The urban hierarchy and domestic migration: the interaction of internal migration, disposable income and the cost of living, Sweden 1993–2002
This article examines household gains and losses from migration within the Swedish urban hierarchy. The central questions focus on whether increases in disposable income outweigh the associated changes in housing costs, especially with movements up (and down) the urban hierarchy, to (and from) larger and more expensive population-growth regions. The questions are addressed using Swedish Census data for 3.5 million individuals and two fixed-effect panel models are estimated for four consecutive time-periods, 1993–2002. The results consistently show relatively higher increases in disposable income moving up the urban hierarchy. Taking changes in housing expenditure into account, this pattern is however reversed; the largest gains are made by households moving from larger to smaller labour markets, a significantly smaller share of total domestic migration. The results point to factors beyond short-term nominal income gains as important in explaining the bulk of domestic migration.
Internal labor mobility in Central Europe and the Baltic region
Large regional disparities in labor market indicators exist in Central Europe and the Baltic region. Such disparities appear to be persistent over time indicating, in part, a lack of flexibility in the prevailing adjustment mechanisms. Internal labor mobility is often seen as an important instrument to reduce adjustment costs when other mechanisms fail. Drawing from a variety of data sources and utilizing a common empirical framework and estimation strategy, this study identifies patterns and statistical profiles of geographical mobility. It finds internal migration to be generalily low and highly concentrated among better-educated, young, and single workers. This suggests that migration is more likely to reinforce existing inequalities than to act as an equalizing phenomenon. By way of contrast, commuting flows have grown over time and are more responsive to regional economic differentials. The findings suggest the need for appropriate and country-tailored policy measures designed to increase the responsiveness of labor flows to market conditions.
Commuter Effects on Local Labour Markets
This paper offers an exploratory investigation of the effects of inbound commuter flows on employment in regional labour markets in Germany. For this purpose, the paper distinguishes three main channels that may transmit the effects concerned: a crowding-out mechanism and two labour demand effects—namely, an aggregate demand effect and a positive externality on vacancy creation. The results bring to light that, on the whole, commuter flows have a positive and robust effect on both employment and the number of jobs in the receiving labour market districts, but a distinctly negative effect on the share of jobs filled by resident workers. The implications of the results are interpreted and, finally, ways are suggested in which the analysis could be improved and expanded.
Urban labor markets in Sub-Saharan Africa
Although labor is usually the unique asset upon which poor people can make a living, little is known about the functioning of labor markets in Sub-Saharan Africa. The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Part IV addresses some key coping mechanisms and private responses, with a focus on migration and child labor. The book concludes with recommendations for future research.
The Growth of Low-Skill Service Jobs and the Polarization of the US Labor Market
We offer a unified analysis of the growth of low-skill service occupations between 1980 and 2005 and the concurrent polarization of US employment and wages. We hypothesize that polarization stems from the interaction between consumer preferences, which favor variety over specialization, and the falling cost of automating routine, codifiable job tasks. Applying a spatial equilibrium model, we corroborate four implications of this hypothesis. Local labor markets that specialized in routine tasL · differentially adopted information technology, reallocated low-skill labor into service occupations (employment polarization), experienced earnings growth at the tails of the distribution (wage polarization), and received inflows of skilled labor.
The China Syndrome: Local Labor Market Effects of Import Competition in the United States
We analyze the effect of rising Chinese import competition between 1990 and 2007 on US local labor markets, exploiting cross-market variation in import exposure stemming from initial differences in industry specialization and instrumenting for US imports using changes in Chinese imports by other high-income countries. Rising imports cause higher unemployment, lower labor force participation, and reduced wages in local labor markets that house importcompeting manufacturing industries. In our main specification, import competition explains one-quarter of the contemporaneous aggregate decline in US manufacturing employment. Transfer benefits payments for unemployment, disability, retirement, and healthcare also rise sharply in more trade-exposed labor markets.
The China Shock: Learning from Labor-Market Adjustment to Large Changes in Trade
China's emergence as a great economic power has induced an epochal shift in patterns of world trade. Simultaneously, it has challenged much of the received empirical wisdom about how labor markets adjust to trade shocks. Alongside the heralded consumer benefits of expanded trade are substantial adjustment costs and distributional consequences. These impacts are most visible in the local labor markets in which the industries exposed to foreign competition are concentrated. Adjustment in local labor markets is remarkably slow, with wages and labor-force participation rates remaining depressed and unemployment rates remaining elevated for at least a full decade after the China trade shock commences. Exposed workers experience greater job churning and reduced lifetime income. At the national level, employment has fallen in the US industries more exposed to import competition, as expected, but offsetting employment gains in other industries have yet to materialize. Better understanding when and where trade is costly, and how and why it may be beneficial, is a key item on the research agenda for trade and labor economists.
The Uneven Geography of Racial and Ethnic Wage Inequality: Specifying Local Labor Market Effects
This article extends research on intermetropolitan and regional wage inequality through an investigation of the uneven geography of racial and ethnic wage inequality across metropolitan labor markets. Prior geographic studies largely restricted analysis of the source of intermetropolitan wage disparities to differences in industrial structure. The study described in this article further expands the analysis of labor market effects by conceptually describing and empirically analyzing the effects of three significant racial labor market institutions: public employment, unionization, and the penal system. I investigate these effects as part of a more extensive analysis of how local labor market structure-comprised of industrial mix, demographic composition, and institutional and regulatory arrangements-matters in mediating racial wage inequality. I use data from the 2000 U.S. Census and multilevel methods to analyze the wage differentials of African American and native- and foreign-born Latino men relative to whites across 186 U.S. metropolitan areas. Local labor market structure mediates different types of racial wage inequality in distinct ways: Regulatory context matters most for the relative wages of African Americans; both regulatory context and industrial mix influence the relative wages of native-born Latinos; and industrial composition matters most for the relative wages of foreign-born Latinos. Against these broad patterns of difference, not all effects-especially regulatory and institutional effects-are singularly group specific. Unionization shores up wages for both white and black high school-educated workers and mitigates racial wage inequality. Higher minimum wage rates boost the relative wages of high school-educated whites and native-born Latinos.
Peer Effects in the Workplace
Existing evidence on peer effects in the productivity of coworkers stems from either laboratory experiments or real-world studies referring to a specific firm or occupation. In this paper, we aim at providing more generalizable results by investigating a large local labor market, with a focus on peer effects in wages rather than productivity. Our estimation strategy—which links the average permanent productivity of workers' peers to their wages—circumvents the reflection problem and accounts for endogenous sorting of workers into peer groups and firms. On average over all occupations, and in the type of high-skilled occupations investigated in studies on knowledge spillover, we find only small peer effects in wages. In the type of low-skilled occupations analyzed in extant studies on social pressure, in contrast, we find larger peer effects, about one-half the size of those identified in similar studies on productivity.
