Employee Voice in Emerging Economies
Within the labor relations paradigm, employee voice is broadly defined as the ways and means through which employees 'have a say' and influence organizational issues at work. Whilst we know much about employee voice in the Anglo-American (developed) world, we know much less about how employee voice operates in emerging economies. This volume explores the nature of employee voice in four emerging economies: Argentina, China, India and South Korea. The volume brings together an internationally renowned group of contributors who are experts in their field and an authority on their countries, to combine cutting edge research and theory in this essential exploration of voice in emerging economies.  This volume identifies, inter alia, novel forms and channels of employee voice, new institutional and informal actors, new challenges to social dialogue and representation in emerging economies, and, the importance of cultural norms in predicting employee voice behaviors. The volume therefore provides a timely challenge to the predominant assumptions that underline the nature, operation and effectiveness of employee voice in the Western world.
Recentralization within decentralization: County hospital autonomy under devolution in Kenya
In 2013, Kenya transitioned into a devolved system of government with a central government and 47 semi-autonomous county governments. In this paper, we report early experiences of devolution in the Kenyan health sector, with a focus on public county hospitals. Specifically, we examine changes in hospital autonomy as a result of devolution, and how these have affected hospital functioning. We used a qualitative case study approach to examine the level of autonomy that hospitals had over key management functions and how this had affected hospital functioning in three county hospitals in coastal Kenya. We collected data by in-depth interviews of county health managers and hospital managers in the case study hospitals (n = 21). We adopted the framework proposed by Chawla et al (1995) to examine the autonomy that hospitals had over five management domains (strategic management, finance, procurement, human resource, and administration), and how these influenced hospital functioning. Devolution had resulted in a substantial reduction in the autonomy of county hospitals over the five key functions examined. This resulted in weakened hospital management and leadership, reduced community participation in hospital affairs, compromised quality of services, reduced motivation among hospital staff, non-alignment of county and hospital priorities, staff insubordination, and compromised quality of care. Increasing the autonomy of county hospitals in Kenya will improve their functioning. County governments should develop legislation that give hospitals greater control over resources and key management functions.
Good Jobs, Bad Jobs
Good Jobs, Bad Jobs provides an insightful analysis of how and why precarious employment is gaining ground in the labor market and the role these developments have played in the decline of the middle class. Kalleberg shows that by the 1970s, government deregulation, global competition, and the rise of the service sector gained traction, while institutional protections for workers—such as unions and minimum-wage legislation—weakened. Together, these forces marked the end of postwar security for American workers. The composition of the labor force also changed significantly; the number of dual-earner families increased, as did the share of the workforce comprised of women, non-white, and immigrant workers. Of these groups, blacks, Latinos, and immigrants remain concentrated in the most precarious and low-quality jobs, with educational attainment being the leading indicator of who will earn the highest wages and experience the most job security and highest levels of autonomy and control over their jobs and schedules. Kalleberg demonstrates, however, that building a better safety net—increasing government responsibility for worker health care and retirement, as well as strengthening unions—can go a long way toward redressing the effects of today’s volatile labor market. There is every reason to expect that the growth of precarious jobs—which already make up a significant share of the American job market—will continue. Good Jobs, Bad Jobs deftly shows that the decline in U.S. job quality is not the result of fluctuations in the business cycle, but rather the result of economic restructuring and the disappearance of institutional protections for workers. Only government, employers and labor working together on long-term strategies—including an expanded safety net, strengthened legal protections, and better training opportunities—can help reverse this trend.
Multiple pathways linking environmental knowledge and awareness to employees’ green behavior
Purpose The purpose of the present research is to investigate the impact of environmental knowledge and awareness on green behavior with respect to behavioral intentions, environmental attitude and green commitment as mediator variables. Design/methodology/approach The statistical population included the managers of Esfahan Mobarakeh Steel Company in Iran. In total, 135 questionnaires were distributed among relevant managers, out of which 120 questionnaires were returned and analyzed using structural equation modeling method. Findings The findings of the study showed that environmental knowledge and awareness has a significant direct effect on managers’ green behavior (β = 0.42). Also, environmental knowledge and awareness has a significant indirect effect on managers’ green behavior through behavioral intentions (β = 0.34), environmental attitude (β = 0.19) and green commitment (β = 0.33). Originality value This study is among the first to simultaneously investigate the multiple pathways from environmental knowledge and awareness to green behavior. The second contribution of the present study is considering green behavior of personnel in the iron and steel industry in a developing country.
Work environment, HR practices and millennial employee retention in hospitality and tourism in Bangladesh
PurposeThis study examines the relationship between HR practices and millennial employee retention in the tourism industry in Bangladesh. It investigates the moderating role of the work environment in the relationship between HR practices and employee retention in the industry.Design/methodology/approachThe researchers used non-probability judgemental sampling to collect 384 questionnaires through a survey of millennial employees. Partial least square-based structural equation model (PLS-SEM) was used to analyse the data.FindingsThe results reveal that HR practices included in this paper have significant relationships with millennial employee retention in the tourism industry in Bangladesh, except employee participation in decision-making. In addition, the results show that the work environment only moderates the relationship between two HR practices (compensation, training and development) and millennial employee retention.Practical implicationsThe results suggest that managers in tourism organisations must develop HR practices and foster a positive work environment to retain millennials.Originality/valueThis is the only study that examines the moderating role of the work environment on the relationship between five selected HR practices (training and development, job security, performance appraisal, employee participation, compensation) and millennial employee retention. Previous studies used fewer HR variables.
Black Economic Empowerment Disclosures by South African Listed Corporations: The Influence of Ownership and Board Characteristics
This study investigates the extent to which South African listed corporations voluntarily disclose information on black economic empowerment (BEE) in their annual and sustainability reports using a sample of 75 listed corporations from 2003 to 2009. BEE is a form of socio-economic affirmative action championed by the African National Congress (ANC)-led government to address historical imbalances in business participation and ownership in South Africa. We find that block ownership and institutional ownership are negatively associated with the extent of BEE disclosures, whereas government ownership, board diversity (age, education, ethnicity, nationality and occupation), board size and non-executive directors are positively related to the extent of BEE disclosures. By contrast, dual board leadership structure and gender diversity are not significantly associated with BEE disclosures. Our results are robust when controlling for firm-level characteristics, fixedeffects and alternative disclosure proxies. Our results are largely consistent with the predictions of agency, legitimacy, resource dependence and stakeholder theories.
Is it possible to broaden women's inclusive rights by improving their participation in the labor market? A new perspective at the global level
PurposeThe objectives of this study are twofold: (1) to investigate whether the increase in FLFP enriches women's inclusive rights (economic, social, and political), (2) whether the effect of FLFP on inclusive rights is different across different economics (developed vs developing).Design/methodology/approachThe study utilizes panel data encompassing 188 countries spanning the years 1981–2011. Discrete choice models, namely ordered probit and ordered logit, are employed, while also controlling for observable heterogeneity across countries, including factors such as inflation, income inequality, education, and human rights.FindingsWe find a positive association between FLFP and all aspects of women's rights (economic, social, and political). The results related to developed and underdeveloped countries are robust for women's political rights; however, the effect of FLFP on women's social and economic rights is insignificant for developing countries.Originality/valueThe need for continuous policy commitment to gender equality may be needed to bring about equality of inclusive rights (economic, social, and political rights) and to fulfill the sustainable development goals (SDGs). Therefore, the current study particularly adds value in existing research by investigating (empirically) the link between FLFP and different dimensions of women's inclusive rights.
Training and development in small professional services firms
Purpose This paper aims to examine whether participation in training and development (T&D) events is associated with employees’ affective commitment and propensity to enact innovative behaviours in small professional services firms. The study also investigates associations between both attitudes towards T&D and policy and practice supportive of T&D and levels of participation in T&D events. Design/methodology/approach Data from 203 employees in small professional services firms employing 50 or fewer staff were analysed using regression analysis and PROCESS macro. Findings Only policy and practice supportive of T&D was associated with participation levels. Participation in T&D events was positively related to affective commitment. Furthermore, employees who participated in more T&D events were more likely to enact innovative behaviours, while affective commitment mediated the positive relationship between number of T&D events attended and innovative behaviours. Contrary to expectations, neither participation in just training nor participation in just development was associated with either attitudes or behaviours. Practical implications The findings have important implications for small firms which tend to rely on wholly work-based experiences for the development of employees’ knowledge and skills. Such an approach to learning for work may inadvertently shape a workforce that lacks commitment to the organisation and that has a diminished capacity for innovative behaviours. Originality/value There is limited research on how T&D affects attitudes and behaviours in small firms. Large and small firms are fundamentally different, thus findings from studies in large firms may not extend to small firms.
Employee involvement and job satisfaction: a tale of the millennial generation
Purpose The purpose of this paper is to empirically study the effect of employee involvement in the workplace on job satisfaction for millennial workers in Colombia. Design/methodology/approach Data were obtained from a sample of 2103 millennial employees working in 11 companies of different sectors located in the five main cities of Colombia. Ordered probit models were estimated to study the effect of employee involvement on job satisfaction, in general, and how different forms of participative decision making in the workplace produce different impacts on individual satisfaction with objective and intrinsic aspects of the job, in particular. Findings The empirical results show that, for millennial workers, there is a positive link between employee involvement and job satisfaction. Moreover, there is a higher positive impact on job satisfaction when millennial workers participate in decisions on general aspects of the company than when they participate in specific decisions such as those concerning teamwork or main tasks at work. Another interesting result is that millennial workers attach high importance to intrinsic aspects of their jobs (such as the possibility to use their knowledge in the work), which may improve their satisfaction in a higher participative environment. Research limitations/implications The results can present bias due to the use of self-report data from millennial workers. Another potential limitation is the cross-sectional nature of the data, which does not control for unobserved individual effects. The study may be extended to other developing countries to help identify results more precisely for different contexts. Originality/value The value lies in exploring the relationship between employee involvement and job satisfaction for millennial workers in the context of a developing country. The paper simultaneously considers different types of employee involvement and estimates their effects on different facets of job satisfaction.
Kaizen transferability in non-Japanese cultures: a combined approach of total interpretive structural modeling and analytic network process
PurposeThe literature on Kaizen transferability to non-Japanese culture is still evolving. The results suggest that the relevant research is still at a descriptive and explanatory stage. This study aims to identify and prioritize the importance of significant Kaizen transferability factors in a non-Japanese culture.Design/methodology/approachA decision theory-based prescriptive analysis methodology was used to analyze identified Kaizen transferability success factors. Firstly, a list of Kaizen transferability factors was devised from the literature using a systematic literature review. Secondly, an integrated interpretative structure modeling and analytic network process approach were applied to generate preference among factors.FindingsA framework with a prioritized Kaizen transferability success factors included, in ascending order, organization culture, employee participation, employee discipline, employee personal initiative, top management commitment, management enforcement, employee eagerness, management support and national culture and traditions.Research limitations/implicationsManagers and decision-makers would better understand where to direct their effort and attention to implement the Kaizen management philosophy to improve firm-level productivity. Although the factors studied in this research considered the Indonesian context, the proposed framework could be replicated and extended to include other cultures.Originality/valueThe present work contributes to the limited studies and documentation on Kaizen activities' transferability challenges and the Kaizen body of knowledge in developing countries. This study should help organizations in other developing countries, assimilate how to adopt and manage the Kaizen philosophy implementation by following the framework created in this research.
