this form of globally-centred solidarity, and adds a new dimension to our understanding of international communist and trade union politics.
Authentic Leaders: Women and Leadership in Australian Unions before World War II
What literature there is on women's trade union involvement in Australia in the late nineteenth and early twentieth centuries emphasises the barriers to women's activism. This article considers case studies of women who did become activists and leaders and argues that they shared a number of commonalities, especially related to family and community and to political convictions. It also analyses the strategies they employed to overcome a range of obstacles to their full participation in the union movement, and the extent to which they were successful.
In Pursuit of Union Leadership: Mary Bluett and Susan Hopgood and the Victorian Secondary Teachers Association, 1973-95
This article focuses on Mary Bluett's and Susan Hopgood's paths to leadership in the Victorian Secondary Teachers Association (VSTA) during the period 1973-95. It considers their role as activists in the transformation of a union and an occupation, which was to have far-reaching effects on the wider society through the state education system. The circumstances that propelled them into union activism are examined as well as a consideration of the importance of their family background, the commitment to social justice and their exposure to feminism from an understanding of the power structures in society. Their collective and strategic approach was developed in the women's caucus, the Open Sub-Committee on Women (OSCW) which was established in 1974 in the face of strong opposition within the union. The development of the union's affirmative action policy provided women such as Bluett and Hopgood with the opportunity to reach positions of leadership in the VSTA and later in the Australian Education Union (AEU) at both branch and national level.
