Nation failure, ethnic elites, and balance of power : the international administration of Kosova
This book examines the history of nation-building in Kosova as a model of how the theories behind nation-building, state-building and peace-building can succeed or fail. The author argues that two missing factors led to successful state-building but failed nation-building in Kosova: the balance of power and the ethnic elite. The author uses his unique expert knowledge gained over thirty years of study to present a thorough overview of international administration and nation-building in Kosova.
Creating Kosovo
In shaping the institutions of a new country, what interventions from international actors lead to success and failure? Elton Skendaj's investigation into Kosovo, based on national survey data, interviews, and focus groups conducted over ten months of fieldwork, leads to some surprising answers.Creating Kosovohighlights efforts to build the police force, the central government, courts, and a customs service. Skendaj finds that central administration and the courts, which had been developed under local authority, succumbed to cronyism and corruption, challenging the premise that local \"ownership\" leads to more effective state bureaucracies. The police force and customs service, directly managed by international actors, were held to a meritocratic standard, fulfilling their missions and winning public respect. On the other hand, local participation and contestation supported democratic institutions. When international actors supported the demobilization of popular movements,Creating Kosovoshows, they undermined the ability of the public to hold elected officials accountable.
Kosovo, Intervention and Statebuilding
This book examines international engagement with Kosovo since NATO's intervention in 1999, and looks at the three distinct phases of Kosovo's development; intervention, statebuilding and independence. Kosovo remains a case study of central importance in international relations, illustrative of key political trends in the post-Cold War era. During each phase, international policy towards Kosovo has challenged prevailing international norms and pushed the boundaries of conventional wisdom. In each of the three phases 'Kosovo' has been cited as constituting a precedent, and this book explores the impact and the often troubling consequences and implications of these precedents. This book explicitly engages with this debate, which transcends Kosovo itself, and provides a critical analysis of the catalysts and consequences of contemporary international engagement with this seminal case study. Each chapter focuses on a particular aspect of the international engagement with Kosovo and situates events there in an international context, highlighting the extent to which international policy towards Kosovo has challenged existing norms and practices. Kosovo has been cited in certain texts as a positive template to be emulated, but the contributors to this book also identify the often controversial and contentious nature of these new norms. This book will be of much interest to students of humanitarian intervention and statebuilding, war and conflict studies, security studies and IR in general. Nation Building in Contested States
This study provides an overview of current nation building processes in contested states. With a specific focus on the Turkish Republic of Northern Cyprus, Pridnestrovian Moldavian Republic, and Kosovo, original data is presented, collected in English in a single work for the first time. Viktoria Potapkina presents an analysis and comparison of contested states from an internal perspective, looking at the processes that help legitimize such entities from within and creating support for their ongoing existence. The work strives to fill a gap in the literature on contested states, as well as to contribute to the overall understanding of nation and state building, state formation, and sovereignty. It provides a new way of looking at the puzzle that contested states are, offering insight into why they still exist in their current forms.
The Day After
Since 9/11, why have we won smashing battlefield victories only to botch nearly everything that comes next? In the opening phases of war in Afghanistan, Iraq, and Libya, we mopped the floor with our enemies. But in short order, things went horribly wrong. Gallagher argues there is a tension between our desire to create a new democracy and our competing desire to pull out as soon as possible. Our leaders often strive to accomplish both to keep everyone happy. But by avoiding the tough underlying decisions, it fosters an incoherent strategy. This makes chaos more likely. The Day After draws on new interviews with dozens of civilian and military officials, ranging from US cabinet secretaries to four-star generals. It also sheds light on how, in Kosovo, we lowered our postwar aims to quietly achieve a surprising partial success. Striking at the heart of what went wrong in our recent wars, and what we should do about it, Gallagher asks whether we will learn from our mistakes, or provoke even more disasters? Human lives, money, elections, and America's place in the world may hinge on the answer.
Peacebuilding and International Administration
This book provides a detailed historical and political analysis of the role and effectiveness of international administration in statebuilding. It analyses how the international administrations in Bosnia and Herzegovina and Kosovo have attempted to create sustainable political institutions and to what extent they have been successful in doing so. In the 1990s, large and ambitious international administrations were established to administer territories that had been left without an effective government in the wake of violent conflict. International administrations, to a greater extent than peacebuilding operations, exercise extensive authority and take over the governance of a country. Though they combine the state and nationbuilding programs of regular peacebuilding, with the political power normally reserved for sovereign states, there remains a question of how effective or successful international administrations are, and whether they lead to a sustainable peace. The author argues that despite years of international administration, the political institutions remain weak and rely heavily on international support, dominated by an ethnic nationalist ideology with little domestic support. Peacebuilding and International Administration will be of interest to students and scholars of international relations, security studies, conflict resolution and international organizations.
America's Role in Nation-Building
The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.
