The Geography of Opportunity: Race and Housing Choice in Metropolitan America
A popular version of history trumpets the United States as a diverse \"nation of immigrants,\" welcome to all. The truth, however, is that local communities have a long history of ambivalence toward new arrivals and minorities. Persistent patterns of segregation by race and income still exist in housing and schools, along with a growing emphasis on rapid metropolitan development (sprawl) that encourages upwardly mobile families to abandon older communities and their problems. This dual pattern is becoming increasingly important as America grows more diverse than ever and economic inequality increases. Two recent trends compel new attention to these issues. First, the geography of race and class represents a crucial litmus test for the new \"regionalism\"-the political movement to address the linked fortunes of cities and suburbs. Second, housing has all but disappeared as a major social policy issue over the past two decades. This timely book shows how unequal housing choices and sprawling development create an unequal geography of opportunity. It emerges from a project sponsored by the Civil Rights Project at Harvard University in collaboration with the Joint Center for Housing Studies and the Brookings Institution. The contributors-policy analysts, political observers, social scientists, and urban planners-document key patterns, their consequences, and how we can respond, taking a hard look at both successes and failures of the past. Place still matters, perhaps more than ever. High levels of segregation shape education and job opportunity, crime and insecurity, and long-term economic prospects. These problems cannot be addressed effectively if society assumes that segregation will take care of itself. Low Income Homeownership: Examining the Unexamined Goal
A generation ago little attention was focused on low-income homeownership. Today homeownership rates among under-served groups, including low-income households and minorities, have risen to record levels. These groups are no longer at the margin of the housing market; they have benefited from more flexible underwriting standards and greater access to credit. However, there is still a racial/ethnic gap and the homeownership rates of minority and low-income households are still well below the national average. This volume gathers the observations of housing experts on low-income homeownership and its effects on households and communities. The book is divided into five chapters which focus on the following subjects: homeownership trends in the 1990s; overcoming borrower constraints; financial returns to low-income homeowners; low-income loan performance; and the socioeconomic impact of homeownership.

Application of global positioning system methods for the study of obesity and hypertension risk among low-income housing residents in New York City: a spatial feasibility study
The purpose of this study was to evaluate the feasibility of using global positioning system (GPS) methods to understand the spatial context of obesity and hypertension risk among a sample of low-income housing residents in New York City (n = 120). GPS feasibility among participants was measured with a pre- and post-survey as well as adherence to a protocol which included returning the GPS device as well as objective data analysed from the GPS devices. We also conducted qualitative interviews with 21 of the participants. Most of the sample was overweight (26.7%) or obese (40.0%). Almost one-third (30.8%) was pre-hypertensive and 39.2% was hypertensive. Participants reported high ratings of GPS acceptability, ease of use and low levels of wear-related concerns in addition to few concerns related to safety, loss or appearance, which were maintained after the baseline GPS feasibility data collection. Results show that GPS feasibility increased over time. The overall GPS return rate was 95.6%. Out of the total of 114 participants with GPS, 112 (98.2%) delivered at least one hour of GPS data for one day and 84 (73.7%) delivered at least one hour on 7 or more days. The qualitative interviews indicated that overall, participants enjoyed wearing the GPS devices, that they were easy to use and charge and that they generally forgot about the GPS device when wearing it daily. Findings demonstrate that GPS devices may be used in spatial epidemiology research in low-income and potentially other key vulnerable populations to understand geospatial determinants of obesity, hypertension and other diseases that these populations disproportionately experience.
The unseen politics of public housing : resident councils, communities, and change
The Department of Housing and Urban Development (HUD) emphasizes the word 'community' for building economic development, citizen participations, and revitalization of facilities and services in urban and rural areas. Resident Councils are one way to develop and build community among residents of public housing. Despite HUD stressing community building in public housing and investing money and policies around it, there are some resident councils that are not fulfilling the expectations of HUD. This book is my attempt to describe and explain HUD’s expectations for the resident council as an active agent for community building and the actual practices of the resident council. I argue that policies and regulations of resident councils which exist to support the effectiveness of the resident council in creating and implementing community-building, self-sufficiency, and empowerment activities and goals in a public housing community may do more harm than good. The Department of Housing and Urban Development invests and spends billions on Public Housing Programs (6.6 billion in 2013). The majority of the 1.2 million people who live in public housing do not live in large urban areas with thousands of people confined to a certain space. The majority of public housing units (90%) have fewer than 500 units. These smaller units and the people that live in them tend to go unnoticed. This ethnographic case study focuses on explaining and understanding the factors and constraints that exist between HUD's expectations for the resident council as an active agent for community building and the actual practices of the resident council. To explain the disjunction — in fact, to determine if such disjunctions identified by Rivertown council members are real. Using the tenets of Critical Race Theory allows us to understand what forces — either real or imagined, structural or cultural — prevent the resident council from being an effective agent for change in the public housing community.

The Effect of the Earned Income Tax Credit on Housing and Living Arrangements
As rents have risen and wages have not kept pace, housing affordability in the United States has declined over the last 15 years, impacting the housing and living arrangements of low-income families. Housing subsidies improve the housing situations of low-income families, but less than one in four eligible families receive a voucher. In this article, we analyze whether one of the largest anti-poverty programs in the United States—the Earned Income Tax Credit (EITC)—affects the housing (eviction, homelessness, and affordability) and living arrangements (doubling up, number of people in the household, and crowding) of low-income families. Using the Current Population Survey, the American Community Survey/decennial census, and the Fragile Families and Child Wellbeing Study, we employ a parameterized difference-in-differences strategy to examine whether policy-induced expansions to the EITC affect the housing and living arrangements of single mothers. Results suggest that a $1,000 increase in the EITC improves housing by reducing housing cost burdens, but it has no effect on eviction or homelessness. Increases in the EITC also reduce doubling up (living with additional, nonnuclear family adults)—in particular, doubling up in someone else's home—and reduce three-generation/multigenerational coresidence, suggesting that mothers have a preference to live independently. We find weak evidence for a reduction in overall household size, yet the EITC does reduce household crowding. Although the EITC is not an explicit housing policy, expansions to the EITC are generally linked with improved housing outcomes for single mothers and their children.
Neighborhood Effects on the Long-Term Well-Being of Low-Income Adults
Nearly 9 million Americans live in extreme-poverty neighborhoods, places that also tend to be racially segregated and dangerous. Yet, the effects on the well-being of residents of moving out of such communities into less distressed areas remain uncertain. Using data from Moving to Opportunity, a unique randomized housing mobility experiment, we found that moving from a high-poverty to lower-poverty neighborhood leads to long-term (10- to 15-year) improvements in adult physical and mental health and subjective well-being, despite not affecting economic self-sufficiency. A 1—standard deviation decline in neighborhood poverty (13 percentage points) increases subjective well-being by an amount equal to the gap in subjective well-being between people whose annual incomes differ by $13,000—a large amount given that the average control group income is $20,000. Subjective well-being is more strongly affected by changes in neighborhood economic disadvantage than racial segregation, which is important because racial segregation has been declining since 1970, but income segregation has been increasing.
