Professional pathways to the presidency
\"During presidential elections a quadrennial debate emerges which, although it differs in the particulars, reflects the same structure in each reincarnation. Although the issue positions taken by the candidates vary over the years, their claim to qualification for the presidency follows a common pattern. Each candidate discusses his or her prior experience as preparation for one or more of the requirements of the office and then lays claim to the legacy of one of the great presidents who followed the same trajectory to the White House.Missing from this debate is a systematic analysis of how different job experiences prepared the population of all presidents for service. For each of the greats who followed a particular pathway to the presidents there is a failure who shared the pathway. In this book I combine the quantitative evaluation of presidential performance with mixture of qualitative and quantitative analyses of professional qualifications. The recent C-SPAN surveys provide us with a nuanced measure of presidential performance by asking historians to rate the Presidents on ten constituent attributes of: Public Persuasion, Moral Authority, Relations with Congress, Performance within Context of Times, Crisis Leadership, International Relations, Vision/Setting an Agenda, Economic Management, Administrative Skills, and Pursued Equal Justice for All. The sub-score for 'Relations with Congress' measures how well the president performs as 'legislator-in-chief' so that I can see whether former legislators work better with congress. Similarly the measure of 'Administrative Skills' indicates whether experience as a governor leads to better performance as the national chief executive. The evaluation of 'Economic Management' looks at whether those presidents with business experience do a better job in dealing with the economy. This book applies postcolonial theory to Russia by looking at it as a subaltern empire. It pushes postcolonial studies and constructivist International Relations towards an uneasy dialogue, which produces tensions and reveals multiple blind spots in both approaches. A critical re-evaluation of the existing literature enables the author to produce a comprehensive account of how Russia's position in the international system has conditioned its domestic development, and how this in turn generated specific foreign policy outcomes. Having internalised the Eurocentric worldview, Russia is nevertheless different from the core European countries. This difference is not determined by 'culture', but rather by uneven and combined development of global capitalism, in which Russia is integrated as a semi-peripheral nation. The Russian state has colonised its own periphery on behalf of the Western core, but has never been able to overcome economic and normative dependency on the West. The peculiar dialectic of the subaltern and the imperial during the post-Soviet period has given rise to a regime which claims to defend 'genuine Russian values', while in fact there is nothing behind this new traditionalism but the negation of Western hegemony. Trying to 'defend' the nation from the postulated threat of Western interventionism, the regime engages in a disavowal of politics and thus suppresses popular subjectivity. The only political subject that remains on the horizon of Russian politics is the West, while the Russian people, as any other subaltern, are being spoken for, and thus silenced, by the country's Eurocentric elites and the Western intellectuals.

Pushing postcolonial studies and constructivist International Relations towards an uneasy dialogue, this book looks at Russia as a subaltern empire. It demonstrates how the dialectic of the subaltern and the imperial has produced a radically anti-Western regime, which nevertheless remains locked in a Eurocentric outlook.

Elites, institutions and the quality of government
\"Elite politicians, bureaucrats and businessmen hold the fortunes of societies in their hands not only because of their direct influence on politics, administration and economy but also since their behavior indirectly signals how things are done. How are elites persuaded not to use their privileged position to enrich themselves at the expense of the society at large? The answer from research, so far, is through formal and informal institutional constraints, which in different ways alter incentives at the top. This edited volume contributes to the knowledge of the interaction between elites, institutions and other constraints and how this affects corruption and other forms of bad government. It problematizes the incentives for elites and masses to fight grand and petty corruption, respectively, and demonstrates the importance of elite constraints for good societies, where infant mortality is low and life expectancy and satisfaction are high. It also explores the behavior of a largely unconstrained elite group, namely the diplomatic corps, and shows how corruption not only takes the form of money transfers but also of sexual exploitation. It reveals how even rather distant historical experiences incite elites to behave either in line with their immediate self-interests or with the interest of the society at large. Bob Crow
Bob Crow was the most well-known and most militant union leader of his generation. This biography examines his leadership of the RMT union, examining and exposing a number of popular myths created about him by political opponents. Using the schema of his personal characteristics (including his public persona), his politics and the power of his members, it explains how and why he was able to punch above his weight in industrial relations and on the political stage, helping the small RMT union become as influential as many of its much larger counterparts. As RMT leader, he oversaw a rise in membership, a more assertive and successful bargaining approach, and led the realignment of radical left politics in response to the hegemony of 'new' Labour. While he failed to unite all socialists into one new party, he established himself as the leading popular critic of neo-liberalism, 'new' Labour and the age of austerity.
