CURRITUCK OKS BLACKWATER EXPANSION
Blackwater executive vice president William Mathews said the Moyock training center's expansion was needed because of demand for military skills since the Sept. 11, 2001, terrorist attacks on the United States. \"After 9/11 the U.S. military became taxed. There were a lot of jobs that needed to be done,\" Mathews told commissioners. \"The government turned to Blackwater to get a lot of those jobs completed.\" \"It's not the U.S. military that's winning the war on terror,\" Mathews said. \"It is foreign military units that are trained by the United States that are winning the war on terror. A lot of the high profile terrorists have been grabbed by the Pakistanis, the Yemenis - - the folks that we go and we train.\"
