Borders among Activists
InBorders among Activists, Sarah S. Stroup challenges the notion that political activism has gone beyond borders and created a global or transnational civil society. Instead, at the most globally active, purportedly cosmopolitan groups in the world-international nongovernmental organizations (INGOs)-organizational practices are deeply tied to national environments, creating great diversity in the way these groups organize themselves, engage in advocacy, and deliver services. Stroup offers detailed profiles of these \"varieties of activism\" in the United States, Britain, and France. These three countries are the most popular bases for INGOs, but each provides a very different environment for charitable organizations due to differences in legal regulations, political opportunities, resources, and patterns of social networks. Stroup's comparisons of leading American, British, and French INGOs-Care, Oxfam, Médecins sans Frontières, Human Rights Watch, Amnesty International, and FIDH-reveal strong national patterns in INGO practices, including advocacy, fund-raising, and professionalization. These differences are quite pronounced among INGOs in the humanitarian relief sector, and are observable, though less marked, among human rights INGOs. Stroup finds that national origin helps account for variation in the \"transnational advocacy networks\" that have received so much attention in international relations. For practitioners, national origin offers an alternative explanation for the frequently lamented failures of INGOs in the field: INGOs are not inherently dysfunctional, but instead remain disconnected because of their strong roots in very different national environments.
The Global Right Wing and the Clash of World Politics
This book is an eye-opening account of transnational advocacy, not by environmental and rights groups, but by conservative activists. Mobilizing around diverse issues, these networks challenge progressive foes across borders and within institutions. In these globalized battles, opponents struggle as much to advance their own causes as to destroy their rivals. They will change how campaigners fight, scholars study policy wars, and all of us think about global politics.
Labour, state and society in rural India
\"Behind India's high recent growth rates lies a story of societal conflict that is scarcely talked about. Across production sites, state institutions and civil society organisations, the dominant and less well-off sections of society are engaged in a protracted conflict that determines the material conditions of one quarter of the world's 'poor'. Increasingly mobile, and often engaged in multiple occupations in multiple locations, India's 'classes of labour' are highly segmented, but far from passive in the face of ongoing processes of exploitation and domination. Drawing on detailed fieldwork in rural South India over more than a decade, the book uses a 'class-relational' approach that focuses on 'the poor's' iniquitous relations with others, and views class in terms of contested social relations rather than structural locations marked by particular characteristics. The book explores continuity and change amongst forms of accumulation, exploitation and domination in three interrelated arenas of class relations: labour relations, the state and civil society. Marginal gains for labour derived from structural change are contested by capital, local state institutions and state poverty reduction programmes tend to be controlled by the dominant class, and civil society organisations tend to reproduce rather than challenge the status quo. On the other hand, elements of state policy have the capacity to improve the material conditions of 'the poor' where such ends are actively pursued by labouring class organisations. It is argued that social policy currently provides the most fertile terrain for redistributing power and resources to the labouring class, and may clear the way for more fundamental transformations.\"
Rethinking Private Authority
Rethinking Private Authorityexamines the role of non-state actors in global environmental politics, arguing that a fuller understanding of their role requires a new way of conceptualizing private authority. Jessica Green identifies two distinct forms of private authority--one in which states delegate authority to private actors, and another in which entrepreneurial actors generate their own rules, persuading others to adopt them. Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. Green traces how this dynamic and fast-growing form of private authority is becoming increasingly common in areas ranging from organic food to green building practices to sustainable tourism. She persuasively argues that the configuration of state preferences and the existing institutional landscape are paramount to explaining why private authority emerges and assumes the form that it does. In-depth cases on climate change provide evidence for her arguments. Social Organizations and the Authoritarian State in China
Received wisdom suggests that social organizations (such as non-government organizations, NGOs) have the power to upend the political status quo. However, in many authoritarian contexts, such as China, NGO emergence has not resulted in this expected regime change. In this book, Timothy Hildebrandt shows how NGOs adapt to the changing interests of central and local governments, working in service of the state to address social problems. In doing so, the nature of NGO emergence in China effectively strengthens the state, rather than weakens it. This book offers a groundbreaking comparative analysis of Chinese social organizations across the country in three different issue areas: environmental protection, HIV/AIDS prevention, and gay and lesbian rights. It suggests a new way of thinking about state-society relations in authoritarian countries, one that is distinctly co-dependent in nature: governments require the assistance of NGOs to govern while NGOs need governments to extend political, economic and personal opportunities to exist.
The Credibility of Transnational NGOs
We rely on NGOs to monitor the ethical practices of governments and for-profit firms and to undertake many humanitarian tasks that public and private actors will not do. While we are critical of public and private sector failures, we do not reflect enough on the credibility of the NGOs which take their place. Can we be sure that products NGOs label as child-labor free are in fact so, that the coffee labeled as 'fair trade' is farmed in sustainable ways, or that the working conditions monitored by NGOs are safe and that the wages are reasonable? Can we know that humanitarian organizations are, in fact, using our donations to alleviate human suffering rather than pursuing other goals? This book explores the problems of establishing the credibility of NGO activities as they monitor working conditions, human rights and elections and provide finance through microcredit institutions, development aid and emergency assistance.
Amateurs without Borders
Amateurs without Borders examines the rise of new actors in the international development world: volunteer-driven grassroots international nongovernmental organizations. These small aid organizations, now ten thousand strong, sidestep the world of professionalized development aid by launching projects built around personal relationships and the skills of volunteers. This book draws on fieldwork in the United States and Africa, web data, and IRS records to offer the first large-scale systematic study of these groups. Amateurs without Borders investigates the aspirations and limits of personal compassion on a global scale.
Beyond the Boomerang
Essays that generate a new, empirically grounded theory of transnational advocacy   Margaret E. Keck and Kathryn Sikkink introduced the boomerang theory in their 1998 book, Activists beyond Borders: Advocacy Networks in International Politics . It remains one of the first broadly applicable theories for why groups of NGOs and interested individuals form transnational advocacy networks. Since its publication, however, the empirical conditions that prompted their theory have changed. The types of actors involved in transnational advocacy have diversified. Northern NGOs have lost power and influence and have been restricted in their access to southern states. Southern NGOs have developed the capacity to undertake advocacy on their own and often built closer relationships with their own governments. The architecture of global governance has likewise changed, providing new avenues of access and influence for southern voices.   In Beyond the Boomerang: From Transnational Advocacy Networks to Transcalar Advocacy in International Politics , editors Christopher L. Pallas and Elizabeth A. Bloodgood offer cutting-edge scholarship that synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. This new theory of transcalar advocacy focuses on advocacy activities and policy impacts that transcend different levels or scales of political action. In transcalar advocacy, all NGOs–northern and southern–are treated as strategic actors, choosing the targets, scales of advocacy, and partnerships that best suit their capacities and goals. The case studies in the volume develop the empirical grounding of this theory using data from Latin America, Africa, Europe, and Asia, with several chapters featuring cross-national comparison. The chapters highlight the wide variety of actors involved in advocacy work, including NGOs, social movements, international institutions, governments, and businesses. Contributors use both qualitative and quantitative methodologies and bring to bear insights from political science, international relations, and sociology. The case studies also include diverse issue areas, from women’s rights to environmental protection, sustainable agriculture, health policy, and democracy promotion.  
Internal Affairs
Why are some international nongovernmental organizations (NGOs) more politically salient than others, and why are some NGOs better able to influence the norms of human rights?Internal Affairsshows how the organizational structures of human rights NGOs and their campaigns determine their influence on policy. Drawing on data from seven major international organizations-the International Committee of the Red Cross, Amnesty International, Human Rights Watch, Médecins sans Frontières, Oxfam International, Anti-Slavery International, and the International League of Human Rights-Wendy H. Wong demonstrates that NGOs that choose to centralize agenda-setting and decentralize the implementation of that agenda are more successful in gaining traction in international politics. Challenging the conventional wisdom that the most successful NGOs are those that find the \"right\" cause or have the most resources, Wong shows that how NGOs make and implement decisions is critical to their effectiveness in influencing international norms about human rights. Building on the insights of network theory and organizational sociology, Wong traces how power works within NGOs and affects their external authority. The internal coherence of an organization, as reflected in its public statements and actions, goes a long way to assure its influence over the often tumultuous elements of the international human rights landscape.
