Hard Line traces the history of Republican Party foreign policy since World War II by focusing on the conservative leaders who shaped it. Colin Dueck closely examines the political careers and foreign-policy legacies of Robert Taft, Dwight Eisenhower, Barry Goldwater, Richard Nixon, Henry Kissinger, Ronald Reagan, George H. W. Bush, and George W. Bush. He shows how Republicans shifted away from isolationism in the years leading up to World War II and oscillated between realism and idealism during and after the cold war. Yet despite these changes, Dueck argues, conservative foreign policy has been characterized by a hawkish and intense American nationalism, and presidential leadership has been the driving force behind it.
Filibuster

Parliamentary obstruction, popularly known as the \"filibuster,\" has been a defining feature of the U.S. Senate throughout its history. In this book, Gregory J. Wawro and Eric Schickler explain how the Senate managed to satisfy its lawmaking role during the nineteenth and early twentieth century, when it lacked seemingly essential formal rules for governing debate.
What prevented the Senate from self-destructing during this time? The authors argue that in a system where filibusters played out as wars of attrition, the threat of rule changes prevented the institution from devolving into parliamentary chaos. They show that institutional patterns of behavior induced by inherited rules did not render Senate rules immune from fundamental changes.
The authors' theoretical arguments are supported through a combination of extensive quantitative and case-study analysis, which spans a broad swath of history. They consider how changes in the larger institutional and political context--such as the expansion of the country and the move to direct election of senators--led to changes in the Senate regarding debate rules. They further investigate the impact these changes had on the functioning of the Senate. The book concludes with a discussion relating battles over obstruction in the Senate's past to recent conflicts over judicial nominations.

Why Is There No Labor Party in the United States?

Why is the United States the only advanced capitalist country with no labor party? This question is one of the great enduring puzzles of American political development, and it lies at the heart of a fundamental debate about the nature of American society. Tackling this debate head-on, Robin Archer puts forward a new explanation for why there is no American labor party--an explanation that suggests that much of the conventional wisdom about \"American exceptionalism\" is untenable.
Conventional explanations rely on comparison with Europe. Archer challenges these explanations by comparing the United States with its most similar New World counterpart--Australia. This comparison is particularly revealing, not only because the United States and Australia share many fundamental historical, political, and social characteristics, but also because Australian unions established a labor party in the late nineteenth century, just when American unions, against a common backdrop of industrial defeat and depression, came closest to doing something similar.
Archer examines each of the factors that could help explain the American outcome, and his systematic comparison yields unexpected conclusions. He argues that prosperity, democracy, liberalism, and racial hostility often promoted the very changes they are said to have obstructed. And he shows that it was not these characteristics that left the United States without a labor party, but, rather, the powerful impact of repression, religion, and political sectarianism.

Modern America owes the Roman Empire for more than gladiator movies and the architecture of the nation's Capitol. It can also thank the ancient republic for some helpful lessons in globalization. So argues economic historian Harold James in this masterful work of intellectual history.
The book addresses what James terms \"the Roman dilemma\"--the paradoxical notion that while global society depends on a system of rules for building peace and prosperity, this system inevitably leads to domestic clashes, international rivalry, and even wars. As it did in ancient Rome, James argues, a rule-based world order eventually subverts and destroys itself, creating the need for imperial action. The result is a continuous fluctuation between pacification and the breakdown of domestic order.
James summons this argument, first put forth more than two centuries ago in Adam Smith'sWealth of Nationsand Edward Gibbon'sDecline and Fall of the Roman Empire, to put current events into perspective. The world now finds itself staggering between a set of internationally negotiated trading rules and exchange--rate regimes, and the enforcement practiced by a sometimes-imperial America. These two forces--liberal international order and empire--will one day feed on each other to create a shakeup in global relations, James predicts. To reinforce his point, he invokes the familiarbon motonce applied to the British Empire:\"When Britain could not rule the waves, it waived the rules.\"
Despite the pessimistic prognostications of Smith and Gibbon, who saw no way out of this dilemma, James ends his book on a less depressing note. He includes a chapter on one possible way in which the world could resolve the Roman Predicament--by opting for a global system based on values as opposed to rules.

According to conventional wisdom, big business wields enormous influence over America's political agenda and is responsible for the relatively limited scale of the country's social policies. InStuck in Neutral, however, Cathie Jo Martin challenges that view, arguing that big business has limited involvement in social policy and in many instances desires broader social interventions.
Combining hundreds of in-depth interviews with careful quantitative analysis, Martin shows that there is strong support among managers for government-sponsored training, health, work, and family initiatives to enhance workers' skills and productivity. This support does not translate into political action, surprisingly, because big firms are not organized to intervene effectively. Every large company has its own staff to deal with government affairs, but overarching organizations for the most part lobby ineffectively for the collective interests of big business in the social realm. By contrast, small firms, which cannot afford to lobby the government directly, rely on representative associations to speak for them. The unified voice of small business comes through much more clearly in policy circles than the diverse messages presented by individual corporations, ensuring that the small-business agenda of limited social policy prevails.
