At the end of the Second World War, mass forced migration and population movement accompanied the collapse of Nazi Germany's occupation and the start of Soviet domination in East-Central Europe. Hugo Service examines the experience of Poland's new territories, exploring the Polish Communist attempt to 'cleanse' these territories in line with a nationalist vision, against the legacy of brutal wartime occupations of Central and Eastern Europe by Nazi Germany and the Soviet Union. The expulsion of over three million Germans was intertwined with the arrival of millions of Polish settlers. Around one million German citizens were categorised as 'native Poles' and urged to adopt a Polish national identity. The most visible traces of German culture were erased. Jewish Holocaust survivors arrived and, for the most part, soon left again. Drawing on two case studies, the book exposes how these events varied by region and locality.
The Colonial State as a Social Field: Ethnographic Capital and Native Policy in the German Overseas Empire before 1914

What led modern colonizers to treat their subject populations in radically differing ways, ranging from genocide to efforts to \"salvage\" precolonial cultures? In Southwest Africa, Germany massacred the Ovaherero and Witbooi; in Samoa, Germany pursued a program of cultural retraditionalization; and in the Chinese leasehold colony of Qingdao/Kiaochow, the Germans moved from policies of racialized segregation to a respectful civilizational exchange. Bourdieu is not generally seen as a theorist of empire, despite the partial genesis of his lifelong research program in the late colonial crucible of French Algeria (Bourdieu 1958; Yacine 2004). Nonetheless, Bourdieu's theoretical work-most notably his conceptions of field and capital-helps solve the main riddle of the colonial state. Different European social groups competed inside the colonial state field for a specific form of symbolic capital: ethnographic capital. This involved exhibiting an alleged talent for judging the culture and character of the colonized, a gift for understanding \"the natives.\" Competitive dynamics among the colonial rulers decisively shaped the ongoing production of native policies. Policy formation was also influenced by geopolitical and economic interests, responses by the colonized, and the metropolitan government's final authority in appointing and dismissing colonial officials. The effects of these additional mechanisms were typically mediated by the internal dynamics of the semi-autonomous colonial state.

Low-educated immigrants and the social relevance of second language acquisition research

Since the 1980s decoupling of the formal study of second language acquisition from pedagogical concerns, the social relevance of such research has been of little concern. Early studies, in the 1970s, of uninstructed adult learners' acquisition of morphosyntax pointed to social implications: these working class immigrants had varying levels of schooling, and it turned out that those with the least education made the slowest progress. With a shift in interest to consideration of poverty of the stimulus effects, researchers no longer needed to rely on adults who were uninstructed in the second language (L2) while immersed in the target language. Reliance on easy-to-recruit middle-class secondary school and university participants has had the – unintended – consequence of diminishing the attention paid to socially excluded adult L2 learners. This has left a range of language-external factors unaddressed in second language acquisition (SLA) at the international level; however, at the local level, interest in the language acquisition and literacy development of adult immigrants has risen along with increased immigration by adults with little or no native language schooling. These adults face considerable challenges in acquiring the linguistic competence and literacy skills that support participation in the economic and social life of their new communities. Those who teach such adults have very little SLA research to refer to in dealing with increasingly politicized policies and worsening provision. A return to the type of studies conducted in West Germany and the rest of Europe in the 1970s and 1980s would serve this population of learners well.

Selective Memory: British Perceptions of the Herero-Nama Genocide, 1904-1908 and 1918

This article examines British officials' perceptions of, and degree of involvement in, the Herero-Nama war and subsequent genocide in German South-West Africa in 1904-1908. By examining contemporary British correspondence on this event and comparing it to the British 'Blue Book' of 1918, the article shows that British officials were far more interested in retaining stability than in the suffering of Africans in German territory at the time of the genocide. Nevertheless, by 1918 they used this event as an instrument to confiscate Germany's colonies. Being part of a wider transnational approach to German colonial history, this article challenges the idea of German colonial exceptionalism and the approach to this genocide within a historical framework of the Third Reich. Instead, this event should be understood within the wider transnational context of imperial history.

Turkish Migrant Writers in Europe: Mehmed Uzun in Sweden and Aras Ören in West Germany

The literatures that have emerged from post-war Turkish migration to Europe have become a topic of discussion since the 1980s. However, studies comparing the emergence of these literatures in different European contexts are rare. This article compares Sweden and West Germany, two contexts where migration from Turkey has a similar history, but where the resulting literatures differ massively due to different political and literary conditions. Multicultural, and in particular multilingual, public policies in Sweden have facilitated the emergence of a Kurdish diaspora literature; this then became a major impetus for the emergence of a Kurdish literature in Turkey when it was finally possible to write and publish in Kurdish there in the 1990s. The emergence of the New Left in West Germany, reflected in a re-awakened workers’ literature and new left-wing publishing houses in the German literary field, has provided publishing opportunities for Turkish migrant writers influenced by a socialist internationalist tradition in the 1970s. These works laid the foundation for a literary tradition that has since come to be regarded as having changed the understanding of what it means to be German.

German Memory Contests

Since unification in 1990, Germany has seen a boom in the confrontation with memory, evident in a sharp increase in novels, films, autobiographies, and other forms of public discourse that engage with the long-term effects of National Socialism across generations. Taking issue with the concept of 'Vergangenheitsbewältigung,' or coming to terms with the Nazi past, which after 1945 guided nearly all debate on the topic, the contributors to this volume view contemporary German culture through the more dynamic concept of 'memory contests,' which sees all forms of memory, public or private, as ongoing processes of negotiating identity in the present. Touching on gender, generations, memory and postmemory, trauma theory, ethnicity, historiography, and family narrative, the contributions offer a comprehensive picture of current German memory debates, in so doing shedding light on the struggle to construct a German identity mindful of but not wholly defined by the horrors of National Socialism and the Holocaust. Tales from the Bretton Woods

An analogy has been made between the collapse of the Bretton Woods system in 1971 and the recent Eurozone crisis. The build up of TARGET balances in the Eurosystem of Central Banks after 2007 with the GIPS (deficit countries having large liabilities) and Germany (a surplus country) with large claims is seen as similar to the rising and persistent balance of payments deficits and declining gold reserves by the United States as center country of the BWS gold dollar standard in the 1960s. This paper argues that a better Bretton Woods analogy is between the UK which ran persistent balance of payments deficits reflecting low productivity growth and overly expansionary financial policies (an analogy to the GIPS) countries with West Germany which ran persistent balance of payments surpluses reflecting high productivity and conservative financial policies (analogous to Germany today). However Bretton Woods is very different from the Eurozone in many dimensions. An even better analogy than BWS is a comparison of the clearing mechanism in the U.S..--The Gold Settlement account—with the Target payments mechanism for the Eurozone. In the early 1930s massive gold flows from the interior, hard hit by banking panics, to New York City were similar to the payments imbalances within the Eurozone in the recent crisis. The Federal Reserve did little to accommodate the demands for liquidity leading to a collapse of the payments system in March 1933. By contrast the build up of TARGET reflected full accommodation of the liquidity demands of the member states. TARGET represented an institutional innovation that prevented a repeat of the 1930s payments crisis.

In the wide-ranging and innovative essays ofCultures in Motion, a dozen distinguished historians offer new conceptual vocabularies for understanding how cultures have trespassed across geography and social space. From the transformations of the meanings and practices of charity during late antiquity and the transit of medical knowledge between early modern China and Europe, to the fusion of Irish and African dance forms in early nineteenth-century New York, these essays follow a wide array of cultural practices through the lens of motion, translation, itinerancy, and exchange, extending the insights of transnational and translocal history.
Cultures in Motionchallenges the premise of fixed, stable cultural systems by showing that cultural practices have always been moving, crossing borders and locations with often surprising effect. The essays offer striking examples from early to modern times of intrusion, translation, resistance, and adaptation. These are histories where nothing--dance rhythms, alchemical formulas, musical practices, feminist aspirations, sewing machines, streamlined metals, or labor networks--remains stationary.

Higher Education in Germany: Fragmented Change Amid Paradigm Shifts

After the two German states unified in 1990, the tendency to transplant West German practices to the former East Germany was particularly pronounced in areas where systemic differences and perceived inefficiency met ideological reservations. The higher education system was among them. Comprehensive institutional, policy, and personnel transfer from West to East ensued. Starting in the mid 1990s after many failed initiatives, however, new policies were launched in the unified Germany. Reinforced by feedback from institutional and policy transfer to the East, factors such as Europeanization and globalization empowered newly formed advocacy coalitions to advance a reform agenda. Competition and performance seeded other ideas, prominent among them diversification, internationalization, autonomy, and accountability. Existing institutions and firmly rooted traditions still condition and limit change, and reforming the reforms has become commonplace. Differentiation among Länder and higher education institutions has become more pronounced, adding to the variety of outcomes. In ways unforeseen in 1990, some areas of the German higher education system have seen paradigmatic change, while others have survived relatively unscathed. The recalibration of the system continues, and reform pressure persists.
