Hybrid cloud environments—spanning on-premises systems and public cloud services—introduce complexity in data integration, consistency, and governance. Enterprises pursuing modernization must deliver real-time data to both operational applications and analytical platforms without sacrificing reliability or compliance. This article presents an end-to-end architecture for low-latency, fault-tolerant integration using change data capture technologies, streaming backbones, and GCP-native processing and serving. Source capture strategies minimize disruption by reading database logs and applying in-flight transformation, filtering, enrichment, and routing logic in streaming applications. Transport patterns connect on-premises and cloud messaging systems using connectors or custom relays, taking into account how to split data for efficiency, maintain order for consistency, set rules for data storage and replay, and ensure Processing uses cloud-based stream processing with features that manage event timing, group data into windows, and remove duplicates, while schema registries and compatibility rules protect users from changes. Serving combines multiple database technologies for near-real-time analytics, globally consistent transactions, and high-performance relational needs. Operational excellence manifests through observability with standardized dashboards for lag, throughput, error taxonomies, dead-letter queues, and replay windows, along with alerting for schema drift and automated runbooks for recovery. Reliability design includes checkpointing, idempotent sink writes, backpressure controls, and rolling upgrades to ensure continuity during maintenance. A multi-domain case study demonstrates batch windows collapsing from tens of minutes to seconds, enabling fresher dashboards and real-time downstream decisions. The findings demonstrate that real-time integration transcends mere transport problems, representing a holistic architectural and operational capability requiring governance, standards, and disciplined execution. This architecture and set of practices equip enterprises to accelerate modernization, minimize risk, and deliver reliable real-time data products across hybrid landscapes, turning integration from a bottleneck into a strategic advantage.

This volume of “IOP Conference Series: Material Science and Engineering” contains the selected papers presented at the 13th International Conference on Development and Modernization of the Manufacturing (RIM 2021), which was held in Sarajevo (Bosnia and Herzegovina) from 29th September to 1st October 2021. Since 1997, the Faculty of Technical Engineering of the University of Bihać has successfully organized and held 13 international scientific conferences RIM on a bi-annual basis in 4 different countries: Bosnia and Herzegovina, Croatia, Egypt, and Montenegro. The main goal of the Conference is to bring together international scientists, engineers, industrialists, and experts providing them a unique platform for sharing new ideas and the recent developments in various areas of engineering. Демографічні виклики та структурні дисбаланси солідарної пенсійної системи України актуалізують потребу розвитку альтернативних ме- ханізмів пенсійного забезпечення населення. Недержавне пенсійне страхування як складова багаторівневої пенсійної архітектури потребує концептуального переосмислення та модернізації за європейськими стандартами та національними особливостями. Метою дослідження є ідентифікація ключових векторів трансформації системи недержавного пенсійного страхування України та розробка механізмів її оптимізації в аспекті забезпечення довготривалої фінансової стабільності та соціальної захищеності громадян. Дослідження базується на комплексному підході, що поєднує порівняльний аналіз світового досвіду, статистичний аналіз динаміки розвитку вітчизняного ринку й експертне оцінюван- ня регуляторних ініціатив. Визначено пріоритетні напрямки удосконалення, серед яких: гнучкі моделі накопичувального страхування, диверси- фікація інвестиційних інструментів пенсійних фондів із позиції ризик-менеджменту, підвищення транспарентності учасників ринку, посилення корпоративного сегмента шляхом створення стимулюючих фіскальних механізмів і цифровізація адміністрування. Обґрунтовано необхідність гармонізації національного законодавства із директивами Євросоюзу щодо пенсійного забезпечення та впровадження системи гарантування внесків. Встановлено, що системна модернізація недержавного пенсійного страхування вимагає синхронізації інституційних, регуляторних і фіскальних реформ, чим буде забезпечене формування конкурентоспроможного сегмента фінансового ринку та сприятиме зростанню довіри населення до недержавних пенсійних програм як надійного інструмента забезпечення гідного рівня життя у похилому віці. Реалізація запропо- нованих заходів дасть реальну можливість наблизити українську модель недержавного пенсійного страхування до кращої європейської прак- тики та підвищить її ефективність у контексті демографічного переходу.

Cumhuriyet edebiyatının erken dönem romanlarından Üç İstanbul, Mithat Cemal Kuntay’ın ilk ve tek romanıdır. Romanda İstanbul’un üç farklı dönemi burjuva gerçekçi bir tarihsellikle aktarılmıştır. Roman; II. Abdülhamit dönemi ile başlar, II. Meşrutiyet’in ilanı ile yeni bir safhaya geçer ve işgal İstanbul’u ile nihayete erer. Kuntay, İstanbul’un farklı dönemlerini Adnan’ın hayatını takip ederek aktarmıştır. Roman, çöküş sürecine girmiş İmparatorlukta, devletin parçalanma süreci ve toplumsal yozlaşmayı konu edinir. Çöküş ve yozlaşmanın konu olduğu zamansallık ve mekânsallık tarihsel, toplumsal, ekonomik, siyasal ve kültürel koşulların sonucudur. Koşullar romanda bir iktidar meselesi olarak ele alınmıştır. İktidarsa mekânlarda ve insan ilişkilerinde görünür olmuştur. Roman, 19. Yüzyıl Osmanlı-Türk modernleşmesinin farklı nesillerini karşılaştırmalı biçimde konu etmiştir. Modernleşme projesi ve sürecin ürettiği travmalar karakterlerin birbirleriyle ilişkilerini belirlemiştir. Toplumsal iktidar ve modernleşmenin toplumsal yansıması olarak kadın-erkek ilişkileri de romanda kendine yer bulmuştur. Kuntay romanını İstanbul’un işgal altındaki halinin karşısına Ankara’yı koyarak nihayete erdirir. Osmanlı toplumuna ilişkin yargılarının yeni cumhuriyete aktarılmadığını vurgulamaya çalışır. Fakat romanlar bitse de tarih devam eder.

Osmanlı modernleşme süreci, askeri alandaki zayıflıkların fark edilmesiyle devleti kurtarma temelinde bir araç olarak ortaya çıkmıştır. Askeri alanda başlayan reformlar, Tanzimat döneminde siyasal ve hukuki alanları kapsaması bakımından modern Türkiye'nin ortaya çıkmasında önemli bir aşamayı ifade eder. Tanzimat döneminden Meşrutiyet dönemlerine geçişle birlikte modernleşme çabaları padişahın ve devlet adamlarının bireysel etkisinden çıkarak; bu reformların Osmanlı aydın sınıfı tarafından talep edilmesi ile Osmanlı devletinde idari, siyasi ve toplumsal dönüşümleri beraberinde getirmiştir. Tanzimat ve Meşrutiyet dönemleri sürecinden, Cumhuriyet dönemine kadar olan süreçte reform hareketleri askeri, idari ve siyasi alanlarda gerçekleşmiştir. Cumhuriyet'in kuruluşu ile çağdaş esaslara dayalı bütünsel anlamda gerçekleşen ilk modernleşme hareketi meydana gelmiştir. Amaç: Çalışmanın amacı, Osmanlı modernleşme sürecinden Cumhuriyet dönemi çağdaşlaşma hareketine geçişte politik değişim ve toplumsal sürekliliklerin ifade edilmesidir. Yöntem: Çalışmanın amacı doğrultusunda yapılan literatür taraması ile Osmanlı-Türk modernleşme aşamaları karşılaştırmalı analiz çerçevesinde ele alınmıştır. Bulgular: Osmanlı-Türk modernleşme aşamaları kapsamında incelenen çalışmada, Osmanlı modernleşme sürecinden Cumhuriyet dönemi çağdaşlaşma hareketine geçişin bütünsel bir yaklaşımla değerlendirilmesi gerektiği görülmüştür. Bu doğrultuda çalışmada Osmanlı modernleşme sürecinin, modern Türkiye'nin kuruluşuna siyasal, idari ve toplumsal alanlardaki etkileri incelenmiş ve Osmanlı reform hareketlerinin bir taraftan Cumhuriyet dönemi çağdaşlaşma hareketini etkilerken bir taraftan da modern Türkiye Cumhuriyeti'ni ortaya çıkaran koşulları hazırlaması bakımından önemli bir politik süreci ifade ettiği saptanmıştır. Özgünlük: Osmanlı modernleşme süreci, modern Türkiye Cumhuriyeti'nin kuruluşunu etkilemesi bakımından önemli bir araştırma alanına sahiptir. Bu çalışma, Osmanlı modernleşme aşamalarının ele alınarak, Cumhuriyet dönemine geçişte ve modern Türkiye Cumhuriyeti'nin ortaya çıkışındaki etkilerinin değişim ve süreklilik bağlamında değerlendirilmesi açısından literatüre katkıda bulunacaktır.

Abstract The study presents the history of Spanish and Hungarian research of legal customs related to the 19-20th century European legal modernization, based on the scientific oeuvre of Joaquín Costa Martínez (1846-1911) and Erno Tárkány Szücs (1921-1984). The examination of the two significantly different models and research careers, which can be clearly distinguished in space and time, can introduce new data and aspects for the research of the European legal development, and even for the regions applying European law more broadly. This article analyzes how Puerto Rican author Luis Rafael Sánchez incorporates the bolero as a musical genre into his recent essay, El corazón frente al mar (2021). I maintain that both the bolero and Sánchez's essay are texts as defined by Roland Barthes because of how they demand the listener's/reader's creative interpretation. I analyze the essay and the lyrics of the boleros to which Sánchez refers to demonstrate how the essay dialogues with multiple themes of the patriotic Puerto Rican bolero while modernizing its content. Ultimately, I argue that the essay constitutes a narrative bolero that both celebrates and scrutinizes Old San Juan, Puerto Rico, and the Caribbean. Resumen: Este artículo analiza el ensayo El corazón frente al mar (2021) del autor puertorriqueño Luis Rafael Sánchez a partir de su incorporación del género musical del bolero. Sostengo que tanto el bolero como el ensayo de Sánchez son textos en el sentido que propone Roland Barthes por la forma en que exigen la interpretación creativa del oyente/lector. Analizo en paralelo el ensayo y la letra de algunos de los boleros a los que se refiere Sánchez a fin de mostrar cómo el ensayo dialoga con varias de las temáticas del bolero patriótico puertorriqueño a la vez que moderniza su contenido. En última instancia, arguyo que el ensayo de Sánchez constituye un bolero narrativo que a la vez celebra y escudriña el Viejo San Juan, Puerto Rico y el Caribe.
