The Singapore Lecture is one of the intellectual highlights of Singapore. It provides an opportunity for distinguished statesmen and leaders to reach a wider audience in Singapore. The presence of such eminent personalities will allow members of the civil service, business community, diplomatic corps, academic community, media, and other interested parties, the opportunity to hear from leading world figures speak on topics of international and regional interest. The 46th Singapore Lecture was delivered by Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, on 24 May 2024, under the distinguished Chairmanship of Mr Teo Chee Hean, Senior Minister and Coordinating Minister for National Security, Singapore.

The emergence of new powers fundamentally questions the traditional views on international relations, multilateralism or security as a range of countries now competes for regional and global leadership - economically, politically, technologically and militarily. Why do great powers accommodate the rise of some challengers, while others are contained and confronted, even at the risk of war? The book proposes that when faced with a new challenger, great powers will attempt to divine its intentions, to determine whether that rising power poses a revolutionary threat to the system, or whether it can be incorporated into the existing international order. In departing from conventional rationalist and realist theories of international relations, the author argues that established powers come to understand a rising power’s intentions by observing how it justifies its behavior through diplomacy and its claims on the way it exerts its power. Diplomatic rhetoric, therefore, plays a critical role in the formation of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics.
Sharing the burden? : NATO and its second-tier powers
Since the fall of the Berlin Wall, NATO's middle powers have been pressured into shouldering an increasing share of the costs of the transatlantic alliance. In Sharing the Burden? Benjamin Zyla rejects the claim that countries like Canada have shirked their responsibilities within NATO. Using a range of measures that go beyond troop numbers and defense budgets to include peacekeeping commitments, foreign economic assistance, and contributions to NATO's rapid reaction forces and infrastructure, Zyla argues that, proportionally, Canada's NATO commitments in the 1990s rivaled those of the alliance's major powers. At the same time, he demonstrates that Canadian policy was driven by strong normative principles to assist failed and failing states rather than a desire to ride the coattails of the United States, as is often presumed. At a time when liberal internationalism and institutions of multilateral cooperation are being dealt almost daily blows, this special issue revisits the notion and practice of middle power liberal internationalism. The introduction suggests that while liberal internationalism is far from dead, the challenges are serious and multiple. Reflecting on the seven essays contained in the volume, it argues that the biggest challenge for a future liberal internationalism is not to double-down on its normative virtues, but critically to reflect on how it can be retooled to respond to new challenges.

Caught in the Middle? Middle Powers amid U.S.-China Competition

executive summary: This essay provides an overview of this special issue, which seeks to better understand middle-power thinking and strategies in coping with the escalating competition between the U.S. and China. main argument Competition is now the primary format of U.S.-China relations, spanning key dimensions of international politics. The pressures radiating from this structural shift have led Indo-Pacific states to calibrate their policies to this new geostrategic circumstance. This special issue focuses on the responses of a category of regional states understood as middle powers. How have regional middle powers adapted to the intensifying U.S.-China rivalry? What are the considerations and drivers that inform their coping strategies? To address these salient, policy-relevant questions, this special issue spotlights six Indo-Pacific middle powers—namely, Australia, South Korea, Indonesia, Vietnam, Thailand, and Pakistan—and unpacks their logic and ways of navigating the complexities of the Sino-U.S. rivalry. The insights derived in this issue contribute to broader policy thinking on the evolving choices of middle powers and are instructive for the strategic policies of other regional states in an era of great-power competition. policy implications • Amid the growing U.S.-China contest, regional middle powers perceive a narrowing strategic space for maneuverability. • This reduced strategic space does not equate to decreasing strategic autonomy, however. Regional middle powers retain considerable agency to mold their own paths and that of the broader strategic environment, including developing options to mitigate any fallout from the Sino-U.S. rivalry. • A considerable degree of this middle-power agency is animated by elite calculations of the respective domestic interests at stake. • Strategic ambiguity toward China and the U.S. remains the dominant policy preference of most middle powers probed in this issue.
