They Saved the Crops
At the outset of World War II, California agriculture seemed to be on the cusp of change. Many Californians, reacting to the ravages of the Great Depression, called for a radical reorientation of the highly exploitative labor relations that had allowed the state to become such a productive farming frontier. But with the importation of the first braceros-\"guest workers\" from Mexico hired on an \"emergency\" basis after the United States entered the war-an even more intense struggle ensued over how agriculture would be conducted in the state. Esteemed geographer Don Mitchell argues that by delineating the need for cheap, flexible farm labor as a problem and solving it via the importation of relatively disempowered migrant workers, an alliance of growers and government actors committed the United States to an agricultural system that is, in important respects, still with us. They Saved the Crops is a theoretically rich and stylistically innovative account of grower rapaciousness, worker militancy, rampant corruption, and bureaucratic bias. Mitchell shows that growers, workers, and officials confronted a series of problems that shaped-and were shaped by-the landscape itself. For growers, the problem was finding the right kind of labor at the right price at the right time. Workers struggled for survival and attempted to win power in the face of economic exploitation and unremitting violence. Bureaucrats tried to harness political power to meet the demands of, as one put it, \"the people whom we serve.\" Drawing on a deep well of empirical materials from archives up and down the state, Mitchell's account promises to be the definitive book about California agriculture in the turbulent decades of the mid-twentieth century.
Chicanx Utopias
Amid the rise of neoliberalism, globalization, and movements for civil rights and global justice in the post-World War II era, Chicanxs in film, music, television, and art weaponized culture to combat often oppressive economic and political conditions. They envisioned utopias that, even if never fully realized, reimagined the world and linked seemingly disparate people and places. In the latter half of the twentieth century, Chicanx popular culture forged a politics of the possible and gave rise to utopian dreams that sprang from everyday experiences. In Chicanx Utopias , Luis Alvarez offers a broad study of these utopian visions from the 1950s to the 2000s. Probing the film Salt of the Earth , brown-eyed soul music, sitcoms, poster art, and borderlands reggae music, he examines how Chicanx pop culture, capable of both liberation and exploitation, fostered interracial and transnational identities, engaged social movements, and produced varied utopian visions with divergent possibilities and limits. Grounded in the theoretical frameworks of Walter Benjamin, Stuart Hall, and the Zapatista movement, this book reveals how Chicanxs articulated pop cultural utopias to make sense of, challenge, and improve the worlds they inhabited.
The INS on the line : making immigration law on the US-Mexico border, 1917-1954
\"For much of the twentieth century, Immigration and Naturalization Service (INS) officials recognized that the US-Mexico border region was a special case. Here, the INS confronted a set of political, social, and environmental obstacles that prevented it from replicating its achievements at the immigration stations of Angel Island and Ellis Island. In response to these challenges, local INS officials resorted to the law--amending, nullifying, and even rewriting the nation's immigration laws for the borderlands, as well as enforcing them. In The INS on the Line, S. Deborah Kang traces the ways in which the INS on the US-Mexico border made the nation's immigration laws over the course of the twentieth century. While the INS is primarily thought to be a law enforcement agency, Kang demonstrates that the agency also defined itself as a lawmaking body. Through a nuanced examination of the agency's admission, deportation, and enforcement practices in the Southwest, she reveals how local immigration officials constructed a complex approach to border control, one that closed the line in the name of nativism and national security, opened it for the benefit of transnational economic and social concerns, and redefined it as a vast legal jurisdiction for the policing of undocumented immigrants. Braceros
At the beginning of World War II, the United States and Mexico launched the bracero program, a series of labor agreements that brought Mexican men to work temporarily in U.S. agricultural fields. InBraceros, historian Deborah Cohen asks why these temporary migrants provoked so much concern and anxiety in the United States and what the Mexican government expected to gain in participating in the program. Cohen reveals the fashioning of a U.S.-Mexican transnational world, a world created through the interactions, negotiations, and struggles of the program's principal protagonists including Mexican and U.S. state actors, labor activists, growers, and bracero migrants. Cohen argues that braceros became racialized foreigners, Mexican citizens, workers, and transnational subjects as they moved between U.S. and Mexican national spaces.Drawing on oral histories, ethnographic fieldwork, and documentary evidence, Cohen creatively links the often unconnected themes of exploitation, development, the rise of consumer cultures, and gendered class and race formation to show why those with connections beyond the nation have historically provoked suspicion, anxiety, and retaliatory political policies.
The Struggle in Black and Brown
It might seem that African Americans and Mexican Americans would have common cause in matters of civil rights. This volume, which considers relations between blacks and browns during the civil rights era, carefully examines the complex and multifaceted realities that complicate such assumptions-and that revise our view of both the civil rights struggle and black-brown relations in recent history. Unique in its focus, innovative in its methods, and broad in its approach to various locales and time periods, the book provides key perspectives to understanding the development of America's ethnic and sociopolitical landscape. These essays focus chiefly on the Southwest, where Mexican Americans and African Americans have had a long history of civil rights activism. Among the cases the authors take up are the unification of black and Chicano civil rights and labor groups in California; divisions between Mexican Americans and African Americans generated by the War on Poverty; and cultural connections established by black and Chicano musicians during the period. Together these cases present the first truly nuanced picture of the conflict and cooperation, goodwill and animosity, unity and disunity that played a critical role in the history of both black-brown relations and the battle for civil rights. Their insights are especially timely, as black-brown relations occupy an increasingly important role in the nation's public life.
Abrazando el espíritu
Structured to meet employers' needs for low-wage farm workers, the well-known Bracero Program recruited thousands of Mexicans to perform physical labor in the United States between 1942 and 1964 in exchange for remittances sent back to Mexico. As partners and family members were dispersed across national borders, interpersonal relationships were transformed. The prolonged absences of Mexican workers, mostly men, forced women and children at home to inhabit new roles, create new identities, and cope with long-distance communication from fathers, brothers, and sons. Drawing on an extraordinary range of sources, Ana Elizabeth Rosas uncovers a previously hidden history of transnational family life. Intimate and personal experiences are revealed to show how Mexican immigrants and their families were not passive victims but instead found ways to embrace the spirit (abrazando el espíritu) of making and implementing difficult decisions concerning their family situations—creating new forms of affection, gender roles, and economic survival strategies with long-term consequences.
Bracero railroaders
Desperate for laborers to keep the trains moving during World War II, the U.S. and Mexican governments created a now mostly forgotten bracero railroad program that sent a hundred thousand Mexican workers across the border to build and maintain railroad lines throughout the United States, particularly the West. Although both governments promised the workers adequate living arrangements and fair working conditions, most bracero railroaders lived in squalor, worked dangerous jobs, and were subject to harsh racial discrimination. Making matters worse, the governments held a percentage of the workers’ earnings in a savings and retirement program that supposedly would await the men on their return to Mexico. However, rampant corruption within both the railroad companies and the Mexican banks meant that most workers were unable to collect what was rightfully theirs. Historian Erasmo Gamboa recounts the difficult conditions, systemic racism, and decades-long quest for justice these men faced. The result is a pathbreaking examination that deepens our understanding of Mexican American, immigration, and labor histories in the twentieth-century U.S. West.
How race is made in America
How Race Is Made in America examines Mexican Americans—from 1924, when American law drastically reduced immigration into the United States, to 1965, when many quotas were abolished—to understand how broad themes of race and citizenship are constructed. These years shaped the emergence of what Natalia Molina describes as an immigration regime, which defined the racial categories that continue to influence perceptions in the United States about Mexican Americans, race, and ethnicity. Molina demonstrates that despite the multiplicity of influences that help shape our concept of race, common themes prevail. Examining legal, political, social, and cultural sources related to immigration, she advances the theory that our understanding of race is socially constructed in relational ways—that is, in correspondence to other groups. Molina introduces and explains her central theory, racial scripts, which highlights the ways in which the lives of racialized groups are linked across time and space and thereby affect one another. How Race Is Made in America also shows that these racial scripts are easily adopted and adapted to apply to different racial groups.
