Meticulously researched and beautifully written, Fit to Be Citizens? demonstrates how both science and public health shaped the meaning of race in the early twentieth century. Through a careful examination of the experiences of Mexican, Japanese, and Chinese immigrants in Los Angeles, Natalia Molina illustrates the many ways local health officials used complexly constructed concerns about public health to demean, diminish, discipline, and ultimately define racial groups. She shows how the racialization of Mexican Americans was not simply a matter of legal exclusion or labor exploitation, but rather that scientific discourses and public health practices played a key role in assigning negative racial characteristics to the group. The book skillfully moves beyond the binary oppositions that usually structure works in ethnic studies by deploying comparative and relational approaches that reveal the racialization of Mexican Americans as intimately associated with the relative historical and social positions of Asian Americans, African Americans, and whites. Its rich archival grounding provides a valuable history of public health in Los Angeles, living conditions among Mexican immigrants, and the ways in which regional racial categories influence national laws and practices. Molina's compelling study advances our understanding of the complexity of racial politics, attesting that racism is not static and that different groups can occupy different places in the racial order at different times.
Rethinking labour migration: Covid-19, essential work, and systemic resilience

Many of the ‘essential workers’ during the Covid-19 pandemic are migrants, playing an important role for the continued functioning of basic services – notably health services, social care, and food supply chains. We argue that this role should be taken into account when assessing the impacts of migrant workers and in the design of labour migration and related public policies. Existing studies highlight how the employment of migrant workers in essential services is shaped by interests of employers, sectoral policies, and national institutions. Considerations of how migrants may affect the systemic resilience of essential services – in a pandemic or similar crises – are pervasively absent, not only in policy-making but also in research. Drawing on several disciplines, we outline the concept of systemic resilience and develop implications for the analysis and regulation of labour migration. We call for shifting the focus from the role of migrants in specific occupations and sectors in particular countries to transnational systems of production and service provision. To study how migrant workers affect systemic resilience, we propose an agenda for comparative research along three lines: comparing migrants to citizens within the same system, comparing migrants’ roles across systems, and comparing strategies for resilience adopted in different systems.

Migration Infrastructure

Based on the authors’ long‐term field research on low‐skilled labor migration from China and Indonesia, this article establishes that more than ever labor migration is intensively mediated. Migration infrastructure – the systematically interlinked technologies, institutions, and actors that facilitate and condition mobility – serves as a concept to unpack the process of mediation. Migration can be more clearly conceptualized through a focus on infrastructure rather than on state policies, the labor market, or migrant social networks alone. The article also points to a trend of “infrastructural involution,” in which the interplay between different dimensions of migration infrastructure make it self‐perpetuating and self‐serving, and impedes rather than enhances people's migratory capability. This explains why labor migration has become both more accessible and more cumbersome in many parts of Asia since the late 1990s. The notion of migration infrastructure calls for research that is less fixated on migration as behavior or migrants as the primary subject, and more concerned with broader societal transformations.

The Price of Rights

Many low-income countries and development organizations are calling for greater liberalization of labor immigration policies in high-income countries. At the same time, human rights organizations and migrant rights advocates demand more equal rights for migrant workers. The Price of Rights shows why you cannot always have both. Examining labor immigration policies in over forty countries, as well as policy drivers in major migrant-receiving and migrant-sending states, Martin Ruhs finds that there are trade-offs in the policies of high-income countries between openness to admitting migrant workers and some of the rights granted to migrants after admission. Insisting on greater equality of rights for migrant workers can come at the price of more restrictive admission policies, especially for lower-skilled workers. Ruhs advocates the liberalization of international labor migration through temporary migration programs that protect a universal set of core rights and account for the interests of nation-states by restricting a few specific rights that create net costs for receiving countries. The Price of Rights analyzes how high-income countries restrict the rights of migrant workers as part of their labor immigration policies and discusses the implications for global debates about regulating labor migration and protecting migrants. It comprehensively looks at the tensions between human rights and citizenship rights, the agency and interests of migrants and states, and the determinants and ethics of labor immigration policy.
Migration and Development: A Theoretical Perspective

The debate on migration and development has swung back and forth like a pendulum, from developmentalist optimism in the 1950s and 1960s, to neo-Marxist pessimism over the 1970s and 1980s, towards more optimistic views in the 1990s and 2000s. This paper argues how such discursive shifts in the migration and development debate should be primarily seen as part of more general paradigm shifts in social and development theory. However, the classical opposition between pessimistic and optimistic views is challenged by empirical evidence pointing to the heterogeneity of migration impacts. By integrating and amending insights from the new economics of labor migration, livelihood perspectives in development studies and transnational perspectives in migration studies — which share several though as yet unobserved conceptual parallels — this paper elaborates the contours of a conceptual framework that simultaneously integrates agency and structure perspectives and is therefore able to account for the heterogeneous nature of migration-development interactions. The resulting perspective reveals the naivety of recent views celebrating migration as self-help development \"from below\". These views are largely ideologically driven and shift the attention away from structural constraints and the vital role of states in shaping favorable conditions for positive development impacts of migration to occur.

BREADWINNING WIVES AND \LEFT-BEHIND\ HUSBANDS: Men and Masculinities in the Vietnamese Transnational Family

This article explores an aspect of women's transnational labor migration that has been understudied in many labor-sending countries: how men experience shifts in the household labor division triggered by women's migration. In so doing, we shed light on the diverse ways notions of masculinity and gender identities are being reworked and renegotiated in the transnational family. Drawing on qualitative data collected from in-depth interviews with carers of left-behind children in Northern Vietnam, we show how men are confronted with the need to take on child care duties, which have traditionally been ascribed to women, while at the same time being under considerable pressure to live up to locally accepted masculinity ideals. We provide interesting insights into the changing family structures and dynamics in Vietnamese society where patriarchal norms continue to exert significant influence on different facets of life.

LABOR SUPPLY SHOCKS, NATIVE WAGES, AND THE ADJUSTMENT OF LOCAL EMPLOYMENT

By exploiting a commuting policy that led to a sharp and unexpected inflow of Czech workers to areas along the German-Czech border, we examine the impact of an exogenous immigration-induced labor supply shock on local wages and employment of natives. On average, the supply shock leads to a moderate decline in local native wages and a sharp decline in local native employment. These average effects mask considerable heterogeneity across groups: while younger natives experience larger wage effects, employment responses are particularly pronounced for older natives. This pattern is inconsistent with standardmodels of immigration but can be accounted for by a model that allows for a larger labor supply elasticity or a higher degree of wage rigidity for older than for young workers. We further show that the employment response is almost entirely driven by diminished inflows of natives into work rather than outflows into other areas or nonemployment, suggesting that “outsiders” shield “insiders” from the increased competition.

The Aggregate Productivity Effects of Internal Migration

We estimate the aggregate productivity gains from reducing barriers to internal labor migration in Indonesia, accounting for worker selection and spatial differences in human capital. We distinguish between movement costs, which mean workers will move only if they expect higher wages, and amenity differences, which mean some locations must pay more to attract workers. We find modest but important aggregate impacts. We estimate a 22 percent increase in labor productivity from removing all barriers. Reducing migration costs to the US level, a high-mobility benchmark, leads to a 7.1 percent productivity boost. These figures hide substantial heterogeneity. The origin population that benefits most sees a 104 percent increase in average earnings froma complete barrier removal, or a 25 percent gain from moving to the US benchmark.

The Household Registration System and Migrant Labor in China: Notes on a Debate

The household registration (hukou) system in China, classifying each person as a rural or an urban resident, is a major means of controlling populatin mobility and determining eligibility for state-provided services and welfare. Established in the late 1950s, it was initially used to bar rural-to-urban migration. After the late 1970s reforms, an inflow of rural migrant workers was allowed into the cities to meet labor demands in the burgeoning export industries and urban services without, however, changing the migrants' registered status, thus precluding their access to subsidized housing and other benefits available to those with urban registration. While there have been many calls for reforming this system, progress has been limited. Proposed reforms have attracted increasing academic and media attention.

Trade, Migration, and Productivity

We study how goods- and labor-market frictions affect aggregate labor productivity in China. Combining unique data with a general equilibrium model of internal and international trade, and migration across regions and sectors, we quantify the magnitude and consequences of trade and migration costs. The costs were high in 2000, but declined afterward. The decline accounts for 36 percent of the aggregate labor productivity growth between 2000 and 2005. Reductions in internal trade and migration costs are more important than reductions in external trade costs. Despite the decline, migration costs are still high and potential gains from further reform are large.
