The theory of monopoly capitalism : an elaboration of Marxian political economy
\"In 1966, Paul Baran and Paul Sweezy published Monopoly Capital, a monumental work of economic theory and social criticism that sought to reveal the basic nature of the capitalism of their time. Their theory, and its continuing elaboration by Sweezy, Harry Magdoff, and others in Monthly Review magazine, infl uenced generations of radical and heterodox economists. They recognized that Marx's work was unfi nished and itself historically conditioned, and that any attempt to understand capitalism as an evolving phenomenon needed to take changing conditions into account. Having observed the rise of giant monopolistic (or oligopolistic) fi rms in the twentieth century, they put monopoly capital at the center of their analysis, arguing that the rising surplus such fi rms accumulated--as a result of their pricing power, massive sales efforts, and other factors--could not be profi tably invested back into the economy. Absent any \"epoch making innovations\" like the automobile or vast new increases in military spending, the result was a general trend toward economic stagnation--a condition that persists, and is increasingly apparent, to this day. Their analysis was also extended to issues of imperialism, or \"accumulation on a world scale,\" overlapping with the path-breaking work of Samir Amin in particular. John Bellamy Foster is a leading exponent of this theoretical perspective today, continuing in the tradition of Baran and Sweezy's Monopoly Capital. Exceptions to the Rule
Special rules enable the Senate to act despite the filibuster. Sometimes. Most people believe that, in today's partisan environment, the filibuster prevents the Senate from acting on all but the least controversial matters. But this is not exactly correct. In fact, the Senate since the 1970s has created a series of special rules-described by Molly Reynolds as \"majoritarian exceptions\"-that limit debate on a wide range of measures on the Senate floor. The details of these exemptions might sound arcane and technical, but in practice they have enabled the Senate to act even when it otherwise seemed paralyzed. Important examples include procedures used to pass the annual congressional budget resolution, enact budget reconciliation bills, review proposals to close military bases, attempt to prevent arms sales, ratify trade agreements, and reconsider regulations promulgated by the executive branch. Reynolds argues that these procedures represent a key instrument of majority party power in the Senate. They allow the majority-even if it does not have the sixty votes needed to block a filibuster-to produce policies that will improve its future electoral prospects, and thus increase the chances it remains the majority party. As a case study,Exceptions to the Ruleexamines the Senate's role in the budget reconciliation process, in which particular congressional committees are charged with developing procedurally protected proposals to alter certain federal programs in their jurisdictions. Democracy in Central Asia
Promoting democracy has long been a priority of Western foreign policy. In practice, however, international attempts to expand representative forms of government have been inconsistent and are often perceived in the West to have been failures. The states of Central Asia, in particular, seem to be \"democracy resistant,\" and their governments have continued to support various forms of authoritarianism in the decades following the Soviet Union's collapse. InDemocracy in Central Asia, Mariya Omelicheva examines the beliefs and values underlying foreign policies of the major global powers -- the United States, the European Union, Russia, and China -- in order to understand their efforts to influence political change in Kazakhstan, Kyrgyzstan, and Uzbekistan. Omelicheva has traveled extensively in the region, collecting data from focus groups and public opinion surveys. She draws on the results of her fieldwork as well as on official documents and statements of democracy-promoting nations in order to present a provocative new analysis. Her study reveals that the governments and citizens of Central Asia have developed their own views on democracy supported by the Russian and Chinese models rather than by Western examples. The vast majority of previous scholarly work on this subject has focused on the strategies of democratization pursued by one agent such as the United States or the European Union. Omelicheva shifts the focus from democracy promoters' methods to their message and expands the scope of existing analysis to include multiple sources of influence. Her fresh approach illuminates the full complexity of both global and regional notions of good governance and confirms the importance of social-psychological and language-based perspectives in understanding the obstacles to expanding egalitarianism.
Political reason : morality and the public sphere
