Interculturalism in the post-multicultural debate: a defence

The main purpose of this article is to formulate a defence of the emerging intercultural policy paradigm for the benefit of those who are still somewhat reluctant to accept its proper place within the current migration-related diversity policy debate. My defence will take two main lines of argumentation:
Firstly, I will state that the increasing intensity of the intercultural policy paradigm must be placed in the present-day post-multicultural period, which recognizes the strengths of the multicultural policy paradigm but also the limits to its process for recognizing differences. The role played by the emerging national civic policy paradigm (a renovated version of assimilation), prioritizing duties before rights, will also be considered crucial to better contextualize interculturalism.
Secondly, I will try to identify the main distinctive features of interculturalism, which legitimize its proper place within the diversity debate today. Without rejecting rights-based and duties-based policy approaches, interculturalism places more emphasis on a contacts-based policy approach, aimed at fostering communication and relationships among people from different backgrounds, including national citizens. This approach focuses on common bonds rather than differences. It also views diversity as an advantage and a resource, and centres its policy goals on community cohesion and reframing a common public culture that places diversity within rather than outside the so-called Unity. In reviewing the current literature and the origins of the intercultural policy paradigm, I restate its contribution towards resolving current trends in transnationalism, changing identities, superdiversity and the rise of populist anti-immigrant parties. These are issues the old multicultural project has struggled to deal with, which has provoked the current disillusionment. Lastly, I will propose a research avenue to further consolidate interculturalism as a distinctive and legitimate policy approach.

Many authors have written about the ‘civic turn’ in European immigrant integration politics and policies that began in the late 1990s, but few have focused on the conceptual or normative dimensions of this turn. The purpose of this special issue is to help correct this situation. In this substantive introductory article, we begin with a discussion of the ‘convergence or national models’ debate that dominated early work on the subject. The next section presents the argument that civic integration is best understood as an ideological turn. It expands ‘good citizenship’ into personal conduct and values, shifts the responsibility for integration from the state to individuals and institutionalizes incentivizing and disciplining integration processes, which are often really just a means of migration control. This is accompanied, we argue, by a civic nationalist conception of membership that appeals to shared political values but defines those values through the culture of the state’s national majority. We then move on to the mechanisms and effects of civic integration, followed by a discussion of its normative analysis, before finally summarizing the articles included in this special issue and how they address the concerns that we have raised.

The politics of happiness

During the past forty years, thousands of studies have been carried out on the subject of happiness. Some have explored the levels of happiness or dissatisfaction associated with typical daily activities, such as working, seeing friends, or doing household chores. Others have tried to determine the extent to which income, family, religion, and other factors are associated with the satisfaction people feel about their lives. The Gallup organization has begun conducting global surveys of happiness, and several countries are considering publishing periodic reports on the growth or decline of happiness among their people. The Rise of “Localism” and Civic Identity in Post-handover Hong Kong: Questioning the Chinese Nation-state

While it was traditionally accepted that Hongkongers shared a form of pan-Chinese cultural identification that did not contradict their local distinctiveness, over the last decade Hong Kong has seen the rise of new types of local identity discourses. Most recently, “localists” have been a vocal presence. Hong Kong has – quite unexpectedly – developed a strong claim for self-determination. But how new is “localism” with respect to the more traditional “Hong Kong identity” that appeared in the 1970s? The present study takes a two-dimensional approach to study these discourses, examining not only their framework of identification (local versus pan-Chinese) but also their mode of identification (ethno-cultural versus civic). Using three case studies, the June Fourth vigil, the 2012 anti-National Education protest and the 2014 Umbrella movement, it distinguishes between groups advocating civic identification with the local community (Scholarism, HKFS) and others highlighting ethnic identification (Chin Wan). De-Policing America’s Youth

The standard account of policy feedback holds that social policy can be self-reinforcing: policies provide resources that promote economic security and well-being, and they also encourage beneficiaries to engage with government. Criminal justice policies have typically had the opposite effect: they embolden those with interests in a punitive policy agenda, while disempowering those most affected by the policies. This is of particular concern for children and adolescents in race-class subjugated communities (RCS), whose first encounters with government beyond public schooling often come through police contact and carry adverse social and political consequences at a critical developmental stage. In this article, we reimagine youth engagement with the state, arguing for substantial reductions in police surveillance of young people and for the promotion of youth attachment to civic life. We call for an investment in institutions, both state-based and community-based, that reinforce political inclusion and civic belonging.

Making volunteers

Volunteering improves inner character, builds community, cures poverty, and prevents crime. We've all heard this kind of empowerment talk from nonprofit and government-sponsored civic programs. But what do these programs really accomplish? InMaking Volunteers, Nina Eliasoph offers an in-depth, humorous, wrenching, and at times uplifting look inside youth and adult civic programs. She reveals an urgent need for policy reforms in order to improve these organizations and shows that while volunteers learn important lessons, they are not always the lessons that empowerment programs aim to teach.
With short-term funding and a dizzy mix of mandates from multiple sponsors, community programs develop a complex web of intimacy, governance, and civic life. Eliasoph describes the at-risk youth served by such programs, the college-bound volunteers who hope to feel selfless inspiration and plump up their resumés, and what happens when the two groups are expected to bond instantly through short-term projects. She looks at adult \"plug-in\" volunteers who, working in after-school programs and limited by time, hope to become like beloved aunties to youth. Eliasoph indicates that adult volunteers can provide grassroots support but they can also undermine the family-like warmth created by paid organizers. Exploring contradictions between the democratic rhetoric of empowerment programs and the bureaucratic hurdles that volunteers learn to navigate, the book demonstrates that empowerment projects work best with less precarious funding, more careful planning, and mandatory training, reflection, and long-term commitments from volunteers.

The Sources and Consequences of National Identification

This article examines national identification from a comparative and multilevel perspective. Building on the identity, nationalism, and prejudice literatures, I analyze relationships between societies' economic, political, and cultural characteristics (e.g., development, globalization, democratic governance, militarism, and religious and linguistic diversity), individual characteristics (e.g., socioeconomic status and minority status), and preferences for the content of national identities. I also examine relationships between national identity content and public policy preferences toward immigration, citizenship, assimilation, and foreign policy, generally. I use confirmatory factor analysis and multilevel modeling to analyze country-level data and survey data from 31 countries (from the International Social Survey Program's 2003 National Identity II Module). Results suggest that individual and country characteristics help account for the variable and contested nature of national identification. Moreover, the content of national identity categories has implications for public policy and intergroup relations.

Civic and citizenship education, global citizenship education, and education for sustainable development: an analysis of their integrated conceptualization and measurement in the international civic and citizenship education study (ICCS) 2016 and 2022

Globalization and its impact on contemporary societies have gained new impetus with the notions of global citizenship education (GCED) and education for sustainable development (ESD), considered, together with civic and citizenship education (CCE), as a means for promoting students’ engagement in global/local issues and providing them with the awareness and skills to develop a deeper understanding of, and response to, contemporary issues. Research has shown that GCED and ESD, intended as two interrelated and intersecting fields, have strong associations with CCE and how citizenship is conceived in the post-national and global era. This paper aims to examine the issue of GCED/ESD achievement measurement within the field of civic and citizenship education. Combining analysis of the assessment frameworks and of data from the IEA ICCS (2016, 2022) achievement test (the
civic knowledge test
), it discusses the integration of the conceptualization and measurement of student achievement in civic knowledge with an ex-post operationalization and measurement of student achievement in concepts and content associated with GCED and ESD (for ICCS 2016) and subsequently analyses the associations between test items related to the GCED/ESD domain and those related to “the other CCE” domain in ICCS 2022. Results highlighted the progressive relevance of GCED/ESD in the ICCS studies and the blurred boundaries between GCED/ESD and CCE both in ICCS 2016 and 2022. In disentangling the implicit, growing interrelationship among these areas (theoretically and from a measurement perspective), research findings also showed the evolution of the concept of civic and citizenship education itself.
