Deepening Local Democracy in Latin America

The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.
A long goodbye to bismarck?

This book provides an extensive and comparative account of all welfare reforms that occurred during the last three decades in Continental European countries. It reveals unexpected important structural reforms, to be understood as the culmination of a long reform trajectory, analyzed in detail with the tools of comparative historical institutionalism. With these reforms, Bismarckian welfare systems have lost their encompassing capacities, have partially turned to employment-friendliness and weakened the strongest elements of their male breadwinner bias.

This book develops an informational theory to account for the coexistence of China’s exceptionally resilient authoritarianism and its high decentralization. The nuanced information contained in citizens’ complaints, which are filed through the petition system, helps to sustain China’s decentralized authoritarianism in three important ways. First, petitions help to alleviate the information asymmetry problem that arises when the central government has less information than lower level governments do. When studying citizens’ petitions, higher level governments can obtain valuable and accurate information about local officials’ performance in policy implementation, public goods provision, and corruption. Higher level governments need this information in order to effectively utilize the cadre management system to reward good performance and punish malpractice. The result of this interaction is the PRC’s relatively high quality of governance and effective control of local officials. There is also a second way in which citizens’ petitions help the government to overcome the dictator’s dilemma that arises when an authoritarian regime is uncertain about how much support it really enjoys among its citizens. Citizens’ specific grievances are revealed in these petitions and are mostly addressed in their beginning stages. When citizens’ complaints are rooted in central policy, they set the agenda for policy change in order to maintain social order. There is yet a third benefit conferred upon the PRC by the petition system. Thanks to the petition system, the central government can present itself as the ally of citizens when it addresses the matters raised by their petitions. As a result, the petition system grants the central government an opportunity to hold local officials accountable, scapegoat local authorities, divide citizens and local officials, and justly claim all the credit when its policies succeed. This helps to build citizens’ trust in their central government and reinforces its legitimacy in their eyes. In Huntington’s terms, the Chinese Communist Party institutionalizes mass support by addressing citizens’ grievances expressed through the channel of communication provided by the petition system. In this sense, the complaints of citizens can be very useful tools for regime maintenance. The author substantiates these points with case studies and statistical analysis.
Centre-left parties and the European Union

Does European integration contribute to, or even accelerate, the erosion of intra-party democracy? This book is about improving our understanding of political parties as democratic organisations in the context of multi-level governance. It analyses the impact of European Union (EU) membership on power dynamics, focusing on the British Labour Party, the French Socialist Party (PS), and the German Social Democratic Party (SPD). The purpose of this book is to investigate who within the three parties determines EU policies and selects EU specialists, such as the candidates for European parliamentary elections and EU spokespersons.The book utilises a principal-agent framework to investigate the delegation of power inside the three parties across multiple levels and faces. It draws on over 65 original interviews with EU experts from the three national parties and the Party of European Socialists (PES) and an e-mail questionnaire. This book reveals that European policy has largely remained in the hands of the party leadership. Its findings suggest that the party grassroots are interested in EU affairs, but that interest rarely translates into influence, as information asymmetry between the grassroots and the party leadership makes it very difficult for local activists to scrutinise elected politicians and to come up with their own policy proposals. As regards the selection of EU specialists, such as candidates for the European parliamentary elections, this book highlights that the parties’ processes are highly political, often informal, and in some cases, undemocratic.

In what ways can we think through the complexities of identity? Identity is a contested concept, but it is more than a thing possessed by agents. Identity is contingent and dynamic, constituting and reconstituting subjects with political effects. In this edited book, identity is explored through a range of unique interdisciplinary case studies from around the world. Questions of citizenship, belonging, migration, conflict, security, peace and subjectivity are examined through social construction, post-colonialism, and gendered lenses from an interdisciplinary perspective. This combination showcases in particular the political implications of identity, how it is constituted, and the effects it produces. This edited collection will be of particular interest to students of international relations theory, migration studies, gender and sexuality, post-colonialism and policy-making at both undergraduate and postgraduate levels.

Responsibility, participation and choice are key policy framings of active citizenship, summoning the citizen to take on new roles in welfare state reform. This volume traces the emergence of new discourses and the ways in which they take up and rework struggles of social movements for greater independence, power and control. It explores the changing cultural and political inflections of active citizenship in Germany, Finland, Norway, the Netherlands, France, Italy and the UK, with ethnographic research complementing policy analysis. The editors then look across the volume to assess some of the tensions and contradictions arising in the turn to active citizenship. Two final chapters address the reworking of citizen/professional relationships and the remaking of public, private and personal responsibilities, with a particular focus on the contribution of feminist research and theory.
All Politics Is Global

Has globalization diluted the power of national governments to regulate their own economies? Are international governmental and nongovernmental organizations weakening the hold of nation-states on global regulatory agendas? Many observers think so. But in All Politics Is Global, Daniel Drezner argues that this view is wrong. Despite globalization, states--especially the great powers--still dominate international regulatory regimes, and the regulatory goals of states are driven by their domestic interests. As Drezner shows, state size still matters. The great powers--the United States and the European Union--remain the key players in writing global regulations, and their power is due to the size of their internal economic markets. If they agree, there will be effective global governance. If they don't agree, governance will be fragmented or ineffective. And, paradoxically, the most powerful sources of great-power preferences are the least globalized elements of their economies. Testing this revisionist model of global regulatory governance on an unusually wide variety of cases, including the Internet, finance, genetically modified organisms, and intellectual property rights, Drezner shows why there is such disparity in the strength of international regulations.

The International Council for the Exploration of the Sea (ICES) is the central scientific network within the massive set of bureaucracies that is responsible for Europe's Common Fisheries Policy (CFP). While spending the past 25 years failing to sustain Europe's fish stocks, this management system also became adept at making the lives of its scientists miserable. Now it is being confronted by the complex challenge of an ecosystem-based approach to fisheries management. If this combination of a multi-national bureaucracy, hard politics, and scientific uncertainty has made it impossible to maintain many individual fish stocks, how are decisions going to be made that consider everything from sea birds to climate change? The old political saw that \"if you can't solve a problem, make it bigger\" has never been put to a test like this! Yet ICES has begun to rise in an impressive way to the scientific challenge of providing advice for an ecosystem approach within the world's most cumbersome fisheries management system. This book lays out the results of extensive sociological research on ICES and the decision making systems into which it feeds. ICES is finding ways to provide effective advice in the many situations where scientific advice is needed but a clear, simple answer is out of reach. In spite of the difficulties, scientists are beginning to help the various parties concerned with management to deal with facts about nature in ways that are more useful and transparent.
