Divided sovereignty : international institutions and the limits of state authority
The question of how to constrain states that commit severe abuses against their own citizens is as persistent as it is vexing. States are imperfect political forms that in theory possess both a monopoly on coercive power and final jurisdictional authority over their territory. These twin elements of sovereignty and authority can be used by state leaders and political representatives in ways that stray significantly from the interests of citizens. In the most extreme cases, when citizens become inconvenient obstacles in the pursuit of the self-serving ambitions of their leaders, state power turns against them. Genocide, torture, displacement, and rape are often the means of choice by which the inconvenient are made to suffer or vanish. In Divided Sovereignty, Carmen Pavel explores new institutional solutions to this abiding problem. She argues that coercive international institutions can stop these abuses and act as an insurance scheme against the possibility of states failing to fulfill their most basic sovereign responsibilities. She thus challenges the longstanding assumption that collective grants of authority from the citizens of a state should be made exclusively for institutions within the borders of that state. Despite worries that international institutions such as the International Criminal Court could undermine domestic democratic control, citizens can divide sovereign authority between state and international institutions consistent with their right of democratic self-governance. Pavel defends universal, principled limits on state authority based on jus cogens norms, a special category of norms in international law that prohibit violations of basic human rights. Against skeptics, she argues that many of the challenges of building an additional layer of institutions can be met if we pay attention to the conditions of institutional success, which require experimentation with different institutional forms, limitations on the scope of authority for coercive international institutions, and an appreciation of the limits of existing knowledge on institutional design.-- Provided by Publisher.

How is the United States able to control the IMF with only 17 per cent of the votes? How are the rules of the global economy made? This book shows how a combination of formal and informal rules explains how international organizations really work. Randall W. Stone argues that formal rules apply in ordinary times, while informal power allows leading states to exert control when the stakes are high. International organizations are therefore best understood as equilibrium outcomes that balance the power and interests of the leading state and the member countries. Presenting a new model of institutional design and comparing the IMF, WTO, and EU, Stone argues that institutional variations reflect the distribution of power and interests. He shows that US interests influence the size, terms, and enforcement of IMF programs, and new data, archival documents, and interviews reveal the shortcomings of IMF programs in Mexico, Russia, Korea, Indonesia, and Argentina.

The proliferation of international institutions and their impact has become a central issue in international relations. Why do countries comply with international agreements and how do international institutions influence national policies? Most theories focus on the extent to which international institutions can wield 'carrots and sticks' directly in their relations with states. Xinyuan Dai presents an alternative framework in which they influence national policies indirectly by utilizing non-state actors (NGOs, social movements) and empowering domestic constituencies. In this way, even weak international institutions that lack 'carrots and sticks' may have powerful effects on states. International Organisations and Peace Enforcement
What distinguishes a peace enforcement operation from an invasion? This question has been asked with particular vehemence since the US intervention in Iraq, but it faces all military operations seeking to impose peace in countries torn by civil war. This book highlights the critical role of international organisations (IOs) as gatekeepers to international legitimacy for modern peace enforcement operations. The author analyses five operations launched through four IOs: the ECOWAS intervention in Liberia, the SADC operations in the Democratic Republic of Congo and Lesotho, the NATO Kosovo campaign and the UN intervention in East Timor. In all these campaigns, lead states sought IO mandates primarily to establish the international legitimacy of their interventions. The evidence suggests that international relations are structured by commonly accepted rules, that both democratic and authoritarian states care about the international legitimacy of their actions, and that IOs have a key function in world politics.
Authoritarian regionalism in the world of international organizations : global perspective and the Eurasian enigma
The interconnection between international organizations (IOs) membership and democratization has become a topic of intense debate. However, the main focus of the literature so far has been on IOs created by democratic states and comprised mostly of democracies, for examples the European Union. In contrast to existing studies, this book focuses on another group of regional IOs, referred to as 'non-democratic IOs' which are organizations founded by autocracies. 0How do these newly emerged organizations interrelate and interact with the outside world? How do they counteract and confront the danger of democratization in their own member states and neighboring states? This book aims to address these questions by developing a new theory of authoritarian regionalism, and by combining both quantitative and qualitative analysis to test it. The quantitative analysis uses a large dataset of all regional organizations worldwide for the post-World War II period,0with the aim of defining historical trends in development and the modification of regionalism over the last seven decades (1945-2015). Qualitative analysis refines and develops the argument by looking at the case of post-Soviet Eurasia.0The book uncovers a new type of regionalism - 'authoritarian regionalism' and traces its historical roots as well as its implications for modern politics. The book is the first attempt to systematically investigate the functioning and the impact of authoritarian regionalism as a new phenomenon as well as its implications for democratization world-wide. What does globalization mean for the principle of state sovereignty and for the power and functioning of states? Whereas realists assert the continued importance of states, constructivists contend that various political entities as well as the logic of globalization itself undermine state sovereignty. Drawing on the state formation literature and on social theory, particularly the works of Weber and Foucault, Iver B. Neumann and Ole Jacob Sending question the terms of the realist-constructionist debate. Through detailed case studies, they demonstrate that states use nongovernmental organizations and international organizations indirectly to enforce social order and, ultimately, to increase their own power. At the same time, global politics is dominated by a liberal political rationality that states ignore at their peril.
