Playing the Numbers
The phrase “Harlem in the 1920s\" evokes images of the Harlem Renaissance, or of Marcus Garvey and soapbox orators haranguing crowds about politics and race. Yet the most ubiquitous feature of Harlem life between the world wars was the game of “numbers.\" Thousands of wagers, usually of a dime or less, would be placed on a daily number derived from U.S. bank statistics. The rewards of “hitting the number,\" a 600-to-1 payoff, tempted the ordinary men and women of the Black Metropolis with the chimera of the good life. Playing the Numbers tells the story of this illegal form of gambling and the central role it played in the lives of African Americans who flooded into Harlem in the wake of World War I. For a dozen years the “numbers game\" was one of America’s rare black-owned businesses, turning over tens of millions of dollars every year. The most successful “bankers\" were known as Black Kings and Queens, and they lived royally. Yet the very success of “bankers\" like Stephanie St. Clair and Casper Holstein attracted Dutch Schultz, Lucky Luciano, and organized crime to the game. By the late 1930s, most of the profits were being siphoned out of Harlem. Playing the Numbers reveals a unique dimension of African American culture that made not only Harlem but New York City itself the vibrant and energizing metropolis it was. Battle for Bed-Stuy : the long war on poverty in New York City
\"Battle for Bed-Stuy is about an unlikely alliance that changed the shape of urban policy in the United States. The book reinterprets Lyndon Johnson's War on Poverty from the ground up and shows how Johnson's \"unconditional\" crusade, launched in 1964, grew out of the rich exchange of ideas that had been unfolding in New York neighborhoods for years beforehand. The critical neighborhood in this story was Bedford-Stuyvesant, where the drive to end poverty dovetailed with a vibrant civil-rights movement. The book emphasizes the policy role of the area's African-American middle-class, especially women, who acted as brokers between politicians and the poor. In particular, they worked with Mayor Robert F. Wagner in the 1950s and early '60s to develop new social work techniques and a new model of neighborhood-based planning. Not Alms but Opportunity
Illuminating the class issues that shaped the racial uplift movement, Toure Reed explores the ideology and policies of the national, New York, and Chicago Urban Leagues during the first half of the twentieth century. Reed argues that racial uplift in the Urban League reflected many of the class biases pervading contemporaneous social reform movements, resulting in an emphasis on behavioral, rather than structural, remedies to the disadvantages faced by Afro-Americans.Reed traces the Urban League's ideology to the famed Chicago School of Sociology. The Chicago School offered Leaguers powerful scientific tools with which to foil the thrust of eugenics. However, Reed argues, concepts such as ethnic cycle and social disorganization and reorganization led the League to embrace behavioral models of uplift that reflected a deep circumspection about poor Afro-Americans and fostered a preoccupation with the needs of middle-class blacks. According to Reed, the League's reform endeavors from the migration era through World War II oscillated between projects to \"adjust\" or even \"contain\" unacculturated Afro-Americans and projects intended to enhance the status of the Afro-American middle class. Reed's analysis complicates the mainstream account of how particular class concerns and ideological influences shaped the League's vision of group advancement as well as the consequences of its endeavors.

Before Harlem
In the years between 1880 and 1915, New York City and its environs underwent a tremendous demographic transformation with the arrival of millions of European immigrants, native whites from the rural countryside, and people of African descent from both the American South and the Caribbean. While all groups faced challenges in their adjustment to the city, hardening racial prejudices set the black experience apart from that of other newcomers. Through encounters with each other, blacks and whites, both together and in opposition, forged the contours of race relations that would affect the city for decades to come.Before Harlemreveals how black migrants and immigrants to New York entered a world far less welcoming than the one they had expected to find. White police officers, urban reformers, and neighbors faced off in a hostile environment that threatened black families in multiple ways. Unlike European immigrants, who typically struggled with low-paying jobs but who often saw their children move up the economic ladder, black people had limited employment opportunities that left them with almost no prospects of upward mobility. Their poverty and the vagaries of a restrictive job market forced unprecedented numbers of black women into the labor force, fundamentally affecting child-rearing practices and marital relationships. Despite hostile conditions, black people nevertheless claimed New York City as their own. Within their neighborhoods and their churches, their night clubs and their fraternal organizations, they forged discrete ethnic, regional, and religious communities. Diverse in their backgrounds, languages, and customs, black New Yorkers cultivated connections to others similar to themselves, forming organizations, support networks, and bonds of friendship with former strangers. In doing so, Marcy S. Sacks argues, they established a dynamic world that eventually sparked the Harlem Renaissance. By the 1920s, Harlem had become both a tragedy and a triumph-undeniably a ghetto replete with problems of poverty, overcrowding, and crime, but also a refuge and a haven, a physical place whose very name became legendary.
How East New York became a ghetto
In response to the riots of the mid-‘60s, Walter Thabit was hired to work with the community of East New York to develop a plan for low- and moderate-income public housing. In the years that followed, he experienced first-hand the forces that had engineered East New York’s dramatic decline and that continued to work against its successful revitalization. Power on the Hudson
The beauty of the Hudson River Valley was a legendary subject for artists during the nineteenth century. They portrayed its bucolic settings and humans in harmony with nature as the physical manifestation of God's work on earth. More than a hundred years later, those sentiments would be tested as never before. In the fall of 1962, Consolidated Edison of New York, the nation's largest utility company, announced plans for the construction of a pumped-storage hydroelectric power plant at Storm King Mountain on the Hudson River, forty miles north of New York City. Over the next eighteen years, their struggle against environmentalists would culminate in the abandonment of the project.Robert D. Lifset offers an original case history of this monumental event in environmental history, when a small group of concerned local residents initiated a landmark case of ecology versus energy production. He follows the progress of this struggle, as Con Ed won approvals and permits early on, but later lost ground to environmentalists who were able to raise questions about the potential damage to the habitat of Hudson River striped bass.Lifset uses the struggle over Storm King to examine how environmentalism changed during the 1960s and 1970s. He also views the financial challenges and increasingly frequent blackouts faced by Con Ed, along with the pressure to produce ever-larger quantities of energy.As Lifset demonstrates, the environmental cause was greatly empowered by the fact that through this struggle, for the first time, environmentalists were able to gain access to the federal courts. The environmental cause was also greatly advanced by adopting scientific evidence of ecological change, combined with mounting public awareness of the environmental consequences of energy production and consumption. These became major factors supporting the case against Con Ed, spawning a range of new local, regional, and national environmental organizations and bequeathing to the Hudson River Valley a vigilant and intense environmental awareness. A new balance of power emerged, and energy companies would now be held to higher standards that protected the environment.
