Science for the sustainable city : empirical insights from the Baltimore School of Urban Ecology
A presentation of key findings and insights from over two decades of research, education, and community engagement in the acclaimed Baltimore Ecosystem Study. In a world of over seven billion people-who mostly reside in cities and their suburbs and exurbs-the Baltimore Ecosystem Study is recognized as a pioneering program for modern urban social-ecological science, critical to the emerging theory of urban ecology. After two decades of research, education, and community engagement in this complex system, there are insights to share, generalizations to examine, and gaps to highlight. This timely volume synthesizes the key empirical findings, melds the perspectives of different disciplines, and celebrates the accomplishments of interacting with diverse communities and institutions in improving the understanding of Baltimore's ecology. In the first book to present the history of Baltimore school desegregation, Howell S. Baum shows how good intentions got stuck on what Gunnar Myrdal called the \"American Dilemma.\" Immediately after the 1954 Brown v. Board of Education decision, the city's liberal school board voted to desegregate and adopted a free choice policy that made integration voluntary.
Baltimore's school desegregation proceeded peacefully, without the resistance or violence that occurred elsewhere. However, few whites chose to attend school with blacks, and after a few years of modest desegregation, schools resegregated and became increasingly segregated. The school board never changed its policy. Black leaders had urged the board to adopt free choice and, despite the limited desegregation, continued to support the policy and never sued the board to do anything else.
Baum finds that American liberalism is the key to explaining how this happened. Myrdal observed that many whites believed in equality in the abstract but considered blacks inferior and treated them unequally. School officials were classical liberals who saw the world in terms of individuals, not races. They adopted a desegregation policy that explicitly ignored students' race and asserted that all students were equal in freedom to choose schools, while their policy let whites who disliked blacks avoid integration. School officials' liberal thinking hindered them from understanding or talking about the city's history of racial segregation, continuing barriers to desegregation, and realistic change strategies.
From the classroom to city hall, Baum examines how Baltimore's distinct identity as a border city between North and South shaped local conversations about the national conflict over race and equality. The city's history of wrestling with the legacy of Brown reveals Americans' preferred way of dealing with racial issues: not talking about race. This avoidance, Baum concludes, allows segregation to continue.

In the sixteenth and seventeenth centuries, to be English and Catholic was to face persecution, financial penalties, and sometimes death. Yet some English Catholics prospered, reconciling their faith and loyalty to their country. Among the most prominent was George Calvert, a talented and ambitious man who successfully navigated the politics of court and became secretary of state under King James I. A conforming Protestant from the age of twelve, Calvert converted back to Catholicism when a political crisis forced him to resign his position in 1625. The king rewarded Calvert by naming him Baron of Baltimore in Ireland. Insulated by wealth, with the support of powerful friends, and no longer occupied with court business, Baltimore sought to exploit his land grants in Ireland and Newfoundland. Seeking to increase his own fortune and status while enlarging the king's dominions, he embarked on a series of colonial enterprises that eventually led to Maryland.
The experiences of Calvert and his heirs foster our understanding of politics and faith in Jacobean England. They also point to one of the earliest codifications of religious liberty in America, for in founding Maryland, Calvert and his son Cecil envisioned a prosperous society based on freedom of conscience. In English and Catholic, John D. Krugler traces the development of the \"Maryland Designe, \" the novel solution the Calverts devised to resolve the conflict of loyalty they faced as English Catholics. In doing so, Krugler places the founding and early history of Maryland in the context of pervasive anxieties in England over identity, allegiance, and conscience.
Explaining the evolution of the Calvert vision, Krugler ties together three main aspects of George Calvert's career: his nationalism and enthusiasm for English imperialism; his aim to find fortune and fame; and his deepening sense of himself as a Catholic. Road salts are a growing environmental concern in urban watersheds. We examined groundwater (GW) and surface water (SW) dynamics of Na⁺ and Cl⁻ in Minebank Run (MBR), an urban stream in Maryland, USA. We observed an increasing salinity trend in this restored stream. Current baseflow salinity does not exceed water quality recommendations, but rapid “first flush” storm flow was approximately one-third that of seawater. Comparisons between the upstream and downstream study reaches suggest that a major interstate highway is the primary road salt source. A heavily used road parallels most of MBR and was an additional source to GW concentrations, especially the downstream right bank. A baseflow synoptic survey identified zones of increased salinity. Downstream piezometer wells exhibited increases in salt concentrations and there was evidence that Na⁺ is exchanging Ca²⁺ and Mg²⁺ on soils. SW salt concentrations were generally elevated above GW concentrations. Salinity levels persisted at MBR throughout the year and were above background levels at Bynum Run, a nearby reference stream not bisected by a major highway, suggesting that GW is a long-term reservoir for accumulating road salts. Chronic salinity levels may be high enough to damage vegetation and salinity peaks could impact other biota. Beneficial uses and green infrastructure investments may be at risk from salinity driven degradation. Therefore, road salt may represent an environmental risk that could affect aquatic biota and limit the effectiveness of costly resource management and restoration efforts.

Flooding is the natural hazard with the greatest economic and social impact in the United States, and these impacts are becoming more severe over time. Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods.
Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.
