Learning to argue and persuade in a highly competitive environment is only one aspect of life on a high-school debate team. Teenage debaters also participate in a distinct cultural world--complete with its own jargon and status system--in which they must negotiate complicated relationships with teammates, competitors, coaches, and parents as well as classmates outside the debating circuit. InGifted Tongues, Gary Alan Fine offers a rich description of this world as a testing ground for both intellectual and emotional development, while seeking to understand adolescents as social actors. Considering the benefits and drawbacks of the debating experience, he also recommends ways of reshaping programs so that more high schools can use them to boost academic performance and foster specific skills in citizenship.
Fine analyzes the training of debaters in rapid-fire speech, rules of logical argumentation, and the strategic use of evidence, and how this training instills the core values of such American institutions as law and politics. Debates, however, sometimes veer quickly from fine displays of logic to acts of immaturity--a reflection of the tensions experienced by young people learning to think as adults. Fine contributes to our understanding of teenage years by encouraging us not to view them as a distinct stage of development but rather a time in which young people draw from a toolkit of both childlike and adult behaviors. A well-designed debate program, he concludes, nurtures the intellect while providing a setting in which teens learn to make better behavioral choices, ones that will shape relationships in their personal, professional, and civic lives.

This IEG evaluation, requested by the World Banks Board of Executive Directors, represents the first independent evaluation of the PSIA experience. The evaluation finds that:. The PSIA approach has appropriately emphasized the importance of assessing the distributional impact of policy actions, understanding institutional and political constraints to development, and building domestic ownership for reforms. PSIAs have not always explicitly stated their operational objectives (i.e., informing country policies, informing Bank operations, and/or contributing to country capacity). PSIAs have had limited ownership by Bank staff and managers and have often not been effectively integrated into country assistance programs. Quality assurance and Monitoring and Evaluation of the overall effectiveness of PSIAs have been weak. The evaluation recommends that the World Bank:. Ensure that Bank staff understand what the PSIA approach is and when to use it. Clarify the operational objectives of each PSIA and tailor the approach and timeline to those objectives. Improve integration of the PSIA into the Banks country assistance program by requiring that all earmarked funding for PSIAs be matched by a substantial contribution from the country unit budgets. Strengthen PSIA effectiveness through enhanced quality assurance.
Making interpretive policy analysis critical and societally relevant: emotions, ethnography and language

This article summarises the main achievements of interpretive approaches to policy analysis and signposts ways to develop them to strengthen inclusivity and diversity. By visualising tangible strategies used in the approach, it demonstrates how we can better understand how policies are made and understood. At the same time, the article places a strong focus on emotions and ethnography as a way to strengthen the societal relevance of the approach. Focusing on emotions in policy research goes beyond a simple interest in emotions, using them as a specific critical lens to view the researched phenomenon while considering how policy ideas are framed as relevant or irrelevant through expressive language. Analogously, the article describes ethnography as an epistemological lens for analysing policy wherein researchers embrace human bias and the normativity of their research. To illustrate how these two lenses work in practice, the article concludes by discussing the research design of an analysis of the role of fathers in the policy debate around birth care in Czechia.

Policy Debates and Discourse Network Analysis: A Research Agenda

Discourse network analysis (DNA) is a combination of network analysis and qualitative content analysis. DNA has been applied to various policy processes and debates to show how policy actors are related at the discursive level, complementing coordination relations among them that are often analysed in the application of the policy networks approach. This editorial takes stock of the theoretical and methodological research frontiers in DNA and summarises the contributions of the eleven articles in the thematic issue on “Policy Debates and Discourse Network Analysis” in Politics and Governance.

Goodbye human annotators? Content analysis of social policy debates using ChatGPT

Content analysis is a valuable tool for analysing policy discourse, but annotation by humans is costly and time consuming. ChatGPT is a potentially valuable tool to partially automate content analysis for policy debates, largely replacing human annotators. We evaluate ChatGPT’s ability to classify documents using pre-defined argument descriptions, comparing its performance with human annotators for two policy debates: the Universal Basic Income debate on Dutch Twitter (2014–2016) and the pension reforms debate in German newspapers (1993–2001). We use the API (GPT-4 Turbo) and user interface version (GPT-4) and evaluate multiple performance metrics (accuracy, precision and recall). ChatGPT is highly reliable and accurate in classifying pre-defined arguments across datasets. However, precision and recall are much lower, and vary strongly between arguments. These results hold for both datasets, despite differences in language and media type. Moreover, the cut-off method proposed in this paper may aid researchers in navigating the trade-off between detection and noise. Overall, we do not (yet) recommend a blind application of ChatGPT to classify arguments in policy debates. Those interested in adopting this tool should manually validate bot classifications before using them in further analyses. At least for now, human annotators are here to stay.

The national origins of policy ideas

In politics, ideas matter. They provide the foundation for economic policymaking, which in turn shapes what is possible in domestic and international politics. Yet until now, little attention has been paid to how these ideas are produced and disseminated, and how this process varies between countries.The National Origins of Policy Ideasprovides the first comparative analysis of how \"knowledge regimes\"-communities of policy research organizations like think tanks, political party foundations, ad hoc commissions, and state research offices, and the institutions that govern them-generate ideas and communicate them to policymakers.
John Campbell and Ove Pedersen examine how knowledge regimes are organized, operate, and have changed over the last thirty years in the United States, France, Germany, and Denmark. They show how there are persistent national differences in how policy ideas are produced. Some countries do so in contentious, politically partisan ways, while others are cooperative and consensus oriented. They find that while knowledge regimes have adopted some common practices since the 1970s, tendencies toward convergence have been limited and outcomes have been heavily shaped by national contexts.
Drawing on extensive interviews with top officials at leading policy research organizations, this book demonstrates why knowledge regimes are as important to capitalism as the state and the firm, and sheds new light on debates about the effects of globalization, the rise of neoliberalism, and the orientation of comparative political economy in political science and sociology.

Concerns have been raised that the divisions emerging within public health in response to electronic cigarettes are weakening tobacco control. This paper employed thematic and network analysis to assess 90 policy consultation submissions and 18 interviews with political actors to examine the extent of, and basis for, divisions between health-focused actors with regard to the harms and benefits of e-cigarettes and appropriate approaches to regulation in Scotland. The results demonstrated considerable engagement in e-cigarette policy development by health-focused actors and a widely held perception of strong disagreement. They show that actors agreed on substantive policy issues, such as age-of-sale restrictions and, in part, the regulation of advertising. Points of contestation were related to the harms and benefits of e-cigarettes and the regulation of vaping in public places. The topicality, limitations of the evidence base and underlying values may help explain the heightened sense of division. While suggesting that some opportunities for joint advocacy might have been missed, this analysis shows that debates on e-cigarette regulation cast a light upon differences in thinking about appropriate approaches to health policy development within the public health community. Constructive debates on these divisive issues among health-focused actors will be a crucial step toward advancing public health.

Guarding the boundaries: a Swedish policy debate about geography and education for sustainable development

ABSTRACT In this article, we analyse how educational policy debates regarding specific school subjects are related to the demarcation of science. Utilising boundary-work theory we analyse material from a later abandoned revision process for the Swedish upper secondary school curriculum in 2004–2006. During this process a new subject – Sustainable Development – was proposed by the Swedish National Agency for Education. As a consequence, the Geography subject, potentially a suitable arena to naturally handle education for sustainable development, would be given a very peripheral role in the upper secondary school curriculum. From the suggestion a debate about scientific boundaries arose, with arguments that may be traced back to the theoretical concepts; ‘exclusion’, ‘expansion’ and ‘protection of autonomy’.
