Delivering the People’s Message
Presidents have long invoked electoral mandates to justify the use of executive power. In Delivering the People's Message, Julia R. Azari draws on an original dataset of more than 1,500 presidential communications, as well as primary documents from six presidential libraries, to systematically examine choices made by presidents ranging from Herbert Hoover in 1928 to Barack Obama during his 2008 election. Azari argues that Ronald Reagan's election in 1980 marked a shift from the modern presidency formed by Franklin Delano Roosevelt to what she identifies as a more partisan era for the presidency. This partisan model is a form of governance in which the president appears to require a popular mandate in order to manage unruly and deeply contrary elements within his own party and succeed in the face of staunch resistance from the opposition party. Azari finds that when the presidency enjoys high public esteem and party polarization is low, mandate rhetoric is less frequent and employs broad themes. By contrast, presidents turn to mandate rhetoric when the office loses legitimacy, as in the wake of Watergate and Vietnam and during periods of intense polarization. In the twenty-first century, these two factors have converged. As a result, presidents rely on mandate rhetoric to defend their choices to supporters and critics alike, simultaneously creating unrealistic expectations about the electoral promises they will be able to fulfill.

Power, Institutions, and Leadership in War and Peace
In January 1995, fighting broke out between Ecuadorian and Peruvian military forces in a remote section of the Amazon. It took more than three years and the interplay of multiple actors and factors to achieve a definitive peace agreement, thus ending what had been the region's oldest unresolved border dispute. This conflict and its resolution provide insights about other unresolved and/or disputed land and sea boundaries which involve almost every country in the Western Hemisphere. Drawing on extensive field research at the time of the dispute and during its aftermath, including interviews with high-ranking diplomats and military officials,Power, Institutions, and Leadership in War and Peaceis the first book-length study to relate this complex border dispute and its resolution to broader theories of conflict. The findings emphasize an emerging leadership approach in which individuals are not mere captives of power and institutions. In addition, the authors illuminate an overlap in national and international arenas in shaping effective articulation, perception, and selection of policy. In the \"new\" democratic Latin America that emerged in the late 1970s through the early 1990s, historical memory remains influential in shaping the context of disputes, in spite of presumed U.S. post-Cold War influence. This study offers important, broader perspectives on a hemisphere still rife with boundary disputes as a rising number of people and products (including arms) pass through these borderlands.
The dragon roars back : transformational leaders and dynamics of Chinese foreign policy
Selected among Foreign Affairs's \"Best of Books 2024\" China is unique in modern world history. No other rising power has experienced China's turbulent history in its relations with neighbors and Western countries. Its sheer size dominates the region. With leader Xi Jinping's political authority unmatched, Xi's sense of mission to restore what he believes is China's natural position as a great power drives the current course of the nation's foreign policy. When China was weak, it was subordinated to others. Now, China is strong, and it wants others to subordinate, at least on the issues involving what it regards as core national interests. What are the primary forces and how have these forces driven China's reemergence to global power? Deceit on the Road to War
In Deceit on the Road to War , John M. Schuessler examines how U.S. presidents have deceived the American public about fundamental decisions of war and peace. Deception has been deliberate, he suggests, as presidents have sought to shift blame for war onto others in some cases and oversell its benefits in others. Such deceit is a natural outgrowth of the democratic process, in Schuessler's view, because elected leaders have powerful incentives to maximize domestic support for war and retain considerable ability to manipulate domestic audiences. They can exploit information and propaganda advantages to frame issues in misleading ways, cherry-pick supporting evidence, suppress damaging revelations, and otherwise skew the public debate to their benefit. These tactics are particularly effective before the outbreak of war, when the information gap between leaders and the public is greatest. When resorting to deception, leaders take a calculated risk that the outcome of war will be favorable, expecting the public to adopt a forgiving attitude after victory is secured. The three cases featured in the book-Franklin Roosevelt and World War II, Lyndon Johnson and the Vietnam War, and George W. Bush and the Iraq War-test these claims. Schuessler concludes that democracies are not as constrained in their ability to go to war as we might believe and that deception cannot be ruled out in all cases as contrary to the national interest.
