Soldiering under Occupation

Often, violent behavior or harassment from a soldier is dismissed by the military as unacceptable acts by individuals termed, \"rotten apples.\" In this study, the author argues that this dismissal is unsatisfactory and that there is an urgent need to look at the (mis)behavior of soldiers from a structural point of view. When soldiers serve as an occupational force, they find themselves in a particular situation influenced by structural circumstances that heavily influence their behavior and moral decision-making. This study focuses on young Israeli men and their experiences as combat soldiers in the Israeli Defense Forces (IDF), particularly those who served in the \"Occupied Palestinian Territories\" (OPT) during the \"Al AqsaIntifada,\" which broke out in 2000. In describing the soldiers' circumstances, especially focusing on space, the study shows how processes of numbing on different levels influence the (moral) behavior of these soldiers.
The absent dialogue : politicians, bureaucrats, and the military in India
\"Civilian control over the military is widely hailed as among the biggest successes of India's democracy. This is a rarity, especially among post-colonial states, and is rightfully celebrated. But has this come at a cost? In The Absent Dialogue, Anit Mukherjee argues that the pattern of civil-military relations in India has hampered its military effectiveness. Indian politicians and bureaucrats have long been content with the formal and ritualistic exercise of civilian control, while the military continues to operate in institutional silos, with little substantive engagement between the two. In making this claim, the book closely examines the variables most closely associated with military effectiveness -- weapons procurement, jointness (the ability of separate military services to operate together), officer education, promotion policies, and defense planning. India's pattern of civil-military relations -- best characterized as an absent dialogue -- adversely affects each of these processes. Theoretically, the book adopts the 'unequal dialogue' framework proposed by Eliot Cohen but also argues that, under some conditions, patterns of civil-military relations maybe more closely resemble an 'absent dialogue.' Informed by more than a hundred and fifty interviews and recently available archival material, the book represents a deep dive into understanding the power and the limitations of the Indian military. It sheds new light on India's military history and is essential reading for understanding contemporary civil-military relations and recurring problems therein. The Peculiar Revolution

On October 3, 1968, a military junta led by General Juan Velasco Alvarado took over the government of Peru. In striking contrast to the right-wing, pro–United States/anti-Communist military dictatorships of that era, however, Velasco’s “Revolutionary Government of the Armed Forces\" set in motion a left-leaning nationalist project aimed at radically transforming Peruvian society by eliminating social injustice, breaking the cycle of foreign domination, redistributing land and wealth, and placing the destiny of Peruvians into their own hands. Although short-lived, the Velasco regime did indeed have a transformative effect on Peru, the meaning and legacy of which are still subjects of intense debate. The Peculiar Revolution revisits this fascinating and idiosyncratic period of Latin American history. The book is organized into three sections that examine the era’s cultural politics, including not just developments directed by the Velasco regime but also those that it engendered but did not necessarily control; its specific policies and key institutions; and the local and regional dimensions of the social reforms it promoted. In a series of innovative chapters written by both prominent and rising historians, this volume illuminates the cultural dimensions of the revolutionary project and its legacies, the impact of structural reforms at the local level (including previously understudied areas of the country such as Piura, Chimbote, and the Amazonia), and the effects of state policies on ordinary citizens and labor and peasant organizations.

In the immediate aftermath of World War II, the United States Army became the principal agent of American foreign policy. The army designed, implemented, and administered the occupations of the defeated Axis powers Germany and Japan, as well as many other nations. Generals such as Lucius Clay in Germany, Douglas MacArthur in Japan, Mark Clark in Austria, and John Hodge in Korea presided over these territories as proconsuls. At the beginning of the Cold War, more than 300 million people lived under some form of U.S. military authority. The army's influence on nation-building at the time was profound, but most scholarship on foreign policy during this period concentrates on diplomacy at the highest levels of civilian government rather than the armed forces' governance at the local level.
InArmy Diplomacy, Hudson explains how U.S. Army policies in the occupied nations represented the culmination of more than a century of military doctrine. Recent years have seen a growing role for private military contractors in national and international security. To understand the reasons for this, Elke Krahmann examines changing models of the state, the citizen and the soldier in the UK, the US and Germany. She focuses on both the national differences with regard to the outsourcing of military services to private companies and their specific consequences for the democratic control over the legitimate use of armed force.
