''We are not talking about hindsight here,'' the British official said. ''This was a judgment made in advance.'' He said that more than half of the Soviet reactors of the Chernobyl design - which number 27, out of a total of about 50 Soviet reactors - were being shut down for modifications. But Western experts voiced doubt that the Russians could fix all the problems. They said even the few changes envisioned could cost billions of dollars. Reactor Called Hard to Operate Dr. Adolph Birkhofer, head of the West German Reactor Safety Commission, said: ''We don't agree that this accident was caused more by human error than technical deficiencies. That reactor was too hard to operate.'' ''They accepted it noncommittally,'' he said. ''They made some changes, but the basic problems remained.''
